MISCELLANEOUS: DISCUSSION AND POSSIBLE ACTION TO ADOPT A RESOLUTION EXTENDING THE LOCAL DISASTER DECLARATION EXECUTED BY THE HAYS COUNTY JUDGE ON MARCH 15TH TWENTY TWENTY RELATED TO THE PUBLIC HEALTH RESPONSE TO COVID-19.

AND ALSO, WILL YOU PLEASE OPEN EXECUTIVE SESSION

[EXECUTIVE SESSION Executive Session pursuant to Sections 551.071, 551.076, and 551.089 of the Texas Government Code: consultation with counsel and deliberation regarding the deployment and implementation of security personnel, devices and/or critical infrastructure related to the public health response to COVID -19. Possible action may follow in open court. BECERRA]

EXECUTIVE SESSION: CONSULTATION WITH COUNSEL AND DELIBERATION REGARDING THE DEPLOYMENT AND IMPLEMENTATION OF SECURITY PERSONNEL DEVICES AND OR CRITICAL INFRASTRUCTURE RELATED TO THE PUBLIC HEALTH RESPONSE TO COVERED 19.

POSSIBLE ACTION MAY FOLLOW AN OPEN COURT.

AND WE WILL BE AS EFFICIENT AS WE CAN IN A TIMELY MANNER.

AND WE WILL GO INTO EXECUTIVE SESSION.

CARDENAS, WILL YOU PLEASE READ YOUR DOCUMENT? YES. WHEREAS THE CONTINUED SPREAD OF THE COVERED 19 VIRUS PRESENTS AN IMMINENT THREAT OF WIDESPREAD ILLNESS, WHICH REQUIRES EMERGENCY PREPAREDNESS AND ACTION.

AND WHEREAS THE COUNTY JUDGE CONSIDERING A PROCLAMATION DECLARING HAYS COUNTY A LOCAL DISASTER AREA NECESSARY TO PROMOTE THE PRESERVATION OF PUBLIC HEALTH AND OPEN AVENUES FOR FUNDING EXECUTED SUCH A RESOLUTION ON OR ABOUT MARCH 15TH, 20/20.

AND WHEREAS SECTION 4 EIGHTEEN POINT 1 0 8 OF THE TEXAS GOVERNMENT CODE PROVIDES THAT THE COUNTY JUDGE'S PROCLAMATION MAY NOT REMAIN IN EFFECT IN EXCESS OF SEVEN DAYS UNLESS CONSENT TO CONTINUE IT OR RENEW IT IS PROVIDED BY VOTE OF THE HAYS COUNTY COMMISSIONERS COURT. AND WHEREAS THE COUNTY JUDGE'S PROCLAMATION WAS AND THIS RESOLUTION IS DECLARED FOR THE PURPOSE OF CONTINUING THE MEASURES THAT MUST BE TAKEN TO BE PREPARED FOR PUBLIC HEALTH NEEDS RELEVANT TO COVERED 19 AND CONTINUING A COLLECTIVE EFFORT OF STATE AND LOCAL ENTITIES TO PROVIDE RELIEF.

AND NOW, THEREFORE, BE IT RESOLVED THAT THIS RESOLUTION CONTINUING THE COUNTY JUDGE'S DECLARATION OF LOCAL DISASTER, EXECUTED ON OR ABOUT MARCH 15TH, 2020, IS HEREBY DECLARED AND SHALL CONTINUE FOR A PERIOD OF NOT MORE THAN 120 DAYS FROM THE DATE CITED BELOW.

UNLESS THIS LOCAL STATE OF DISASTER IS RESCINDED OR CONTINUED BY SUBSEQUENT ACTION OF THE HAYS COUNTY COMMISSIONERS COURT RESOLVED, ORDERED AND DECLARED THIS THE 16TH DAY OF MARCH 2020. SO MOVED. SECOND.

WE HAVE A MOTION AND A SECOND TO EXTEND.

ARE THERE ANY OTHER COMMENTS? PLEASE CALL THE ROLL? EMPLOYEES KNOW THAT WE TAKE THIS VERY SERIOUSLY.

WE ARE VERY INTERESTED AND TO CONTINUE TO PROVIDE ALL THE SERVICES YOU'VE COME TO EXPECT FROM US AS A COUNTY AND TO PROTECT OUR FAMILIES.

SO WE ARE WORKING ON A LEAVE ADMINISTRATION PLAN FOR ALL DEPARTMENT HEADS TO WORK WITH H.R.. MANAGE AND FINER GRANULATED DETAIL AND A PROGRAM WITH ALL THE SPECIFICS WILL BE MADE AVAILABLE DURING COURT FOR NEXT TUESDAY'S COURT.

AND I AM ALSO SUSPENDING ALL WORK RELATED TRAVEL UNLESS I, THE COUNTY JUDGE, SAY IT IS ESSENTIAL TO COUNTY OPERATIONS EFFECTIVE IMMEDIATELY.

I GOT ONE. ONE COMMENT. CAN I MAKE JUDGE? JUST ONE THING THAT IF THE COURT COULD GIVE SOME GUIDANCE TO ME ON AND I KNOW RIGHT NOW THE HEALTH CONCERNS ARE THE MAJOR FOCUS ON WHAT WE'RE DOING.

AND I APPRECIATE WHAT EVERYBODY IS DOING ON IT, AND I THINK REALLY GOOD COOPERATION ACROSS THE COUNTY. AND I WANT TO COMMEND YOU, JUDGE, FOR FOR WHAT YOU'VE BEEN ABLE TO DO

AND WITH OUR MERCY MANAGEMENT STAFF.

SO I JUST WANT TO SAY UP FOR ONE, I APPRECIATE THE EXTRA HOURS THAT EVERYBODY'S PUTTING IN AND DOING EVERYTHING THAT WE POSSIBLY CAN TO PROTECT OUR CITIZENS AND STILL PROVIDE SERVICES TO OUR RESIDENTS.

SO REALLY APPRECIATE THAT.

AND KNOWING HOW BIG OF A FOCUS THAT IS AND KNOWING THAT WE ARE GOING TO START SEEING SOME ECONOMIC IMPACTS TO OUR COMMUNITY, ESPECIALLY IN OUR SMALL BUSINESSES.

I WOULD LIKE TO START COORDINATING WITH SOME OF OUR CHAMBERS.

WITH YOUR HELP, JUDGE, TO GET SOME INFORMATION ABOUT IMPACTS THAT THEY MIGHT BE SEEN, ESPECIALLY AS WE CONTINUE OVER THESE NEXT FEW WEEKS TO TRY TO MAKE SURE THAT WE HAVE THE RIGHT DATA AND THAT WE'RE ACTUALLY ABLE TO PLUG THEM INTO SOME OF THE SERVICES THAT I KNOW WILL BE OPENING UP FROM THE FEDERAL AND STATE GOVERNMENTS.

SO IF THAT WOULD BE OKAY WITH THE COURT FOR ME TO DO THAT, I MIGHT BE REACHING OUT TO EACH MEMBER ABOUT SOME CONTACTS WITHIN YOUR PRECINCTS AND MAYBE TRY TO ORGANIZE SOME THINGS WITH THE JUDGE THAT WE CAN COMMUNICATE WITH THEM AND SEE IF THERE ARE WAYS THAT WE CAN HELP THEM GET THROUGH THIS TOUGH TIME.

SMALL BUSINESS IS THE BACKBONE OF OUR COMMUNITY AND IT IS A VERY BIG DEAL FOR US TO DO EXACTLY WHAT YOU'VE JUST SAID AND CARE FOR THE SMALL BUSINESSES AS WELL.

AND SO AS I'VE MENTIONED, I REACHED OUT TO THE WE HAVE A STRONG DESIRE TO GET THAT SBA.GOV INFORMATION IN PEOPLE'S HANDS.

SO COMMISSIONER SHELL, I WILL ABSOLUTELY WORK WITH YOU ON SHARING THIS THROUGH ALL THE CHAMBERS IN OUR FOOTPRINT TO COMMUNICATE.

AND I AM I IMPLORE, BUT I DON'T NEED THE COMMISSIONERS TO WORK WITH US TO ACCESS ALL THE RESOURCES TO HELP THE SMALL BUSINESS COMMUNITY AS WELL.

ABSOLUTELY. WELL-SAID. I JUST WANT TO MENTION, I KNOW THAT WE HAVE HAYS INFORMED THAT FOLKS CAN GO ON TO AND GET THE INFORMATION FOR EVERYTHING THAT IS OCCURRING.

SO I THINK THAT HAS OUR LATEST UP TO DATE INFORMATION.

AND SO PEOPLE WOULD DIRECT THEMSELVES TO THAT WEB SITE.

I THINK THAT WOULD BE GREAT. SHOULD BE THE MOST ACCURATE TO AND UP TO DATE.

THAT'S RIGHT. OUR BIGGEST GOAL AND I'LL REITERATE WHAT WE SAID YESTERDAY AND WHAT WE'VE BEEN SAYING AS A COMMUNITY.

OUR BIGGEST GOAL IS TO CONVEY UNITY AND CALM BECAUSE WE ARE ALL WORKING TOGETHER AT EVERY LEVEL. AND I AM HONORED TO BE WORKING WITH MY COWORKERS.

MY CONSTITUENTS, OUR OTHER ELECTED OFFICIALS AND POLITICAL SUBDIVISIONS AND WE ARE ALL HANDS ON DECK FOR THE GREATER GOOD OF THE COMMUNITY.
