FOR OVER 40 YEARS, SAN MARCOS HAYS COUNTY EMS HAS BEEN THE TRUSTED PROVIDER, DELIVERING RELIABLE, HIGH QUALITY EMERGENCY MEDICAL SERVICES ACROSS OUR COUNTY. THEIR DEEP ROOTS IN OUR COMMUNITY AND PROVEN TRACK RECORD HAVE MADE THEM A CORNERSTONE IN PUBLIC SAFETY. HOWEVER, RECENT DISCUSSIONS ABOUT DISCONTINUING THEIR SERVICE AGREEMENTS IN FAVOR OF STARTING NEW, FRAGMENTED EMS SERVICES RAISE SEVERAL TROUBLING ISSUES THAT I URGE THIS COURT TO CONSIDER CAREFULLY. FIRST, THE PROPOSAL TO SPLINTER THE EMS SERVICE WILL HAVE DIRECT AND MEASURABLE CONSEQUENCES FOR THE SAFETY AND WELL-BEING OF OUR RESIDENTS. FRAGMENTING THE SYSTEM WOULD MOST ALMOST CERTAINLY RESULT IN DELAYED RESPONSE TIMES, ESPECIALLY IN AREAS THAT DEPEND ON SEAMLESS COORDINATION AND EFFICIENT RESOURCE ALLOCATION. WHEN SECONDS CAN MEAN THE DIFFERENCE BETWEEN LIFE AND DEATH, ANY DISRUPTION IN CURRENT SERVICE IS UNACCEPTABLE. ADDITIONALLY, WE RISK INTRODUCING INCONSISTENCIES IN THE QUALITY OF CARE ACROSS THE COUNTY. STARTING NEW MS SERVICES WOULD REQUIRE SIGNIFICANT INVESTMENT IN INFRASTRUCTURE, INFRASTRUCTURE, PERSONNEL, TRAINING AND EQUIPMENT, ALL OF WHICH TAKE TIME AND RESOURCES TO ESTABLISH. EVEN WITH THE BEST OF INTENTIONS, THESE FLEDGLING SERVICES MAY NOT MATCH THE EXPERTISE AND CAPABILITIES THAT SAN MARCOS HAYS COUNTY HAS DEVELOPED OVER DECADES. MOREOVER, THIS WOULD MOVE UNDOUBTEDLY BURDENED TAXPAYERS WITH UNNECESSARY COSTS, CREATING NEW EMS SYSTEMS FROM SCRATCH AS AN EXPENSIVE ENDEAVOR, REQUIRING SUBSTANTIAL PUBLIC FUNDING AND START UP COSTS, OPERATIONAL EXPENSES, AND ADMINISTRATIVE OVERSIGHT. BY CONTRAST, CONTINUING WITH SAN MARCOS, HAYS COUNTY EMS ENSURES FISCAL RESPONSIBILITY BY LEVERAGING AN ALREADY ESTABLISHED AND EFFICIENT AND DEPENDABLE SYSTEM. IT IS HARD TO IGNORE THE TROUBLING CONTEXT OF THIS DISCUSSION. THE DECISION TO SEVER ITS TIES WITH SAN MARCOS. HAYS COUNTY MS SEEMS TO COINCIDE WITH THE EMPLOYEES FORMING A UNION, A STEP TAKEN TO ENSURE THEIR VOICES ARE HEARD AND THEIR RIGHTS ARE PROTECTED. LATER TODAY, SD WAN PLANS TO DISCUSS AND TAKE POSSIBLE ACTION REGARDING THE CANCELLATION OF SERVICES WITH SAN MARCOS. AND SO I THINK THAT THIS IS JUST A BETTER WAY TO, YOU KNOW, FOR THEM TO PERFORM IN THE MANNER THAT THEY SAY THAT THEY'RE GOING TO. AND I JUST LIKE THE PROGRAM THAT THIS COURT ESTABLISHED AND SUPPORTED MANY YEARS AGO. SO THANK YOU. THAT IS A GREAT REMINDER, COMMISSIONER. AND AS I'VE SAID HERE FOR YEARS ALREADY, WE HAVE BEEN ABLE TO ACTUALLY CURTAIL SOME OF THE AGREED UPON NUMBERS BECAUSE NUMBERS WEREN'T ALWAYS MET. SO GOOD JOB AND WELL, WELL DONE COMMISSIONER. JUST QUICKLY, JUDGE. I MEAN, I THINK YOU KNOW, WHAT WHAT COURTS DO GOVERNMENTS DO IN CASES LIKE THIS IS THEY FIRST LOOK AT ARE THESE THE TYPE OF JOBS WE WANT IN OUR COMMUNITY? IS THIS OUR CITIZENS AND PROVIDE THEM WITH OPPORTUNITY? I ALWAYS LOOK AT THAT AS KIND OF THE FIRST THING THAT I THAT I WOULD CONSIDER. THEN THE SECOND IS THE INVESTMENT THAT'S BEING MADE IN THE COMMUNITY BY THE COMPANY. WHAT VALUE ARE THEY PUTTING ON THE GROUND? WHAT TYPE OF VALUE IS IT? HOW LONG TERM IS THAT VALUE AND WHAT IS THAT VALUE GOING TO PROVIDE FOR LIKE IN SALES TAX THAT HELPS US OFFSET PROPERTY TAXES. AND SO THOSE ARE THE FIRST TWO THINGS. AND THE CITY OF BUDA HAS SPOKEN HIGHLY OF THE PROJECT. AND THAT'S THAT'S WHAT THEY'RE LOOKING AT. THEY'RE LOOKING AT WHAT THOSE JOBS CAN DO FOR THEIR CITIZENS, AND THEY'RE LOOKING AT WHAT THAT VALUE DOES AS FAR AS TAXES. THE REBATES ARE A PERCENTAGE FOR, FOR FOR FIVE YEARS OR A SHORT PERIOD OF TIME. AND THEN THE TAXPAYER IS THEN GETTING ALL OF THAT VALUE PAID IN TAXES IN PERPETUITY FROM THAT POINT. SO HOPEFULLY THOSE DOLLARS ARE USED TO HELP. THOSE PERCENTAGES OF THOSE DOLLARS ARE USED TO HELP MITIGATE ANY TYPES OF CONCERNS THAT THAT MIGHT CREATE, WHETHER IT'S IN TRANSPORTATION, THE SCHOOL DISTRICTS ARE THE SAME WHEN YOU PROVIDE THAT NEW JOBS, AND MAYBE PEOPLE LIVE HERE AND THEY THEIR KIDS GO TO SCHOOL, THOSE TAXES ARE GOING TO HELP TO HELP OFFSET SOME OF THOSE COSTS THAT THEY'RE SEEING. BUT IN GENERAL, I JUST LIKE TO LOOK AT IT FROM WHAT TYPE OF JOB IS IT SOMETHING WE VALUE FOR OUR CITIZENS? IS IT IS IT SOMETHING THAT WILL HELP THEM MAKE THEIR LIVES BETTER? AND THEN WHAT VALUE COMES ALONG WITH THAT FOR THE FUTURE TAXPAYERS? WELL DONE, COMMISSIONER SMITH. I JUST WANT TO SAY THANK YOU FOR BOTH THE CITY AND THE EDC IN BUDA. LOOKING AT THIS FROM A FOR ME, ANYWAY, FROM THE COUNTY STANDPOINT. MY STANDPOINT WITH THE COUNTY AS AND I THINK THIS IS JUST EXPANDING UPON WHAT COMMISSIONER INGALSBE SAID. THE OLD WAY THAT WE DID THESE INCENTIVES IS IT REALLY PUT THE COUNTY AT A DISADVANTAGE AND HAVING A TRUE PERCENTAGE BASIS AS FAR AS WHAT OUR COMMITMENT WAS ON THE FRONT END, BUT THEN HAVING THAT ON AND THAT WAS MORE IMPORTANT TO ME AT A CERTAIN POINT, BUT THEN ALSO HAVING THAT ABILITY TO CLAW BACK IF THOSE INCENTIVES AREN'T MET ON THE BACKSIDE, THAT REALLY IS HELPFUL. THE OTHER THING TO KIND OF EXPAND ON WHAT ON WHAT COMMISSIONER SCHELL SAID, NUMBER ONE, ARE THEY THE KIND OF JOBS THAT WE WANT, LIKE THE I DON'T WANT TO SAY THE FLAVOR OF JOBS, BUT THE THE TYPE OF EMPLOYMENT THAT WE WANT, BUT WHERE THOSE FALL WITHIN OUR ECONOMIC STRUCTURE. IN OTHER WORDS, ARE THOSE LOW PAYING, NO BENEFIT JOBS? OR ARE THOSE ACTUALLY ABOVE OUR POVERTY OR ABOVE OUR POVERTY LINE TO AN EXTENT WHERE THERE'S ACTUAL BENEFITS IN THOSE KIND OF THINGS?
