2004 IT WAS 49 MILLION. 2016, 313 MILLION, AND IN 2020. OFFICIALLY IT'S 522,5 $0,000.

NOW PER CAPITA DEBT IT'S INCREASED BETWEEN 2004 TO 2020 BY 535%.

2004 IT WAS $408 PER CAPITA. 2016, $695 PER CAPITA AND NOW 2020, $2183.

THERE'S A GRAPH ON THE COUNTY'S WEBSITE THAT SHOWS THAT WE WILL BE THROUGH PAYING INTEREST IN 2045. I GAVE UP LIKING FAIRY TALES WHEN I WAS A CHILD.

EVEN A CHILD KNOWS THAT THERE WILL BESIVE NEW BORROWING BETWEEN NOW AND THEN.

I.E., $75 MILLION PER PARTS. TO BE FAIR, THERE ARE ALMOST $62 MILLION IN PASS-THROUGH CHARGES WHICH, IF THE STATE HAD ANY MONEY, COULD BE SUBTRACTED FROM THE DEBT.

MAY FOLLOW. >> SO ON OUR COVID UPDATE, WE HAVE TESTING CONTINUING THROUGHOUT THE COUNTY, AND THEY ARE THE CURATIVE TESTS. THE GOVERNOR ON WEDNESDAY LAST WEEK GAVE THE LOCAL CONTROL TO THE COUNTY JUDGES STATEWIDE FOR OPENING OF BARS AT 50% CAPACITY AND IMMEDIATELY AFTER THAT I MET WITH -- I ASKED OUR PIO KEN HILLSENBECK AND OUR EMERGENCY DEPARTMENT TEAM TO GET ALL OUR OFFICIALS TOGETHER TO HELP WEIGH IN ON WHAT THEIR THOUGHTS AND CONCERNS WERE, SO THAT WE COULD MAKE AN INFORMED DECISION AS THE GOVERNOR TOOK AWAY THE STATEWIDE BLANKET ORDER AND MADE IT MORE FINER GRANULATED, I TOO SUPPORT THAT PHILOSOPHY OF SMALLER MORE CONCISE, MORE NIMBLE GOVERNMENT. SO I HAD THE MAYORS AND I MEAN, THE FULL GROCERY LIST, EVEN SCHOOL BOARDS REPRESENTATION ON THIS CALL AND LAW ENFORCEMENT. WE HAD A VERY COMPLETE AND I FEEL THOROUGH PERSPECTIVE AND UNDERSTANDING OF WHAT WAS ABOUT TO HAPPEN AND HOW IT WAS GOING TO UNFOLD.

AND THEN SHORTLY AFTER I SLEPT ON IT FOR TWO DAYS DELIBERATELY BECAUSE MY BIGGEST PRIORITY IS PUBLIC HEALTH AND PUBLIC SAFETY. AND THEN, OF COURSE, LIVELIHOODS AND THE OTHER PART.

THERE WILL BE 48 BEDS AND THE PREVIOUS PLAN FOR 45 BEDS. PROFESSIONALS FROM THE UNIVERSITY HAVE PLEDGED TO HELP THE PLAN FOR FUND-RAISING PROPOSALS AND CONTACTS TO HELP US. THIS IS ONLY A FEW OF THE COUNTIES IN OUR CATCHMENT AREA. THE POSITION OF CHIEF FINANCIAL OFFICERS ARE OPEN AND THERE ARE SEVERAL APPLICANTS. PROGRAM HAS BEEN PUT INTO PLACE AS A POFERTION THE AGENCY RESPONSE TO THE VIRUS EFFECTS ON OUR CITIZENS. AS WSHLTION A NEW GROUP HAS BEEN OPENED IN KERRVILLE.

CURRENTLY THREE MALE RESIDENTS ARE THERE. OUR MENTAL HEALTH CENTERS IN KERRVILLE BOTH PLAN TO OPEN ADDITIONAL GROUP HOMES. THERE ARE PRESENTLY TWO ISSUES OF MAJOR CONCERNS TO OUR AGENCY. FIRST, A BILLING ERROR PLACED RECENTLY.

IT MAY OCCUR AGENCY-WIDE SO THERE'S A CONVERTED EFFORT NOW TO MAKE DIRECTIONS IN EVERY CENTER. SECONDLY THE INSPECTOR GENERAL OF TEXAS IS CONDUCT A STATEWIDE AWED THE OF CLIENT TREATMENT PLANS WITH FOCUS ON PERSON CENTERED RECOVERY PLANS.

AND INTERNAL AUDIT DONE BY OUR AGENCY CONCURRENTLY HAS BROUGHT TO LIGHT THAT THERE ARE SOME CLIENTS WHO LACK SUCH PLANS IN THEIR RECORDS THIS. LACK IS BEING CORRECTED AS WE SPEAK. THE NEXT ITEM ON THE AGENDA WAS A CONDITIONAL REPORT.

THERE WAS SCEFS REVENUES FR THE FOURTH QUARTER. $409,409.

THERE ARE SEVERAL WELL TO DO FOUNDATIONS AND FAMILIES IN OUR AREA, WHO HAVE ALREADY COMMITTED WITHOUT SAYING A DOLLAR FIGURE TO DO SOMETHING TO HELP US TO RESOLVE THE COST TO THE AGENCY.

THAT'S A BIG PLUS TO THE AGENCY AND THE BIG SAVINGS WILL ENABLE US, OF COURSE, TO DO EVEN MORE IN OTHER COUNTIES IN THE CATCHMENT AREA. AS I MENTIONED IN THE LAST MEETING THAT I REPORTED ONCE THE HOSPITAL GETS ROLLING, THERE WILL BE AT LEAST A MILLION DOLLARS SAVED AND THE CURRENT EXECUTIVE DIRECTOR HAS COMMITTED $1 MILLION WHAT HE CALLS THE INTERSTATE 35 CORRIDOR, AND THAT INVOLVES ONLY FROM -- COUNTY.
