>> SECOND. >> ARE THERE ANY COMMENTS?

>> I JUST WANT TO MAKE SURE AND LT YOU ALL KNOW I'VE BEEN IN DISCUSSION WITH JERRY ABOUT THIS FOR A WHILE.

IF WE LOOK AT OUR CURRENT TRANSPORTATION PLAN, ESPECIALLY GIVEN THE DRAMATIC GROWTH WE HAVE HAD OVER THE LAST COUPLE OF YEARS, IT'S GROSSLY OUT OF DATE. AND THIS WILL GIVE US AN OPPORTUNITY IN WORKING WITH K. FRIEZE WHO ACTUALLY HELPED WITH THE PREVIOUS UPDATE. THEY HAVE SOME INSTITUTIONAL MILEAGE ON THIS THINK IS VERY PERTINENT.

OTHERWISE, WE WOULD BE WITHOUT IN THE SITUATION.

I DON'T KNOW IF JERRY HAS ANY OTHER COMMENT.

>> NO, YOU COVERED THE DETAIL WELL.

>> OK. >> WHEN WAS OUR CURRENT ONE LAST

[25 Discussion and possible action to utilize budgeted funds to establish a Magistration Division serving both the District Courts and the County Courts at Law and budgeted under the umbrella of the District Courts, to include one (1) new Associate Judge, one (1) new Justice Clerk, Contracting for Magistration, operating supplies and equipment and amend the budget accordingly. SHELL/STEEL]

PLEASE OPEN 25. >> 25, DISCUSSION AND POSSIBLE ACTION TO UTILIZE BUDGETED FUNDS TO ESTABLISH A IMAGINE ADMINISTRATION DIVISION BOTH THE DISTRICT COURTS AND COUNTY COURTS OF LAW AND BUDGET UNDER THE UMBRELLA DISTRICT COURTS TO INCLUDE ONE NEW ASSOCIATE JUDGE, ONE NEW JUSTICE CLERK, CONTRACTING FOR MAGISTRATION AND AMEND THE BUDGET ACCORDINGLY.

>> SECOND. >> WE HAVE A MOTION AND A

SECOND. >> THANK YOU, JUDGE.

BACK IN THE PROCESS FOR 2020 WE BUDGETED SOME FUNDS IT CREATE A CENTRAL MAGISTRATE'S DIVISION. SINCE THEN, OUR COURTS, THE DISTRICT COURTS AND COUNTY COURTS HAVE BEEN WORKING ON PLANS FOR THAT. THEY WILL SHARE THAT JURISDICTION. THE MAGISTRATE WILL SHARE BOTH OF THOSE JURISDICTIONS THE IDEA WHEN THIS WAS CREATED WAS SO WE COULD HAVE FULL-TIME MAGISTRATE AVAILABLE FOR SERVICES AND BE

[00:15:05]

CONSISTENT AND BE ABLE TO HAVE THE AUTHORITY OF BOTH OF THOSE COURTS IN THE EVENT THAT A BOND WERE TO BE REDUCED THAT WILL SIMPLIFY THAT PROCESS, MAKE IT MUCH MORE EFFICIENT AND GET THAT BOND REDUCED SO THAT IT WOULD BE ONE EXAMPLE OF THE BENEFITS FROM THIS. ALSO JUST THE FLEXIBILITY TO BE ABLE TO DO THINGS WHEN NEEDED AT THE JAIL.

IN THEIR WORK TO CREATE THAT, THEY HAVE COME UP WITH A PLAN WHICH WAS VERY SIMILAR THE REASON WE BUDGET THE AMOUNT WE DID, WHICH WOULD BE TO HAVE ONE ASSOCIATED JUDGE THAT WOULD BE IN CHARGE OF IMAGINE ADMINISTRATION.

A JUSTICE CLERK THAT WOULD BE UNDER THAT JUDGE AND SOME CONTRACTING FUNDS FOR CONTRACT IMAGINE ADMINISTRATION WHICH WOULD COVER SOME WEEKENDS, HOLIDAYS AND THINGS LIKE THAT.

AND THEN SOME FOR OPERATING SUPPLIES AND EQUIPMENT.

I BELIEVE THE AUDITORS OFFICES HAVE BEEN WORKING TO GET ENOUGH FUNDS IN THAT BUDGET TO CARRY THEM THROUGH THE REST OF THIS YEAR. THIS OFFICE WILL ALSO WORK VERY WELL WITH THE STUDY THAT'S BEING DONE BY HARVARD ON THE COUNCIL OF MAGISTRATION, SO THIS WILL MAKE THAT I BELIEVE A LOT MORE EFFECTIVE BECAUSE WE'LL HAVE CONSISTENT MAGISTRATE THROUGHOUT THE PROCESS. ANOTHER JAIL AND COURTS ARE ALSO WORKING ON THAT AND HOPEFULLY GET THAT KICKED OFF THIS SPRING.

SO APPRECIATE EVERYBODY'S SUPPORT ON THIS AND COOPERATION FROM OUR COURTS. BUT I KNOW THEY ARE GETTING CLOSE TO BEING ABLE TO HIRE SOME INDIVIDUALS SO IT'S NOW TIME FOR

US TO BUDGET THE RESPONSE. >> WELL SAID, COMMISSIONER.

I'D ALSO LIKE TO ADD. I MED WITH OUR ADMINISTRATIVE DISTRICT JUDGE TO CLARIFY THE ROAD MAP FOR WHAT MAGISTRATION WILL LOOK LIKE AFTER THIS IS DONE AND JUST FOR THE PUBLIC TO UNDERSTAND THAT MAGISTRATION WILL NO LONGER BE IN THE JUSTICE OF PEACE HANDS AND BE ISOLATED AND CONCENTRATED IN THIS CAPACITY WITH THE ASSOCIATE JUDGE.

AT THE CLOSE OF APPLICATION PROCESS WEST INTERVIEW PROCESS TAKING PLACE. THAT JUDGE WILL BE DETERMINED, PICKED, INTERVIEWED BYS COUNTY ONLY JUDGES.

SO THOSE WONDERING HOW WILL THIS PERSON BE PICKED, AGAIN, JUDGE STEEL HAS SHARED WITH ME THAT ROAD MAP AND I THINK IT'S A GOOD SOUND ROAD MAP WHICH IS THE TWO COUNTY COURT OF LAW JUDGES AND TWO DISTRICT JUDGES WHICH ARE HAYES COUNTY EXCLUSIVE ALONG WITH OUR ADMINISTRATOR WILL BE DOING THE ENTIRE INTERVIEW PROCESS AND PROVIDING THE RECOMMENDATIONS.

SO YOUR VOICE HAYES COUNTY WILL BE HEARD LOUD AND CLEAR ON THIS FRONT, AND I'M VERY EXCITED ABOUT THIS EFFORT.

I'M VERY GLAD THAT WE'RE MOVING IT THIS DIRECTION.

SO THANK YOU ALL INVOLVED. REALLY APPRECIATE IT.

YES, SIR. >> I JUST WANT TO SAY THAT AS OUR COMMISSION HAS MOVED FORWARD I REALLY WANT TO COMPLIMENT COMMISSIONER INGAL AND COMMISSIONER SHELL BECAUSE THIS IS SOMETHING I KNOW IN SPEAKING TO AN INDIVIDUAL JUDGE THEMSELVES THEY SEE A REAL BENEFIT IN IT, BUT ALSO SPEAKING TO THE DEFENCE BAR, THE D.A.'S OFFICE CENTRALIZING IS GOING TO BE EXCEEDINGLY HELPFUL FOR BOTH THOSE WHO MAY HAVE BEEN ARRESTED AND FOR THOSE THE MANAGEMENT OF THIS PROCESS.

KNOWING THAT THERE'S GOING TO BE SOMEBODY THERE FULL TIME IS AN AMAZING THING AND I KNOW THAT I WANT TO COMPLIMENT YOU BECAUSE THIS HAS NOT BEEN AN EASY PROCESS ANY TIME YOU GET ELECTED OFFICIALS WHO ARE JUDGES A ROOM TO NEGOTIATE SOMETHING IT'S NOT EASY. I WANTED TO COMPLIMENT YOUR WORK

ON THIS. >> THANK YOU, SIR.

WE DO HAVE RUN? THE DISTRICT COURT HERE.

DID YOU WANT TO ADD ANYTHING SIR? IS IT JUST ME SINCE YOU MADE THE TRIP?

>> NO, I'D JUST LIKE TO EXPRESS OUR THANKS FOR THE COMMISSIONER'S COURT AND PROVE PROVEN THIS POSITION.

CONDUCTED INTERVIEWS THIS FRIDAY THIS PAST FRIDAY.

TALKING TO THE PERSON THAT WAS SELECTED.

>> BEAUTIFUL. THANK YOU, SIR.

>> I JUST DON'T WANT TO SAY WHO IT IS BECAUSE I HAVE NOT TALKED

TO THEM YET. >> WELL SAID AND THANK YOU VERY MUCH FOR YOUR TIME, DEDICATION AND HARD WORK, AND ALSO GIVING US COURTROOM FIVE AND COURTROOM TEN WHILE WE WERE GETTING OUR COURTROOM WORKED ON. WE REALLY APPRECIATE ALL THE

DISTRICT COURTS' HELP. >> STEVE, CAN YOU INTRODUCE

YOURSELF FOR THE RECORD. >> STEVE THOMAS DISTRICT COURT

ATTORNEY. >> THANK YOU, STEVE.

APPRECIATE IT. >> WILL THAT COME BACK TO US?

WE DON'T HAVE TO PROVE IT. >> NO, WE'RE DONE.

>> PLEASE CALL THE ROLL. >> COMMISSIONER JONES.

>> YES. >> COMMISSIONER SHELL.

>> YES. >> COMMISSIONER SMITH.
