I'M THE PRESIDENT THE SAN MORE COSE COMMUNITY LIONS TO ASK YOUR SUPPORT FOR THE EMERALD CROWN -- MASTER PLAN YOU'RE PRESENTING TO.

THE CROWN TRAIL IS A PROPOSAL FOR REGIONAL TRAIL IN EAST IRN COUNTY THAT WOULD CONNECT SAN MARCOS AND BUT DA AND HOPEFULLY CONNECT THE VIOLET TRAIL WHICH IS A SIMILAR TRAIL BEING DEVELOPED IN TRAVIS COUNTY. IT WOULD PROVIDE OPPORTUNITIES FOR RECREATION WALLS AS -- AS WELL AS COMMUNICATION AND AS WELL AS TRANSPORTATION. IT WOULD CONNECT THESE DIFFERENT COMMUNITIES TOGETHER AND IN THE FUTURE PERHAPS IT WOULD BE GRANTED GOING EAST OR WEST FROM HERE. IT IS A TOTALLY VOLUNTARY EFFORT RELYING ON USING PUBLIC LANDS OR VOLUNTARY EASEMENTS FOR SPECIFICALLY STATING THAT IT IS NOT -- IMMINENT DOMAIN TO BE USED FOR ANY PARTS OF THIS TRAIL SYSTEM. I FORMED A WORK GROUP IN 2017

AND THE WORK GROUP CONSISTS OF PARTNERS FROM THE CITY OF SAN MARCOS, FROM CITIES OF HEIL AND BUTA AND BASE COUNTY -- BUT DA AND KYLE AND SAN MARCOS. THIS WORK GROUP IS A VOLUNTARY INFORMAL GROUP TO HELP US COORDINATE EACH INDIVIDUAL PLANS FOR EACH INDIVIDUAL SPECIFIC AREAS. NEXT SLIDE, PLEASE. WE ALSO HAVE VARIOUS STAKE HOLDERS, THE MEADOWS CENTER, HILL COUNTY CONSERVANCY, TAKE A HIKE SAN MORE COSE, TEXAS AND THE -- SAN MARCOS AND WE RECEIVED A GRANT. NOT FOR MONEY, BUT FOR TECHNICAL SUPPORT FROM THE NATIONAL PARKS SERVICE TRAILS PROGRAM. THEY HELPED US IN A LOT OF WAYS, INCLUDING PREPARING THE MAPS AND THE MASTER PLAN ITSELF, AND NEW ORGANIZATIONS, GREAT SPRINGEDZ PROJECT, WHICH HAS -- TO CONDUCT ALL THE RINGS? TEXAS FROM NORTH OF AUSTIN TO SAN ANTONIO EVENTUALLY. IT ALSO HAS TO JOIN AS ONE OF OUR PART NERDS.

NEXT, PLEASE. SO I WANT TO TALK A LITTLE BIT ABOUT THE CONTEXT OF THIS PROPOSAL THAT WE HAVE HAD BRIEFLY. OUR PLANNING PROCESS SO FAR AND THEN GET INTO SOME OF THE SPECIFICS OF THE TRAIL WOULD BE. SO THE VISION FOR THIS IS TO HAVE A REGIONAL TRAIL THAT WOULD LINK ALL THESE DIFFERENT COMMUNITIES, PROVIDING RECREATIONAL ACTIVITIES. THE CROWN TRAIL WOULD BE SORT OF A -- EMERALD CROWN TRAIL WOULD BE A CENTRAL SYSTEM, BUT IF IT ALSO CONNECTED EACH INDIVIDUAL COMMUNITY, RECREATIONAL TRAILS THAT ALREADY EXIST OR ARE BEING PLANNED. WE STARTED BY MOVING AN INVENTORY OF EXISTING PARKS AND PROPERTIES AND THEN WE THEN WE REVIEWED EXISTING TRAILS, AS WELL. WE WERE CONSPIRED ORIGINALLY BY THE VIOLET CROWN TRAIL PROJECT WHICH HAD BEGUN IN AUSTIN ABOUT 20 YEARS AGO. THAT PROJECT IS A PROJECT THAT HAS RECEIVED FEDERAL FUNDS OVER THE YEARS AND A GOOD BIT OF IT HAS ALREADY BEEN CONSTRUCTED.

IT BEGINS AT LADY BIRD LAKE NEAR DOWNTOWN AUSTIN, AND IT'S ALREADY CONSTRUCTED OUT TO THE LADY BIRD JOHNSON WILDFLOWER CENTER AND WILL EVENTUALLY HAVE THE SOUTHERN TERMINUS TO THE WATER PROTECTION LANDS JUST WEST OF BUDA. SO THIS PROJECT -- THIS EMERALD CROWN TRAIL WILL BE EVENTUALLY CONNECTED. HERE'S A MAP OF THE VIOLET CROWN TRAIL SYSTEM. YOU CAN SEE IN THE UPPER RIGHT-HAND CORNER, THERE'S A LITTLE BIT OF LADY BIRD LAKE. IT'S HALF OF THIS I'D SAY HAS BEEN CONSTRUCTED NOW AND THE REST WILL BE CONSTRUCTED A LITTLE BIT AT A TIME OVER THE YEARS.

MULTIPLE PUBLIC WORKSHOPS IN SAN MARCOS, IN KYLE AND IN BUDA ASKING FOR PUBLIC INPUT AND INPUT FROM STAFF MEMBERS OF WORKING FOR THE CITY AND THE COUNTY.

MEETINGS IN THE CITY. AS FAR AS THE DESCRIPTION GOES, IN THE MASTER PLAN WE HAVE THREE DIFFERENT LEVELS OF MAPS. WE HAVE ONE MAP THAT CHOSE OVERALL MAP OF THE ENTIRE AREA AND WHERE THE TRAILS MIGHT GO. THEN WE HAVE FOUR AREA MAPS THAT DIVIDE THE OVERALL TRAIL INTO FOUR SECTIONS WITH MORE DETAIL, AND WE HAVE 12 SIGNET MAPS THAT BREAK DOWN THOSE FOUR AREA MAPS INTO EVEN MORE DETAIL, THE IT SHOWS INFORMATION LIKE SOME OF THE TRAILS DESIGN GUIDELINES, WHERE THE TRAILHEADS MIGHT BE THINGS OF THAT NATURE. HERE'S A MAP OF THE OVERALL PROJECT IN THE UP ERR LEFT-HAND CORNER WHERE THE VIOLET CROWN TRAIL WOULD COME IN FROM AUSTIN.

WHAT WE GET WAS ASK PEOPLE AND CITY STAFF IN EACH DIFFERENT COMMUNITY TO RECOMMENDED THEIR FIRST TWO PRIORITY POSSIBLITIES FOR WHERE THE TRAIL MIGHT GO. IF WE CAN TRY TO ACHIEVE EACH OF THESE DIFFERENT TRAILS AND IF ONE OF THEM DOESN'T WORK OUT, THEN HOPEFULLY THE OTHER ONE WILL. IN SOUTH COMMUNITY MOST OF THE TRAILS WOULD WORK OUT THEN WE'LL END UP WITH LITTLE GREEN BELT LOOPS, WHICH WILL BE EVEN BETTER.

SO WE HAVE DIFFERENT SECTIONS. THE SAN MARCOS SECTION STARTS IN SAN MORE COSE.

IT GOES FIVE MILES DOWN. THE HIGHER SECTION GOES FIVE MILES DOWN AND GOES UP TO THE CITY MEMBERS OF KYLE, THE BUDA. BUDA SECTION GOES THROUGH BUDA AND DOWN TO THE EMERALD CROWN TRAIL. SO HERE'S AN EXAMPLE AND THE FOUR SMALLER MAPS.

FOR THE MOST PART FOR EACH COMMUNITY IT IS CHOOSING TO DO IS TO TRY TO ALIGN THE PROPOSED TRAIL BOOTS EVEN ALONG THE PLACE THAT'S ALREADY HAVE OR PLANNING TRAILS OR THE PLACE WHERE'S THEY ARE BUILDING NEW ROADS OR SOMETHING TO THAT NATURE, RATHER THAN ASKING THEM TO HAVE A WHOLE NEW EFFORT FOR THE EMERALD CROWN TRAIL. IT WILL BE SORT OF COORDINATING AND MAKE SOMETHING ADJUSTMENTS IN THEIR EXISTING CROWNS, SO THAT THE TRAILS OF EACH OF ALL OF THE COMMUNITIES WILL END UP BEING CONNECTED TOGETHER INSTEAD OF COMING TO A DEAD END IN PLACES. THERE'S ANOTHER SEGMENT MAP DOWN TO SAN MARCOS RIVER SECTION.

SO THESE MORE DETAILED MAPS WILL SHOW MILEAGE FROM ONE PLACE TO ANOTHER LOCATIONS OF TRAILHEADS.

HERE ARE SOME EXAMPLES OF TRAIL DESIGN GUIDELINES. SO THE TRAIL MIGHT BE IN SOME PLACES JUST A NATURAL SERVICE TRAIL. IN OTHERS, IT WOULD BE CRUSHED STONE OF SOME SORT. IN OTHER PLACES IT COULD BE PAID TO USE TRAIL, BUT WE WOULD TO BE WIDE ENOUGH IN EACH OF THOSE PLACES WHERE IT CAN BE SIMULTANEOUSLY USED BY PEDESTRIANS AND PEOPLE ON BICYCLES, WITH ROOM TO PASS EACH OTHER.

THEN OUR MASTER PLAN WE HAVE STANDARDS FOR EASEMENTS TRAIL WITH ROAD CROSSINGS, SIGNAGE THAT WOULD BE ALONG THE ENTIRE TRAIL, ETC. HAS THE WORK HAS BEEN GOING ON FOR TWO TO THREE YEARS NOW. WE'VE GOTTEN THE SUPPORT FOR OUR MASTER PLAN FROM THE CITIES OF SAN MARCOS, KYLE AND BUDA ALREADY. SIMILAR.

THEY HAVE PASSED RESOLUTIONS SIMPLE LAUER TO WHAT IS ON YOUR AGENDA TODAY.

WE'RE NOT SPECIFICALLY NOT ASKING YOU FOR ANY FINANCIALS FOR IT OR FOR ANY PARTICULAR ACTION OTHER THAN HOPING THAT YOU WILL -- THE COUNTY WILL TAKE INTO ACCOUNT THIS PROPOSAL WITH YOUR PARK'S PLANS AND SPECIFICALLY ALSO ASKING THAT YOU NOT USE IMMINENT DOMAIN ANYWHERE FOR ANY KIND OF RIGHT OF WAY, THAT THIS WILL BE JUST ENTIRELY VOLUNTARY EFFORT KYLE

THE THREE CITIES THAT HAVE APPLIED FOR GRANTS, KYLE'S GRANT ALONG PLUM CREEK THE A SECTION OF IT HAS ALREADY BEEN APPROVED. JUST RECENTLY, TEX DOT HAS STARTED BUILDING WHAT WOULD BE A PAVED 10-FOOT WIDE SECTION OF IT THAT WILL GO ALONG THE SAN MARCOS RIVER, ALLOWING CONNECTIVITY FROM AQUA SPRINGS TO I-85 SO PEOPLE CAN WALK OR RIDE BICYCLES THAT HOLD DISTANCE AND THE TRAIL WILL GO UNDERNEATH ALL THE ROADS, UNDERNEATH THE RAILROAD TRACKS.

SO THERE WON'T BE TRAFFIC ANYWHERE ALONG THE WAY. AND THE COUNTY STAFF WILL BE

INVOLVED WITH THIS ALL THE WAY ALONG AS WELL. >> OK.

AS THE GREEN PARTY CANDIDATE FOR DISTRICT 45-C IN TEXAS HOUSE, I WANT TO ENTHUSIASTICALLY ENDORSE THE EMERALD CROWN TRAIL AND I WILL ALSO SAY THAT THE COUNTY SHOULD IF WE SPEND ANY MONEY IN THE HOUSE AT OWE WE SHOULD SPEND A VERY LIMITED AMOUNT OF MONEY. I WOULD PREFER THE WHOLE THING BE DONE WITH PRIVATE DONATIONS.

IN THE END I BELIEVE THEY RECEIVED ALMOST HALF OF PRINCIPAL FORGIVENESS FOR A GREEN PROJECT. WE DON'T HAVE ANY IDEAS OF PROJECTS AT THIS POINT.

WE JUST DISCUSSED OUR PARKS AND OPEN SPACE ADVISORY COMMISSION. THEY WILL TAKE ON THAT PROCESS.

BUT DID I WANT TO TRY TO PROVIDE THEM WITH RESOURCE IN THE EVENT THEY COME UP WITH SOMETHING THAT WOULD MEET THE QUALIFICATIONS THROUGH THE TEXAS WATER DEVELOPMENT BOARD BECAUSE IT DOES OFFER AGAIN GOING BACK TO THE LEVERAGING OF FUNDS, IT DOES OFFER AN EXTREME FINANCIAL BENEFIT TO THOSE THAT PARTICIPATE. IT'S THE COMMITTING US TO ANYTHING. WE DID HAVE TO SUBMIT SOMETHING SO THAT WE COULD GET OUR NAMES ON A LIST. WE CAN DISCUSS FURTHER WHAT THAT PROCESS WOULD BE IF WE CHOOSE TO APPLY FOR PROJECTS WHETHER IT BE IN THIS YEAR OR FUTURE YEARS BUT OUR MAIN GOAL WOULD BE TO AT LEAST TRY TO GET OUR FOOT IN THE DOOR SO IF THERE IS AN OPPORTUNITY THAT COMES UP OUR PARKS AND OPEN SPACE COMMISSION WOULD HAVE THAT RESOURCE AVAILABLE.

WHAT'S INTROOEGING -- INTRIGUING ABOUT IT IS DEBT FORGIVENESS OR LIKE I SAID PRINCIPAL FORGIVENESS FOR GREEN PROJECTS. IT'S UP TO A MILLION DOLLARS, AND THERE ARE OTHERS THAT CONSIDER CERTAIN SOCIO-ECONOMIC FACTORS THAT YOU CAN RECEIVE IN THE 40% RANGE OF PRINCIPAL FORGIVENESS. THOSE ARE SOME OF THE INTRIGUE ASPECTS OF THIS PROGRAM THE USED TO BE THE DOLLARS WERE USED MAINLY FOR WATER AND WASTE WATER INFRASTRUCTURE PROJECTS.

LIKE I SAID THE CITY OF SAN MARCOS IS ONE OF THE FIRST TO GAIN USE OF THESE FUNDS FOR THE CONSERVATION-TYPE PROJECT. SO UNDERSTANDING THAT WE'RE GOING TO BE TALKING ABOUT THIS THROUGH OUR PARKS AND OPEN SPACE ADVISORY COMMISSION OVER THE NEXT YEAR, I THOUGHT IT MIGHT GB FOR THEM TO HAVE SOMETHING LIKE THIS TO CONSIDER FUTURE PROJECTS.

AGAIN NO COMMITMENT BY THE COUNTY. WE COULD TELL THAT -- TELL THE WATER DEVELOPMENT BOARD THERE'S NOTHING HEADED TO US AT ANY TIME.

IF WE DO CHOOSE TO INVESTIGATE IT FURTHER, WE WOULD HAVE TO FOLLOW A LITTLE BIT MORE OF A TECHNICAL PROCESS THAN THIS. THERE WAS A LOT THAT WENT INTO THIS.

WE HAD FOLKS THAT HELPED WITH US THIS AND HELPED ALEX TO SUBMIT EXPERTS ON THIS BECAUSE IT WAS SOMETHING THAT REALLY HASN'T BEEN DONE TOO MANY TIMES BEFORE. BUT I DO THINK IT'S A GOOD IDEA JUST TO HAVE AS MANY OPTIONS OUT THERE FOR US AS WE LOOK AT PROJECTS IN THE FUTURE.

THE MICROFILM WAS DAMAGED A FEW YEARS AGO WHEN IT WAS CREATED BY THE CONTRACTOR ACTUALLY AND IT HAS GONE -- ACQUIRED SOMETHING THAT IS A VIRUS THAT DESTROYS THE FILM AND IT'S ACTUALLY CONTAGIOUS AND CAN AFFECT OTHER THINGS IN THE ROOM WITH IT.
