21. Discussion and possible action related to the proposed creation of Hays County Emergency Services District #9. Possible actions may include 1) resolving that creation of the district is feasible or not feasible and 2) resolving that the creation of the district will or will not promote the public safety, welfare, health, and convenience of persons residing within the proposed district. If the Court finds in favor of district creation, it shall also take action to fix the district's boundaries, order an election to confirm the district's creation, and impose additional conditions, if any.
