MR. JORDAN BUCKLEY. >> GOOD MORNING, COURT. I WAS JUST REVIEWING TODAY A STORY THAT CAME OUT IN THE COMMUNITY IMPACT LAST YEAR FROM MARCH.

AND THE FIRST PARAGRAPH READS, IN FISCAL YEAR 2018 HAYS COUNTY PAID $4.3 MILLION TO OUTSOURCE INMATES TO OTHER TEXAS COUNTIES DUE TO OVERCROWDING, A NUMBER THAT IS UP 6,895% FROM 2014.

SOS A NUMBER AIS UP 6,895% FROM 2014. AND IT'S NEARLY AT 7,000% JUMP IN THE COURSE OF FIVE YEARS THAT LED TO OUR COUNTY JUDGE CREATING A TASK FORCE TO ADDRESS CRIMINAL JUSTICE CONCERNS. THERE HAD BEEN A COMMITTEE THAT HAD MET IN A VERY LONG TIME, AND IT WAS DUE TO THAT INACTIVITY AND ACTION THAT LED TO THE JUDGE CREATING THE TASK FORCE TO ADDRESS THESE ISSUES. I BELIEVE OOIFB TO EVERY MEETING AND SUBCOMMITTEE MEETING OF THE JUSTICE COORDINATING COMMISSION, THE LAST OF WHICH WAS OCTOBER 24TH.

AND I CAN UNDERSTAND WHY WE WOULDN'T HAVE A MEETING 30K9 1ST.

I KNOW I'VE HEARD SECONDHAND FROM AT LEAST ONE REPUBLICAN DISTRICT JUDGE THAT THESE MEETINGS SHOULD BE HAPPENING MONTHLY, AND SHOULD BE SPECIFICALLY ABOUT REDUCING OUR JAIL POPULATION, BUT THERE WASN'T A MEETING IN NOVEMBER, NOR DECEMBER, NOR JANUARY, NOR FEBRUARY, LATE MARCH. THERE WAS SUPPOSED TO BE ONE BUT INSTEAD OF BEING TRANSFERRED TO ZOOM WHICH IS WHAT OUR CHURCH HAS DONE WORSHIP WITH PEOPLE IN THEIR 60S AND 70S AND CLEARLY KNOW HOW TO WORK THIS TECHNOLOGY OF GETTING ON AND HAVING THESE TELECONFERENCES YET THAT MEETING WAS CANCELED ON BEHALF THE CRIMINAL COURT JUSTICE SYSTEM. YOU HAVE APRIL.

YOU HAVE MAY, WHICH IS WHEN THE NEW YORK TIMES SAYS THAT COUNTY JAILS WILL BE THE QUOTE EPICENTER OF THE PANDEMIC. AGAIN THERE'S NO MEETING OF THE CRIMINAL JUSTICE COORDINATING COMMISSION. HERE WE ARE SIX MONTHS LATER. WE HAD THE OPPORTUNITY TO APPLY FOR OVER A MILLION DOLLARS WORTH OF FUNDING BY THE PRIORITY DEADLINE THIS PAST WEEK BEFORE

LAST, AND THE COMMISSION HASN'T MET IN OVER HALF OF A YEAR. SO IT'S VERY -- HOW THE COUNTY IS EXPECTED TO CONSIDER THE OPIONS BEFORE THEM WITHOUT A MEETING BEING CONVENED.

NEED I REMIND YOU THAT THE COUNTY IS WELL OVER HALF A BILLION IN DEBT. ABOUT 40 MILLION A YEAR IS BEING SPENT TO SERVICE THAT DEBT. THE TRUTH IS MANY HOMEOWNERS IN HAYS COUNTY WERE ONE PAY CHECK AWAY FROM LOSING THEIR HOME. COMMISSIONERS AND THE COUNTY JUDGE MAKING WELL OVER $80,000 A YEAR WHILE THE MEDIAN FAMILY INCOME IS ABOUT 35,000 IN SAN MARCOS.

I'VE LIVED IF HAYS COUNTY ALL MY LIFE. PEOPLE THIS HAZE COUNTRY GENEROUS TO OTHERS IN NEED. -- HAYS COUNTY. FRANKLY THE GMP IS THE LAST ORGANIZATION I WOULD TRUST TO DISTRIBUTE COUNTY MONEY. SINCE THEY SLITHERED INTO SAN MARCOS A NUMBER OF YEARS AGO THE COUNTY DEBT HAS CLOIMED FROM UNACCEPTABLE 25 MILLION TO A STAGGERING HALF A MILLION PLUS -- CLIMBED. WHO ARE THESE PEOPLE? WHY DO THEY HAVE A SAY IN HOW COUNTY MONEY IS SPENT? HOW MUCH INS DO THEY PAY? THE TRUTH IS MONEY TALKS LOUDLY IN HAYS COUNTY AND RIGHTS AND PROPERTY MEANINGLESS TO LOCAL GOVERNMENT. WE NEED PROPERTY TAX RELIEF NOW MORE THAN EVER.

IF SOMETHING IS NOT DONE SOON WE WILL NEED MILLIONS IN RELIEF MONEY.

THEY COME THROUGH OUR CALL CENTER AND HAVE BEEN USED. 12 OF THE 68 CALLS HAVE NOT SHOWN UP EVEN THOUGH THEY MADE APPOINTMENTS. THEY CHOSE NOT TO.

WHENEVER YOU HAVE SOMEBODY WHO IS WANTS TO PRACTICE LAW IN THIS COUNTY AS A DEFENCE ATTORNEY IF THEY WANT TO DO THAT AND GET PAID THOUSANDS OF DOLLARS AN HOUR OR HUNDREDS OF DOLLARS AN HOUR THEN EVERY SO OFTEN THEY GET TO REPRESENT INDIGENT DEFENDANTS AND THEY HAVE TO DO THEIR RECORD SHOWS HOW THEY ARE TASKED WITH THAT AND HAVE TO BE A PART OF THAT PROCESS. I THINK THAT'S A GOOD THING. I THINK IT LEVELS THE PLAYING FIELD OUT THERE FOR SOME OF THESE DEFENDANT WHO'S MIGHT NOT BE ABLE TO WE KNOW THEY ARE NOT ABLE TO AFFORD SOME REPRESENTATION ON THEIR OWN. THIS IS A WAY THEY CAN DO THAT.

I DO HAVE A CONCERN. YOU MENTIONED THIS STUDY, AND I DO HAVE A CONCERN THAT THE WHOLE OVERALL COMMISSION WAS NOT INCLUDED IN THAT. I THINK THAT WE AS A COMMISSION'S COURT PUT A LOT OF THOUGHT AND EFFORT INTO WHO SHOULD BE ON THAT COMMISSION AND WHY, AND WHY THEY SHOULD BE ON THAT COMMISSION. THE LEVEL OF EXPERTISE THAT THEY HAVE IN DIFFERENT AREAS AND WHAT THEY HAVE SEEN IN THE COURT SYSTEM IN OUR JUDICIAL SYSTEM.

EVEN OVER THE LAST YEAR SINCE THIS CAME UP. AND THEIR INPUT I THINK IS VERY IMPORTANT. WHETHER THOSE BE DEFENCE ATTORNEYS.

WHETHER THOSE BE JUDGES. WHETHER THOSE BE THE OTHER FOFKS THE COMMUNITY WOULD ARE IN THERE SO HEARING FROM 245 -- SO HEARING FROM THAT AND THE REQUEST FROM THAT, I HOPE THAT THE RESULTS IF THE REPORT WE CAN SEE AND LOOK AT THOSE KIND OF THINGS.

I THINK THE TWO MEMBERS OF THE COURT SERVE ON THAT COMMISSION. SOME OF THE THINGS THAT WE DON'T TALK ABOUT LIKE DIRECT ASSIGNMENT AT THE DISTRICT LEVEL HAS BEEN AMAZING AND IT'S STARTING TO SHOW RESULTS SOME OF THE DAILY THINGS. I WAS THANKFUL.

I THINK THAT'S GREAT HAVING THAT DONE AND THAT WOULD HAVE I HONESTLY BELIEVE THOSE QHOOVERNGZ NEVER HAVE BEEN MADE IF IT WASN'T -- THOSE CHANGES WOULD NEVER HAVE BEEN MADE IF IT WASN'T FOR THE COMMISSION. I APPRECIATE THAT AND I THINK WE'RE TAKING STEPS FORWARD TO
