GOD WILL TEACH US TO MEDITATE ON AND CONSIDER THE SHORTNESS OF OUR DAYS AND TO OBSERVE HOW WE SPEND THEM.

WE TALK ABOUT AT TIMES HOW WE APPOINT FOLKS TO THESE POSITIONS I DON'T THINK MANY IN THE AUDIENCE WILL BE WATCHING OR LISTENING TODAY UNDERSTAND AT CERTAIN POINTS, IN HIS TERM OF SERVICE AND I KNOW THERE'S OTHER COMMISSIONERS HERE THOSE ARE THE FOLKS WHO OPEN THE MAIL AND MANAGE THE TEAMS AND THOSE KIND OF THINGS. IT HAD TO BE A -- 11 DEDICATION FOR THE JOB THAT YOU STUCK WITH IT AS LONG AS YOU DID THROUGH SOME TOUGH TIMES.

I CAN TELL YOU I COULD NOT BE MORE IMPRESSED WITH WHERE EST ONE IS TODAY, WHERE IT WAS FIVE YEARS AGO WAS A DIFFERENT PLACE. I UNDERSTAND YOU KNOW YOU ARE A BIG PART OF THAT. I WANT TO SAY THANK YOU. I KNOW THERE ARE OTHER FOLKS FROM DISTRICT 1 HERE BUT I WANT YOU TO KNOW HOW MUCH I APPRECIATE IT.

I'VE HAD THE PRIVILEGE TO SERVE WITH WALT AS A FELLOW COMMISSIONER AND -- I DON'T THINK I REALIZE THE CHALLENGES THAT HE FACED. AS MR. SMITH POINTED OUT HE WAS THE LAST OF THE COMMISSIONERS WHEN THE DISTRICT FACED SIGNIFICANT FUNDING ISSUES.

WHEN I SAY SIGNIFICANT, WE WERE TALKING ABOUT ROLLING BACK THE LEVEL OF SERVICE IN NORTH HAYS

COUNTY. IT REALLY WAS AT DYER.

AND HE STUCK WITH IT AND IT'S A VOLUNTEER POSITION. WHEN I SAY DEDICATED THOUSANDS OF HOURS, THAT IS NOT AN UNDERSTATEMENT FOR WHAT IT. FOR ALL OF YOU KNOW RUNNING GOVERNMENTAL AGENCIES WHERE YOU CAN TALK TO ANYBODY AND YOU'RE THE ONLY PERSON IN WE HAD ONE EMPLOYEE AT THE TIME IT WAS A CHALLENGE. A TREMENDOUS AMOUNT OF EFFORT.

WE RIPPED HIM AND ROAST HIM AT OUR LAST BOARD MEETING SO I WON'T DO THAT AGAIN TODAY.

BUT I THOUGHT MAYBE THE BEST COMPLEMENT WAS HE LEFT THE DISTRICT IN A BETTER PLACE AND WHEN HE FOUND IT. WITH ALL RESPECT THE CITIZENS OF NORTH HAYS COUNTY ARE WELL SERVED BY THIS TIME. THANK YOU FOR TAKING THE TIME TO RECOGNIZE THAT.

WHEREAS, THE U.S. CONSTITUTION SINCE 1790 REQUIRES A CENSUS OF POPULATION AND HOUSING TO BE TAKEN EVERY 10 YEARS CURRENTLY INCORPORATING ALL 50 STATES, THE DISTRICT OF COLUMBIA, PUERTO RICO AND THE ALLEN DAIRIES AND WHEREAS FEDERAL AGENCIES USE THE RESULTS TO DISTRIBUTE MORE THAN 675 TO DISTRIBUTE MORE THAN $675 BILLION IN FUNDS EACH YEAR AND WHEREAS THE LAW REQUIRES THE CENSUS BUREAU TO KEEP COLLECTED INFORMATION CONFIDENTIAL FOR 72 YEARS AND USE THE RESPONSES ONLY TO PRODUCE STATISTICS AND WILL NEVER SHARE THE INFORMATION WITH IMMIGRATION ENFORCEMENT AGENCIES, LAW ENFORCEMENT AGENCIES, OR ALLOWED TO BE USED TO DETERMINE ELIGIBILITY FOR GOVERNMENT BENEFITS AND WHEREAS COMPLETE COUNT COMMITTEES HAVE PLAYED A MAJOR ROLE IN RAISING AWARENESS OF THE CENSUS AMONG ALL GROUPS POPULATION SINCE 1980 AND WHEREAS THE HAYS COUNTY JUDGE FORMED THE HAYS COUNTY COMPLETE COUNT COMMITTEE WOULD LEADERS OF THE BUSINESS COMMUNITY, SCHOOL DISTRICT, FAITH-BASED COMMUNITIES AND COMMUNITY-BASED ORGANIZATIONS TO ENSURE THAT EVERY PERSON IN EVERY HOUSEHOLD IN ALL OF HAYS COUNTY, REGARDLESS OF CITIZENSHIP, IS ACCOUNTED FOR IN THE 2020 CENSUS AND WHEREAS HAYS COUNTY HAS BUDGETED $50,000 TO SUPPORT THE CENSUS EFFORT AND UNITED WAY HAS GENEROUSLY AWARDED THE HAYS COUNTY COMPLETE COUNT COMMITTEE WITH ADDITIONAL $8000 AND WHEREAS THE U.S. CENSUS BUREAU HAS DESIGNATED APRIL 1 A CENSUS TABLE GIVE RESIDENTS THE OPPORTUNITY TO PARTICIPATE VIA INTERNET, MAIL OR PHONE BEGINNING MARCH 12 AND HAS SET UP A FREE HOTLINE USING 2-1-1 TO ASSIST ANYONE WITH CENSUS QUESTIONS. NOW THEREFORE, BE IT RESOLVED THAT THE HAYS COUNTY COMMISSIONERS COURT ENCOURAGES ALL RESIDENTS TO STAND UP AND BE COUNTED IN THE 2020 U.S. SENSES AND PROCLAIMS JANUARY 2020 U.S. SENSES AND PROCLAIMS JANUARY 20, 2020 IS THE OFFICIAL KICKOFF OF THE 2020 U.S. CENSUS EFFORT ADOPTED THIS, THE 28TH DAY OF JANUARY 2020.

WE ARE FORTUNATE THAT THE GROSS, THE POPULATION GROWTH IN OUR DISTRICT HAS BEEN MATCHED BY THE OUTSTANDING SUCCESS OF OUR TALENTED AND DEDICATED STAFF AND VOLUNTEERS LED BY CAROLYN MANNING IN CREATING INNOVATIVE AND EXCITING PROGRAMS TO MEET THE EXPECTATIONS OF OUR DIVERSE PATRONS. MORE PEOPLE, MORE AND BETTER SERVICES. THESE ARE THE FACTORS THAT ARE DRIVING OUR NEED FOR EXPANSION.

THERE'S ONE ITEM THAT'S ON THE AGENDA RELATING TO HAYS COUNTY INCREASED SERVICES TO CLIENTS WHO LIVE IN WIMBERLEY AND -- WE DECIDED ALSO TO CONSIDER A DISCUSSION OF SERVICES TO CLIENTS LIVING IN AND AROUND JOHNSON CITY. OUR AGENCY HAS SUCCESSFULLY SUBMITTED A GRANT PROPOSAL TO TEXAS HEALTH AND HUMAN SERVICES COMMISSION, REQUESTING LESS THAN $860,000 FOR THE CREATION OF OPERATIONS OF A MOBILE MENTAL HEALTH UNIT THIS GRANT IS A MATCHING GRANT. THE STATE OF TEXAS THROUGH THE HUMAN HEALTH AND SERVICES COMMISSION, WILL PROVIDE ANNUAL LEAVE FOR TWO YEARS IN AN AMOUNT EACH YEAR OF $600,000.

AND THE HILL COUNTRY WILL PROVIDE THE BALANCE AND MATCHING FUNDS.

ONE DAY BEFORE WE SUBMIT A GRANT PROPOSAL, WE MET -- REQUIRED MATCHING FUNDS.

>> IN ADDITION TO THE MATCHING FUNDS, THE COMMISSIONERS COURT IN BLANCO COUNTY HAS COMMITTED A GIFT EACH YEAR OF THE TWO YEARS OF $50,000. THIS IS GOING TO BE USED FOR WHAT IS CALLED PART OF THE HARD EXPENSES. THAT INVOLVES SALARIES AND OTHER RELATED MATTERS.

JUST YESTERDAY I SPOKE BY PHONE WITH OUR EXECUTIVE DIRECTOR AND HE STATED THAT FIRST OF ALL, THE GRANT WILL BE ANNOUNCED OR DENIED NEXT MONTH, FEBRUARY MARCH.

WE WILL NOW PRIOR TO MARCH 31 IF OUR AGENCY HAS RECEIVED THIS GRANT.

THE $600,000 EACH YEAR FOR TWO YEARS. WE COVERED THE COST OF WHAT WE CALL HARD EXPENSES THE EXECUTIVE OFFICER OVER AGENCY REQUEST A CONTRIBUTION OF HAYS COUNTY OF $75,000 EACH YEAR OVER TWO YEARS. I BELIEVE THAT AMOUNTS TO $10 AN HOUR. I ASK YOU TO BEAR IN MIND THAT THE MENTAL HEALTH MOBILE UNIT WILL HAVE TELEPHONE SERVICE AVAILABLE FOR PEOPLE WHO HAVE SYMPTOMS OF MENTAL HEALTH PROBLEMS BOTH DAY AND NIGHT.

A LOT OF THE SERVICE HOURS WILL BE AFTER HOURS AND ON WEEKENDS SO THAT PEOPLE DON'T HAVE TO TAKE OFF WORK TO RECEIVE SERVICES AFTER THE TWO YEARS THERE WILL BE AN OPTION FOR US TO REAPPLY FOR THE GRANT POSSIBLY TO ASK FOR MORE MONEY AND GIVE US THE FREEDOM TO

PROVIDE SERVICE TO MORE PEOPLE. THERE'S OPPRESSIVE FOR THIS MENTAL HEALTH MOBILE UNITS.

ALREADY, IN THE COUNTY LAKE AREA, THERE IS A MOBILE CLINIC AND IT IS ALREADY, AFTER NINE MONTHS, SERVING 150 PERCENT OF THE ESTIMATED CLIENT USE FOR THIS FISCAL YEAR.

THE FUNDING REGULARLY OPERATES AFTER WORKING HOURS AND IS AVAILABLE IN MULTIPLE LOCATIONS IN THE AREA IN QUESTION. THE NEXT ITEM OUR AGENCY VOTED TO SPEND SIX AND HALF MILLION DOLLARS LAST WEEK DURING FEBRUARY OF THIS YEAR FOR THE PURCHASE OF THE THREE-STORY BUILDING IN KERRVILLE WHICH CHALLENGES OUR CENTRAL OFFICES INTO PURCHASE OF PROPERTY WHICH IS THE SITE OF THE CLINIC. OUR ESTIMATION IS THAT SAVINGS ON THE LEAST MONEY INCOME FROM LEE'S MONEY PAID BY THE AGENCIES USING THE BUILDING WILL ENABLE US WITHIN SIX OR SEVEN YEARS TO RECOUP 100 PERCENT OF THE INVESTMENT. THAT WILL ENABLE US TO HAVE EVEN MORE DOLLARS AFTER THE SIX YEARS TO PROVIDE MENTAL HEALTH SERVICES IN THE 19 COUNTY AREA WHICH OUR AGENCY SERVICES. .

WE FEEL THAT THIS IS A GOOD MOVE. WE GAVE OWNERS A CONSIDERABLE MORE NUMBER OF DOLLARS IN THE APPRAISED VALUE IF WE WAIT 5 TO 10 YEARS, WE WILL BE IN MORE NEED AND WE WILL HAVE TWO INCURRED DEBT EVEN LARGER. IT'S A GOOD MOVE.

>> IT IS OF NOTE THAT HAYS COUNTY CONTINUES TO BE THE COUNTY WHICH SERVES EVERY DAY AND EVERY MONTH LARGEST PERCENTAGE OF THE HAYS COUNTY CONTINUES TO BE THE COUNTY WHICH SERVES EVERY DAY AND EVERY MONTH LARGEST PERCENTAGE OF THE 3800 50,000 CLIENTS SERVED MONTHLY. WE ARE, BY FAR, THE LARGEST COUNTY. THE NEXT LARGEST COUNTY ESCAMILLA COUNTY JUST SOUTH OF US. ALL THE OTHER COUNTIES ARE SMALL. OUR LAST ITEM ON THE REPORT, OUR BOARD OF TRUSTEES VOTED AT THIS MEETING TO HIRE AN ARCHITECT TO DRAW PLANS IN TEXAS.

THIS WILL BE SOMETHING POSITIVELY REMARKABLE FOR ABOUT AT LEAST 10 OF THE 19 COUNTIES.

IN THOSE AREAS, PEOPLE HAVE TO DRIVE HOURS TO GET SERVICES AT THIS TIME.

ONES WE REMEMBER THE MOST. WHEN WE LOOK AT RESILIENCE IN TERMS OF RESILIENCE ARE WHAT ARE REFERRED TO TAKING THE INITIATIVE TO UNDERSTAND THE. QUITE OFTEN WE LOOK AT THE EVENT AS A ONE PERCENT CHANCE EVENT OF OCCURRENCE BUT IF YOU LOOK AT A 100 YEAR EVENT OVER 30 YEAR. YOU HAVE A 20 PERCENT CHANCE OF FLOODING.

THESE MULTIPLE INITIATIVES AND PARTNERSHIPS TO ACHIEVE WHAT ULTIMATELY BECAME.

FROM THAT YOU LOOK AT THE UPDATE AND THERE HAS BEEN A MITIGATION PLAN OF 2015.

START LOOKING AT FLOOD MONITORING SYSTEM. ONCE AGAIN EVERY ITEM IS PUT INTO RESILIENCE. AND PUT SYSTEMS AND MAYBE THE LOBAR COST WHICH IS THE MEDIAN.

THERE ARE 220 STREAM CROSSINGS. AND WE EVALUATED THEIR FREQUENCY.

HOW OFTEN ON AN ANNUAL EVENT WOULD WE EXPECT THAT TO BE OVER TALKED AND WHEN IS THE TRAFFIC ON THOSE AND WE WERE ABLE TO RENT THESE ITEMS. IN THAT RANKING, WE DID USE THAT. HOW OFTEN ARE THEY OVER TALKED AND HOW MUCH WE HAVE ON THEM.

THAT HELPED US TO ASSESS RISK AND THAT HELPED WITH THE BOND PROGRAMS AND WE BEGAN TO SUPPORTING SOME OF THE LOCATIONS WHERE THE BOND TRANSPORTATION PROGRAMS ARE NECESSARY AND IT ALSO HELPED ON THE FLOOD MONITORING SIDE WHERE WE NEED THOSE FLASHERS.

SOME OF THAT DATA ALSO INCLUDED SOME OF THE INFORMATION WHERE WE CAN EASILY LOOK AT IT AND NOT HAVE TO GO AND DO MODELS AND OTHER THINGS AND MAYBE UNDERSTAND POTENTIALLY IS THIS A BRIDGE, HOW MUCH MONEY ARE WE TALKING ABOUT SO SOME OF THAT QUICK ASSESSMENT FOR PLANNING PURPOSES.

AS MIKE MENTIONED, YOU HAVE A LOT OF LOW-WATER CROSSINGS. ALMOST 60 PERCENT OF THAT 220 STRUCTURES WERE OVER TALKED. AND THAT RISK IS POTENTIALLY INCREASING.

IT IS A PRETTY MAJOR TRANSPORTATION RISK IN HAYS COUNTY.

OTHER ITEMS AS WE MENTIONED, MITIGATION PROJECTS. SOME OF THESE PROJECTS HAVE BEEN ADVANCED. LINDSAY IS FANTASTIC AND LEARNING ABOUT THESE PROGRAMS AND APPLYING FOR WHATEVER FUNDING THEY MAINTAIN. SHE IS LOOKING AT THE GENERAL LAND OFFICE OF CBG DISASTER RECOVERY AS WELL AS THE UPCOMING MITIGATION BOND.

SHE IS LOOKING AT HAVING MITIGATION GRANTS THROUGH THE TEXAS DEPARTMENT OF EMERGENCY MANAGEMENT AS WELL AS THE PREDISASTER LITIGATION. AND THEN ON THE OTHER SIDE SHE IS LOOKING AT SOME FEMA GRANTS THROUGH FLOOD MITIGATION ASSISTANCE.

KEEPING CURRENT WITH THESE PROJECTS AND GETTING SOME UP-TO-DATE TO WHERE THEY ARE GRANT ELIGIBLE YOU HAVE APPLIED FOR SOME VIOP PROGRAMS. I DO KNOW YOU HAVE DONE SOME PROJECTS AND THE LEISURE WOODS AREA AND THERE ARE SOME POTENTIAL OTHER ITEMS IN OTHER AREAS THEY ALL ARE WORKING TOWARDS. I KNOW SHE'S REALLY WORKING TO GETTING SOME OF THAT FUNDING FOR IT. AS MIKE MENTIONED, RESILIENCE IS NOT HAPPEN OVERNIGHT AND GENERALLY WE CAN'T BUY OURSELVES OUT OF FLOOD RISK.

WORKING ON SOME OF THOSE OTHER ITEMS AND PARTNERING IT WITH THIS FINDING WE CAN AND IS IDEAL. SOME OF THE OTHER ITEMS ARE DEVELOPMENT AND DRAINAGE.

WE'VE BEEN WORKING WITH JERRY TO WORK ON THAT MANUAL AND UNDERSTAND WOMEN'S THAT RISK.

A LOT OF TIMES WE DON'T WANT TO BE -- AT THE SAME TIME THAT THERE ARE SOME RULES AND OTHER GUIDANCE IN PLACE THAT HELPS US BUILD SMARTER INTO THE FUTURE THIS IS A GREAT IDEA.

ADDITIONALLY WE HAVE BEEN WORKING WITH CAITLIN SIDE OF THE HOUSE ON FLOODPLAIN REGULATIONS AND HIGHER STANDARDS. IN ONE OF THE COMPONENTS OF THAT IS THE APPLICATION OF A COMMUNITY RANKING SYSTEM. HOW IS UNIMPORTANT TO YOU GUYS.

REALLY STARTING TO INCREASE THOSE STANDARDS AND HAVING HIGHER STANDARDS HELPS YOU WITH THAT RATING SYSTEM. WHAT THAT MEANS IS WHEN TO APPLY FOR THE PROGRAM, AND YOU ARE DOING A LOT OF THESE ITEMS THAT FIT THE PROGRAM SUCH AS PUBLIC INFORMATION, UPDATED MAPPING, YOU HAVE YOUR FLOOD DAMAGE REDUCTION PROJECTS AND YOU HAVE FLOOD WARNING PROGRAM, ALL OF THOSE THINGS ADD POINTS AND HELP YOU REDUCE FLOOD INSURANCE PREMIUMS FOR YOUR COMMUNITY. IN 2018 YOU HAD A 965 POLICIES WITH $510,000 IN PREMIUMS THAT YOUR COMMUNITY IS SPENDING. WHEN YOU ARE PART OF THIS COMMUNITY RATING SYSTEM AND DOING THE STANDARDS ABOVE AND BEYOND YOU GET TO START REDUCING THAT.

A LOT OF COMMUNITIES, WE HAVE SO MANY IN HAYS COUNTY WITHOUT DOING A LOT OF EFFORT TO COME IN AT EIGHT. AND THAT WOULD BE A FIVE PERCENT SAVINGS TO THOSE PREMIUMS. REALLY HELPING YOUR CITIZENS REDUCE OUR COST OF FLOOD INSURANCE. AND I BELIEVE THAT IS STILL IN PROCESS.

AS FAR AS I KNOW YOU HAVE HAD SEVERAL MEETINGS WITH FEMA AND FIMA AND IT IS MOVING ALONG.

YOU HAVE UPDATED YOUR HAZARD MITIGATION PLAN SO ALMOST ALL OF THAT FUNDING WE ARE TALKING ABOUT ARE GOING OUT AND LOOKING FOR FUNDS TO HELP US WITH MITIGATION PROJECTS THEY REQUIRE THIS PLAN. IT IS ALSO A GOOD IDEA TO TALK IT TO OUR COMMUNITIES AND TAUGHT EVERYONE AND UNDERSTAND WHAT THAT FLOOD RISK IS AND START WITH SOME ACTION ITEMS. THE HAYS COUNTY PLAN INCLUDED HAYS COUNTY UNINCORPORATED AS WELL AS 11 COMMUNITIES.

THE MAJORITY OF THE COMMUNITIES IN HAYS PARTICIPATED. AND EVALUATED THE RISK AND THEY ESTABLISHED A LOT OF THOSE OTHER ACTION ITEMS THAT THEY SHOULD REACH FOR OVER THE YEARS. IT IS NOT AN OBLIGATION. IT IS MORE OF A WISH LIST.

WHEN YOU GO TO APPLY FOR FUNDING, THAT ACTION DOES NEED TO BE IN THERE SO YOU CAN APPLY FOR THAT. YOU ARE ELIGIBLE AND THAT WILL COME UP AGAIN IN THE NEAR FUTURE FOR AN UPDATE. YOU UPDATE THESE EVERY FIVE YEARS TO STAY CURRENT.

THE OTHER PIECE WE ARE WORKING ON IS THE FLOOD MONITORING SYSTEM.

THE COUNTY PARTNERED WITH THAT WATER BOARD AGAIN TO OBTAIN FUNDING AND INSTALL A LOT OF THE WATER CROSSING GAUGES AND RESERVOIR GAUGES AS WELL AS PRECIPITATION GAUGES AND WATER CROSSING CAMERAS. WHEN THE 2015 MEMORIAL DAY FLOOD HIT, THE EMERGENCY SERVICES CREW HAD TO REALLY RELY UPON ASSURING LAND ROVERS. THANK GOODNESS THEY HAVE THE GOOD RELATIONSHIPS THEY DID TO GET FOLKS OUT OF HARM'S WAY AND GO AHEAD AND TAKE THAT ACTION.

TODAY THEY HAVE STARTED INSTALLING A LOT MORE GAUGES AND OTHER ITEMS TO BE MORE AWARE. WE DON'T WANT THESE FLOODS TO SNEAK UP ON US.

THESE CAMERAS ARE AMAZING. I HAVE BEEN ABLE TO WATCH THEM AND SEE THEM AND THEY CAN ZOOM IN AND YOU CAN START TO SEE THE WATER LEVELS RISING AND THEN THE GAUGE STAYED ON TOP OF THAT. YOU CAN SEE THE LITTLE CHART THAT GOES UP AND DOWN.

THAT WAY THEY ALSO UNDERSTAND SOME OF THE COLOR CODES CHANGE ONCE YOU ARE REACHING A SPILLWAY AND. THERE ARE A LOT OF TRIGGERS AND OTHER THINGS THAT ARE VERY HELPFUL FOR THE EMERGENCY SERVICES GROUP ON THESE DAMS BECAUSE THEY ARE SUCH A RISK TO DOWNSTREAM FOLKS PARTICULARLY THESE UPPER ONES. SOME OF THE CROSSINGS.

WE KNOW THAT HAYS COUNTY IS A GREAT PLACE TO GO TO COLLEGE AND IT'S A GREAT PLACE TO RETIRE BUT IT'S ALSO A GREAT PLACE TO RAISE A FAMILY AND I APPRECIATE THE COMMISSIONERS COMMITMENT TO AND SUPPORT FOR ALL OF OUR LOCAL FAMILIES AND STUDENTS. WHEN I BECAME CHAIR LAST YEAR OF THE COMMISSION ON YOUTH AND CHILDREN I BEGAN CONDUCTING AN ASSESSMENT OF THE WORK DONE IN IMPLEMENTING THE USE MASTER PLAN AS CHARGED BY THE CORE 4 PARTNERSHIP WHICH IS A CITY OF SAN MARCUS, HAYS COUNTY AND TEXAS STATE IN 2010. AND ASCERTAINING THE WORK TO BE DONE. AS YOU LIKELY KNOW, ONLY ABOUT 50 PERCENT OF KIDS IN HAYS COUNTY ARRIVE IN KINDERGARTEN SCHOOL READY. TWO OF THE MOST NOTABLE COMMISSION IS WORKING TO CHANGE THAT. MAINLY THE CREATION OF A FULL-DAY HIGH-QUALITY PRESCHOOL CAMPUS WHICH NOW HAS OVER 400 STUDENTS AND A HEAD START PROGRAM. AND A DUAL LANGUAGE CURRICULUM. IN THE CREATION OF THE HAYS COUNTY EARLY CHILDHOOD COALITION WHICH IS WORKING TO ENSURE THAT OUR YOUNGEST CITIZENS ARE ABLE TO ACCESS THE RESOURCES THEY NEED TO BE KINDERGARTEN READY ON THE FIRST DAY THEY START SCHOOL. IN ADDITION, WE ARE AWARE OF THE MENTAL HEALTH CRISIS IN OUR COUNTRY AND LAST YEAR THE COMMISSION STARTED THE MENTAL HEALTH COALITION WHICH IS BRINGING TOGETHER MORE THAN 100 YOUTH SERVICE PROVIDERS FROM ACROSS THE COUNTY INCLUDING PARENTS AND TEACHERS AND FIRST RESPONDERS AND DOCTORS AND CLERGY AND CLINICIANS TO RESEARCH AND ADDRESS THE MENTAL HEALTH NEEDS OF OUR KIDS. IN CONDUCTING THIS ASSESSMENT IT OCCURRED TO ME THAT THE JOB OF CORRELATING THESE COMMUNITYWIDE EFFORTS IS REALLY A FULL-TIME POSITION. IT REQUIRES A PROFESSIONAL EXPERIENCE TO CONVENE PEOPLE, LEAD THE INITIALS WE NEED AND RECEIVED THE GRANT FUNDING NECESSARY TO BUILD THE INFRASTRUCTURE SO THE EFFORTS OF THE CORE 4 CAN BE MOST SUSTAINABLE IN THE LONG RUN.

THIS IS CRITICAL WHEN IT COMES TO DOING THE EFFORTS ORIGINALLY IDENTIFIED AS NECESSARY BY THE YOUTH MASTER PLAN AND STILL NOT DONE. NAMELY THE CREATION OF A COMMUNITYWIDE MENTORING PROGRAM AND THE CREATION OF A MENTAL HEALTH INITIATIVE FOR YOUNG PEOPLE. AFTER DOING SOME RESEARCH AND STUDYING THE WORK, ORIGINALLY DONE IN DEVELOPING THE YOUTH MASTER PLAN I REALIZED THAT THIS IDEA WAS NOT ACTUALLY MY GREAT IDEA. BUT THAT IT HAD IN FACT BEEN THE INTENTION OF THE ORIGINAL CORE 4 COMMITTEE TO CREATE SUCH A POSITION WHEN THE YOUTH MASTER PLAN WAS ADOPTED.

AS SUCH THEY APPROVED A RECOMMENDATION PUT FORTH BY THE SAN MARCUS COMMISSION ON YOUTH

AND CHILDREN TO CONTRACT WITH THE OTHER ENTITIES WHO DEVELOP SUCH A POSITION AND TO PAY HALF OF THE COST OF THE POSITION AND BUDGET. THE CITY IS NOW WORKING ON A CONTRACT WITH COMMUNITY ACTION TO OVERSEE AND HOUSE THE POSITION.

WE ENVISION THIS PERSON WILL FIRST WORK WITH THE COMMISSION TO CREATE A YOUTH MENTORSHIP PROGRAM AND THE INITIATIVE AND HOPE THE POSITION WILL BE FILLED THE SPRING.

SAN MARCUS CSI THE HAVE APPROVED A PARTNERSHIP FOR NO MORE THAN $20,000 FOR TWO YEARS. AT THAT POINT WE ENVISION ALL ENTITIES WILL REASSESS INITIATIVE AND DETERMINE HOW WE WANT TO CONTINUE WITH THE PARTNERSHIPS.

OUR COUNTY HAS GROWN SIGNIFICANTLY SINCE I PRIOR PARKS BOND AND SINCE I 2012 MASTER PLAN AND SO I BELIEVE THERE WILL BE PLENTY OF IDEAS AND DEMAND FOR NEW PROJECTS. THE COUNTY HAS RECENTLY ENTERED INTO AN AGREEMENT TO BE PRESERVED AND SO I KNOW THERE'S A LOT OF THINGS THAT WE ARE WORKING ON NOW THAT I THINK THIS BOARD COULD HELP US AND WE COULD GET SOME INPUT.

MY IDEA IS IT WOULD BE A PUBLIC MEETING THAT WOULD BE HELD AND WE WOULD INVITE OUR CITIES AND OTHER ENTITIES ACROSS ACCOUNTING TO PARTICIPATE AS WELL AND BRING THEIR IDEAS TO SEE HOW THE COUNTY CAN MOVE FORWARD FOLLOWING ALONG WITH THAT MASTER PLAN AND MAKE SURE WE KEEP UP WITH THE DEMAND WE HAVE IN OUR COUNTY FOR OPEN SPACE AND PARKS AND RECREATION.

HOWEVER I BELIEVE IT IS A GOOD OPPORTUNITY FOR US FOR THOSE WILLING TO INVEST IN OUR COMMUNITY, FOR THEM TO UNDERSTAND WHAT WE AS A COUNTY AS A WHOLE SEE THE EVOLUTION, IDEAL I COULD SAY, IDEAL EVOLUTION OF OUR COUNTY'S FOOTPRINT WHICH OF THIS IS IN LINE WITH THAT. AND SO MY ASK IS THAT WE THEN SOME OF THAT BROAD STROKE THOUGHT PROCESS WHICH IS OVERLAYING WHAT WE ARE DOING BUT TO HAVE THAT IS ONE OF THE BULLETS SO WHEN SOMEONE WANTS TO INVEST IN OUR COMMUNITY FOR ECONOMIC DEVELOPMENT FOR ANYTHING ELSE AND THEY HAVE AN UNDERSTANDING THAT THERE ARE CERTAIN PARTS OF OUR COMMUNITY THAT DO NOT HAVE THE RESOURCES. THERE ARE CERTAIN PARTS OF THE COMMUNITY THAT CANNOT HANDLE THE DENSITY. THERE ARE CERTAIN PARTS OF THE COMMUNITY THAT CAN.

I FEEL LIKE IF WE COMMUNICATE THAT TO POTENTIAL FUTURE USES THAT IT WOULD BE A NICE THING FOR THEM TO SEE AND I THOUGHT THIS WOULD BE A PERFECT OPPORTUNITY FOR US TO LEAVE IT IN WITH THAT. IT DOES NOT SEEM LIKE A HARD REACH TO ME IN IT THAT'S WHY

OUR PLAN AND WE HAVE BEEN THINKING ABOUT THIS A LOT AND DOING A LOT OF RESEARCH AND TALKING WITH COMMISSIONER SCHELL AND OTHER MEMBERS OF THE STAFF OF HOW TO CARRY THIS FORWARD. OUR ROLE WOULD BE SIMPLY TO HELP IN ORGANIZE AND MANAGE AND FACILITATE A CITIZENS COMMITTEE TO ACTUALLY DO THE WORK AND TO BRING PEOPLE TO THEM TO EDUCATE THEM. WE HAD THE IDEA THAT WE WOULD EARLY ON BRING FOLKS FROM THE COUNTY'S TREASURER'S OFFICE AND AUDITORS OFFICE TO LET THE COMMITTEE KNOW WHAT IS THE BONDING CAPACITY OF THE COUNTY, HOW FAR CAN WE EXPLORE GOING WITH THE NEED FOR OPEN SPACE AND PARTS PROJECT TO BRING PARKS INTO THIS PROCESS. VERY OPEN PROCESS THROUGHOUT MEETINGS THROUGHOUT THE COUNTY AND DIFFERENT PLACES SO THAT WE CAN HAVE PARTICIPATION FROM CITIZENS WHO ARE INTERESTED AND TO HOPEFULLY COME BACK TO THE COURT AFTER WE LOOK IN HERE AND THE OPPORTUNITIES TO BRING TO THE COURT AND MAKE SOME RECOMMENDATIONS IN JULY THAT
