>> GOOD MORNING COMMISSIONERS AND JUDGE I AM LINDA COKER, SAN MARCUS CHAIR OF THE HAYS COUNTY HISTORICAL COMMISSION. WANTED TO PROVIDE A BRIEF UPDATE ON THE DAMAGE DONE TO OUR 1884 HISTORIC JAIL. I SENT YOU ALL AN EMAIL WITH THE GRAFFITI THAT WAS DONE ON IT, SAN MARCUS POLICE WAS ON TOP OF IT IMMEDIATELY. THEY DID AN AMAZING JOB, THE RECOGNIZING THE PERSON HAS BEEN APPREHENDED. BECAUSE IT IS A STATE ARCHAEOLOGICAL LANDMARK IT IS AN AUTOMATIC STATE JAIL FELONY ENHANCED CHARGE. HOWEVER, THE PERSON WHO DID IT IS 17 AND THEY HAVE NOT BEEN CHARGED YET, SO THEY STILL CONSIDER HE IS NOT AN ADULT WITH THE CHARGES SO FAR, BUT ALSO WANT TO ADD THAT THE CITY OF SAN MARCUS WILL BE DOING GRAFFITI CLEANING FOR US. THEY OFFERED IMMEDIATELY AND WITH THE TIMING IN OUR FACILITIES PEOPLE , IT WORKED OUT REALLY WELL SO WE OWE A BIG THANK YOU TO THE CITY FOR THEIR HELP. I WANTED TO SAY THAT THERE WERE AN ENORMOUS NUMBER OF CITIZENS THAT REACHED OUT AND SAID IF YOU HAVE A CLEANUP DAY OR NEED HELP OR SOMETHING, JUST ENORMOUS NUMBER OF PEOPLE OFFERED HELP SO THAT WAS REALLY HEARTWARMING. I REALLY WANT TO DO A BIG PUBLIC THANK YOU TO THE SAN MARCUS POLICE DEPARTMENT FOR THEIR PROFESSIONALISM AND THEIR HELP AND TO LET YOU KNOW. TO INFLUENCE ANYONE'S VOTE FOR PRESIDENT NOR EVEN CONGRESS. WE SHOULD SPEAK ON A COUPLE SUBJECTS OF MORE IMMEDIATE AND LOCAL CONCERN, FIRST THIS COURT AND BY EXTENSION HAYS COUNTY IS BEING SUED BY FOUR INDIVIDUALS, AMONG OTHER COMPLAINTS THAT THE COURT SHOULD POINT BOND ADVISORY COMMITTEE TO SHAPE THE COUNTY BOND PACKAGE AS WAS DONE PREVIOUS AND TO BRING BACK BETTER BOND PROPOSALS SUPPORTED BY PUBLIC INPUT FOR A VOTE IN MAY OR NOVEMBER 2025. NOW I SAW AN AGENDA ITEM THAT WAS ON THIS WEEK'S AGENDA. THAT YOU WERE GOING TO DO A POINT A BOND COMMITTEE, NOW IT DISAPPEARED SO APPARENTLY I LIVE IN THE TWILIGHT ZONE. I DON'T THINK SO. I THINK YOU GOT TOGETHER WITH YOUR COUNCIL AND THEY SAID , IF YOU DO THAT, YOU ADMIT YOU WERE SUPPOSED TO HAVE DONE THAT IN THE FIRST PLACE. THEREFORE, THE PLAINTIFFS ARE COMPLETELY CORRECT AND YOU WILL BE SUED. I DON'T WANT TO BE SUED AS A RESIDENT OF HAYS COUNTY. I DON'T HAVE THE MONEY TO PAY FOR THAT STUFF, BUT ANYWAY, THERE IS OTHER, ANOTHER ALLEGATION IS THAT MANY OF THE PROPOSED ROAD PROJECTS WILL HARM SPRINGS AND CREEKS PROVIDING FREE ROADS FOR HILL COUNTRY DEVELOPERS AT TAXPAYER EXPENSE WHILE FAILING TO MAKE ROADS SAFER AND FIXING EXISTING BOTTLENECKS. END OF QUOTE. BRAVO, I HAVE SAID FOR YEARS THIS COURT FAVORS THE INTEREST OF OUT OF COUNTY DEVELOPERS OVER THOSE THAT ARE THE CITIZENS OF HAYS COUNTY. WHAT IS THE SOLUTION? VOTERS HAVE THE FINAL SAY, EVEN IF YOU LIKE THE ROAD PROJECTS, VOTE NO ON PROPOSITION EIGHT, DON'T WORRY, THE PROPOSITION WILL HAVE MORE LIVES THAN CAT DRACULA, YES CAT DRACULA NINE LIVES PLUS ALL OF DRACULA'S LIVES AND THE MONEY INTEREST WILL RESURRECT IT REPEATEDLY IF NECESSARY. MY SECOND CONCERN IS FOR THOSE OF US WHO ARE UNFORTUNATE ENOUGH TO LIVE IN THE SAN MARCUS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT JURISDICTION. THE PROPOSAL TO ALLOW THEM TO TAX US IN PERPETUITY. THAT MEANS OVER AND ABOVE THE AMOUNT ALLOWED BY THE STATE OF TEXAS. WHY? BECAUSE AS THE DISTRICT INCREASES IN POPULATION, THE NUMBER OF STUDENTS HAS STEADILY DECLINED. WHY IS IT DECLINING? BECAUSE IN ND PROMINENT LAWYER IN SAN EE MARCUS ONLY ABOUT 25% OF STUDENTS GET AN ADEQUATE EDUCATION. AND THANK YOU VERY

>> JUDGE IN COURT LAST TIME I CAME HERE, I WAS TALKING ABOUT THE AGENDA ITEM INVOLVING THAT EMERGENCY SERVICE VEHICLE WITH THE MARKINGS, NEVER ONCE DID I ALLEGE THAT THE AGENCY OR OUR PEACE OFFICERS. MY CONCERN WAS THE ISSUE OF ALWAYS OVERLOOKING MONETARY ISSUES AND SOMEHOW SOMETHING ALONG THE PROCESS COST THE COUNTY MORE MONEY BECAUSE IT WAS NOT DONE RIGHT.

THIS WEEK I WAS LOOKING AT G 11 AND 13 ON THE AGENDA AND I NOTICED THEY ARE ASKING FOR $1380 FOR BATTERIES THAT WERE INADVERTENTLY VOIDED, THE PURCHASE ORDERS WERE VOIDED.

THEY CAME OUT IN SEPTEMBER, NOW NOVEMBER, THIS IS A DIRECT REFLECTION OF POOR LEADERSHIP AT THAT DEPARTMENT DIRECTING LEVEL. WHAT ARE YOU DOING ABOUT IT? LIKE I SAID G 11 AND G 13.

THEY CAME OUT IN SEPTEMBER. THE ONE FOR THE CONSTABLES THAT PURCHASED. THOSE INVOICES WERE MADE IN SEPTEMBER. WE ARE NOW IN NOVEMBER HOW WAS THE AUDITOR ABLE TO REPEATEDLY ANNUALLY GET THESE AWARDS AND RECOGNITIONS FOR ACCURATELY TURNING IN PAPERWORK WHEN NOTHING IS BEING TURNED ON IN A TIMELY MANNER.

THERE IS A REASON THE COUNTY HAS PURCHASING POLICIES. WHY ARE THEY NOT BEING FOLLOWED AND WHEN THEY ARE NOT FOLLOWED WHY IS THERE NO CONSEQUENCE. TO GET UP HERE AND SAY WE MADE A MISTAKE IT WAS 100 LAST WEEK NOW IT'S 200, THAT'S IT? THAT'S ALL IT TAKES? THE FORMER GENERAL COUNSEL CAME HERE AND IT COST THE COUNTY 1.5 MILLION ON THE WATER DEALS AND NOTHING WAS DONE. HE IS COMFORTABLY IN SEEKING BEING AN ATTORNEY FOR THE CITY. WHEREAS THE SALVATION ARMY HAS RESPONDED TO EVERY DISASTER IN HAYS COUNTY TO ASSIST AFFECTED RESIDENTS WHEREAS SALVATION ARMY IS PRESENT WHEREVER THE NEED IS GREATEST ESPECIALLY DURING TIMES OF CRISIS WHERE VULNERABLE CITIZENS ARE MORE AT RISK OF BECOMING HOMELESS, HUNGRY, ADDICTED OR SPIRITUALLY TIRED WHEREAS THE SALVATION ARMY INVITES THE RESIDENTS OF HAYS COUNTY TO LOVE BEYOND AND HELP THE ORGANIZATION CONTINUE TO PROVIDE LIFE-CHANGING AID BY SIGNING UP TO VOLUNTEER TO RING THE BELL THIS YEAR TO HELP THOSE WHO NEED IT MOST ALL YEAR ROUND WHEREAS IT IS FITTING AND PROPER ON SALVATION ARMY THE RED KETTLE KICKOFF WEEK TO RECOGNIZE TREMENDOUS IMPACT OF PHILANTHROPY AND VOLUNTEERISM AND COMMUNITY SERVICE IN HAYS COUNTY WHEREAS THE SALVATION ARMY RED KETTLE KICKOFF WEEK IS AN OPPORTUNITY TO ENCOURAGE CITIZENS TO SERVE OTHERS WITH RESOURCES AND TIME DURING THE DIFFICULT PERIOD MANY OF US ARE EXPERIENCING BY SIGNING UP TO RING THE BELL THIS HOLIDAY SEASON. SO WE HAVE ADDED EMERGENCY COMMUNICATIONS OFFICERS, CORRECTIONS SPECIALIST, LICENSE COUNTY JAILERS, OTHER SPECIALIST AND 911 CUSTODIANS. WE HAVE ALSO ADDED SOME PARAMETERS INVOLVING CIVIL SERVICE FOR THE HAYS COUNTY SHERIFF'S OFFICE. AND DISCIPLINARY APPELLATE PANEL FOR THE FIVE HAYS COUNTY CONSTABLE OFFICES IN HAYS COUNTY. THOSE SORTS OF THINGS ARE RELATED MAINLY TO SELECTIONS AND CLASSIFICATIONS OF EMPLOYEES, COMPETITIVE EXAMINATIONS, PROMOTIONS, SENIORITY, TENURE, LAYOFFS AND DISMISSALS AND DISCIPLINARY ACTION AND FOR THE CONSTABLE'S OFFICES, THE APPELLATE PANEL, THE DISCIPLINARY APPELLATE PANEL IS REGARDING DISCIPLINARY ACTIONS, SPECIFIC TO THE HAYS COUNTY CONSTABLE'S OFFICE. THIS CONTRACT IS A THREE-YEAR

TERM. WE ALREADY HAVE IN THE CONTRACT NEGOTIATED A PAY PLAN FOR FY 25 WHICH THE COURT HAS ALREADY SEEN BEFORE. AS WELL AS A PAY PLAN FY 26 AND I WAS IN A EFFORT TO HELP TO SPREAD SOME OF THE FINANCIALS, THE FINANCIAL BURDEN ASSOCIATED WITH BRINGING THOSE POSITIONS UP TO MARKET FOR A MORE COMPETITIVE PROCESS IN RECRITING EFFORTS. WE WILL ALSO MEET DURING YEAR TWO LEADING UP TO YOU THROUGH THE CONTRACT, FY 27. TO MEET AND NEGOTIATE UPDATED PAY PLAN AND INCENTIVE PAY FOR YEAR THREE OF THE CONTRACT AGAIN TO HELP US STAY IN LINE WITH THE MARKET AND NOT FALL BEHIND. SOME OF THE OTHER CHANGES IN THIS AGREEMENT ARE PREVIOUS INCLUDED MOTOR PAY INCENTIVE , THAT HAS BEEN REMOVED. A STANDBY INCENTIVE HAS BEEN ADDED. THAT STANDBY INCENTIVE IS TO HELP COMPENSATE EMPLOYEES WHO ARE REQUIRED TO BE ON A REGULAR
