UPDATE AND I WILL TAKE OVER WHEN HE IS FINISHED. >> ALEX VILLALOBOS FROM THE COUNTY JUDGE'S OFFICE, CHIEF OF STAFF AND EMERGENCY MANAGEMENT COORDINATOR, FOR TH RECORD CURRENTLY WE HAVE 28 CONFIRMED MEMBERS. SIX HAVE RECOVERED.

FROM WHAT I UNDERSTAND OF THE COURSE OF THE RECORDS 22. STILL ACTIVE MONITORING GOING ON. I KNOW THAT WE HAD MANY DISCUSSIONS WITH REGARDS TO THRESHOLDS ON HOW WE WOULD START PLANNING OUR LOGISTICS AND THE DIRECTION FOR RESPONSE FOR THE COUNTY. AND I'M TALKING ABOUT AN ACTIVE EOC, STAFFING THE EOC, PEOPLE WITH -- PEOPLE THAT ARE EXPERTS IN THOSE AREAS TO HELP WITH LOGISTICS IN THE OPERATIONS.

AS YOU CAN SEE IN MOST AREAS, WE ARE BEING BURDENED THROUGH OUR HAYS COUNTY CITIZENS WITH PEOPLE WHO HAVE VERY SPES SKILL -- VERY SPECIFIC SKILL SETS BEING PULLED AWAY FROM HAYS COUNTY, TO OTHER COUNTIES AND JURISDICTIONS. IN LIGHT OF THAT RESPONSE I KNOW THAT SOME PEOPLE HAVE RESPONDED AT A RATE OF 50 CONFIRMED.

LOOKING AT UH -- A LOT OF THE TIMELINES, I THINK THAT'S TOO LATE.

IT CONTINUES TO PUT US IN A RESPONSIVE FRONT. WE ARE TRYING TO BE AS PRO ACTIVE AS WE CAN. THE ONLY WAY WE CAN BE PRO ACTIVE IS USE THE NUMBERS WE ARE GETTING FROM OTHER JURY LICKS -- JURISDICTIONS. WE DON'T HAVE THE POPULATION DENSITY, BUT WE CAN UTILIZE IT. THE THRESHOLD WILL BE 30 BEFORE WE CONSIDER A FULL TIME EOC AND START LOOKING AT THE LOGISTICS AS FAR AS WHERE DO WE START? DO WE HAVE MEDICAL OVERFLOW? DO WE START NEGOTIATING OTHER CONTRACTS THROUGHOUT THE COUNTY FOR QUARANTINE, FOR FIRST RESPONDERS AND HEALTH CARE WORKERS ? THOSE ARE THINGS WE ARE WORKING ON. I KNOW RACHEL ENGEL HAS BEEN STEDFAST IN IDENTIFYING AND CONTRACTING A LOCATION. TODAY WE WILL HAVE A MEETING WITH REGARD TO THE UNIVERSITY TO SEE WHAT THEIR CAPACITY AND AVAILABILITY IS FOR SOME OF THOSE EFFORTS. AND ALL OF THOSE FOR ONE REASON OR ANOTHER HAVE BEEN PLACED ON HOLD WITH REGARD TO THE REQUESTS. SO WE'RE LEFT TO ALTERNATIVES ON OTHERS AND OTHER DEPARTMENTS TO SEE IF THEY HAVE AN OVER FLOW OF SUPPLIES IN THOSE PARTICULAR AREAS.

WE ARE NOT ONLY SUPPORTING OUR FIRST RESPONDERS IN THE AREA THAT ARE CRITICAL TO US, BUT IN LIGHT OF THIS DISASTER OUR FIRST RESPONDERS ARE OUR HEALTH CARE WORKERS.

IF THERE IS A SHORTAGE BECAUSE OF THE FUNNELING OF RESOURCES AND THE RATIONING OF RESOURCES IT IS BEST WE LOOK AT IT. WE TALK ABOUT HEALTH CARE WORKERS, AND WE ARE NOT JUST TALKING ABOUT HOSPITALS. WE ARE TALKING ABOUT LONG-TERM CARE FACILITIES AND LIVING CENTERS AS WELL TO MAKE SURE WE AT LEAST HAVE A CERTAIN QUANTITY TO HELP OUT WITH THE RESPONSE OF THAT TO PREVENT THE SPREAD. THEY ARE SELF-QUARANTINING AT HOME. UNLESS IT IS CRITICAL THEY GO TO THE HOSPITAL. AS YOU KNEW THESE NUMBERS HAVE INCREASED EXPONENTIALLY IN HAYS COUNTY, AND LARGELY, WE WILL SEE LARGER NUMBERS WHEN WE HAVE TESTING.

THAT IN AND OF ITSELF WILL DRIVE RESPONSE WITH REGARDS TO OPERATIONS AND LOGISTICS.

CURRETLY WE ARE GUESSING. AS EVERYBODY IS DOING IN THE NATION I BELIEVE AT THIS POINT. MY JOB IS TO BE PRO ACTIVE AND START LOOKING AT EVERYBODY AHEAD OF US. I AM EXCITED TO ANNOUNCE THAT HAYS COUNTY WILL HAVE ACCESS TO THOUSANDS OF ADDITIONAL CO -- COVID-19 TESTS. THIS WILL EXPONENTIALLY INCREASE OUR ABILITY TO UNDERSTAND THE IMPACT THIS VIRUS IS HAVING ON OUR COMMUNITY.

YESTERDAY I PURCHASED THE FIRST 2,000 OF THESE TESTS AND PRIORITY WILL BE GIVEN TO THE FRONT LINE MEDICAL PERSONNEL AND INDIVIDUALS EXHIBITING SYMPTOMS. MEDICAL CONSULTATION WILL BE REQUIRED, AND THESE TESTS WILL BE AVAILABLE -- THE TEST RESULTS WILL BE AVAILABLE APPROXIMATELY 15 MINUTES AFTER THEY HAVE BEEN ADMINISTERED.

TO DATE HAYS COUNTY HAS HAD A VERY LIMITED SUPPLY AND ACCESS TO TESTING.

I DON'T EVEN WANT TO SAY THE NUMBER. IT IS LOW.

WORKING WITH THE PUBLIC SECTOR, TELE MEDICINE COMPANY MD BOX, HAYS COUNTY WILL FINALLY HAVE THE -- THE RESIDENTS OF HAYS COUNTY WILL FINALLY HAVE TESTING THAT WE NEED. THANK YOU TO ALL OF THE RESIDENTS OF HAYS COUNTY FOR THE SACRIFICES YOU ARE MAKING TO SLOW THE SPREAD OF THIS VIRUS.

BETTER ACCESS TO TESTING WILL HELP US PINPOINT SOURCES OF COMMUNITY SPREAD AND PRO ACTIVELY BREAK THE CHAINS OF TRANSMISSION. SADLY, ACCESS TO THESE TESTS WAS PLACED IN JEOPARDY YESTERDAY BY ONE OF OUR OWN COMMISSIONERS, WALT SMITH.

HE ATTEMPTED TO DERAIL AN AGREEMENT WITH ONE OF OUR SUPPLIERS IN THE SUPPLY CHAIN. THIS BEHAVIOR IS BOTH IRRESPONSIBLE, IRRATIONAL AND RECKLESS WITH NO REGARD FOR HUMAN LIVES. THESE ARE RELATED TO THE ACTIVE AND INACTIVE LABOR FORCE OF THE COUNTY. AND IT IS JUST A REQUIREMENT FROM GABBY NUMBER 68 AND 65 THE COUNTY RECORD THESE ON THEIR FULL BALANCE SHEETS.

IT HAS NOTHING TO DO WITH THE FUND LEVELS AND THE BUDGETING PURPOSES THAT YOU CONDUCT WITH. IT IS JUST A STANDARD THAT EVERY COUNTY AND LOCAL GOVERNMENT HAD TO ADOPT AS A RESULT OF STATEMENT 68 AND 75.

IT IS NOT ALARMING IT IS IN THE DEFICIT. WE SEE THIS ACROSS ALL GOVERNMENTS. THIS LIABILITY IS HUGE BECAUSE IT IS A BENEFIT OFFERED TO THE ENTIRE LABOR FORCE OF THE LOCAL GOVERNMENT. SO IT IS NOT ALARMING THAT IT IS IN THE DEFICIT. YOUR OVERALL NET POSITION IS A POSITIVE 53 MILLION WHICH IS AN INCREASE OF 12.5 AS I MENTIONED EARLIER. I WILL GO OVER THAT ON THE NEXT FEW PAGES. PAGES 13 AND 14. AN INCREASE OF 12.5 MILLION IS

THAT MAKES UP ABOUT 84% OF THE COUNTY'S REVENUE STREAMS AND IT IS AN INCREASE FROM LAST YEAR BY 8.5 MILLION. THAT JUST GOES TOWARD THE ECONOMIC GROWTH OF THE COUNTY AND THE MANAGEMENT OF THE COUNTY AS WELL.

THAT IS ON PAGE 14 OF THE TAXES. WE DID HAVE A RESTATEMENT OF BEGINNING NET BALANCE, NET POSITION OF 3.8 MILLION. PART OF IT WAS A CHANGE IN ACCOUNTING POLICY RELATED TO THE RECOGNITION OF SALES TAX. IT IS 60-DAYS OF AVAILABLE REVENUES WHEREAS IN PRIOR YEARS WE WERE JUST ACCRUING 30 DAYS.

STATEMENT 33 ALLOWS THE COUNTY TO DO THIS. WE ARE COMPLETELY IN ACCORDANCE WITH THE U.S. ACCOUNTING PRINCIPALS IN DOING THIS.

THE OTHER $2 MILLION REALLY WAS RELATED TO A DECREASE IN LIABILITY AND A LANDOWNER LIABILITY. THERE WERE BUNDS THAT WERE -- FUNDS THAT WERE BEING DRAWN THAT THEY DO NOT WANT TO BE REIMBURSED ON. TOTAL EXPENSES OF 89.2 DID ALSO INCREASE WITH THE INCREASED ECONOMIC GROWTH AND IT COMES WITH AN INCREASED OPERATIONS REQUIREMENTS FOR THE COUNTY. TOTAL EXPENDITURES WAS 89.2 AND THAT IS AN INCREASE OF $4 MILLION FROM LAST YEAR. THAT SAID WE STARTED THE YEAR WITH 45.5 MILLION IN A FUND BALANCE AND INCREASED IT TO 48 .8 MILLION. WE HAD A GOOD YEAR FOR THE COUNTY. THERE WERE NO AMOUNTS OR ACCOUNTS OVER BUDGET.

ONE OF THE THINGS HE WAS UNCOMFORTABLE WITH IS WHEN THEY HAD THE URINE TEST HE DID IT IN FRONT OF A MALE PROBATION OFFICER OVER THERE. I I REMEMBER A WEEK OR SO AGO MS. KRUM LLEY -- KRUMLEY SAYS THEY WERE IN VIOLATION OF THE TB REQUIREMENTS.

DURING HER TIME THERE SHE CAME UP WITH AN IDEA OF TRYING TO MAKE IT A LITTLE BIT MORE OF A COMFORTING TYPE OF A PLACE INSTEAD OF JUST THE STAN ROOM WE WOULD HAVE -- THE STANDARD ROOM IN THE GOVERNMENT CENTER. SHE PROPOSED TO DO THIS ALL HERSELF AND WITH VOLUNTEERS AND JUST MAKE SOME MINOR IMPROVEMENTS TO THE ROOM.

IT MAY BE FURNITURE OR IT MAY BE SOME PAINT OR PICTURES OR SOMETHING THAT MAKES IT MORE OF A COMFORTING AREA FOR THOSE VICTIMS TO BE WAITING AS THEY ARE AWAITING THE CRIMINAL JUSTICE SYSTEM. HAYS COUNTY'S CURRENT MAX -- MAX MULL IS 362. JAIL STANDARDS RECOMMENDS HOLDING APPROXIMATELY 10% CAPACITY OPENED. THAT LOWERS OUR CAPACITY TO 311. THE JAIL'S DAILY AVERAGE WAS 440 AND PEAK WAS 465 ON MARCH 2D FOR THE WEEK OF MARCH 22ND TO 28TH 2020. THE ESTIMATED COST OF OUT SOURCING IS 69,$491. THE AVERAGE NUMBER OF OUT SOURCED MALES IS 168 AND FEMALES IS 5. THIS WEEK'S INMATES WERE HOUSED IN THE FOLLOWING COUNTIES, BERNID, CALDWELL, FORT BEND, GUADALUPE, TRAVIS AND WALKER.
