AND I WENT ON TO BE A COUNTY OFFICER, A DISTRICT OFFICER, AND WORK AT THE STATE 4H CENTER IN BROWNWOOD, TEXAS, AS AN ASSISTANTSHIP IN COLLEGE.

I GOT PAID THE SMALL STIPEND OF $1000 A YEAR TO WORK WITH USE.

AND THEN DURING THAT TIME WE ALSO, I WAS THE PRESIDENT OF THE TEXAS A&M CHAPTER OF COLLEGIATE 4H. SO THIS PROGRAM, WHILE A LOT OF PEOPLE LOOK AT IT AND SEE IT IS A RURAL-BASED PROGRAM, IT REALLY IS NOT. IT HAS EVOLVED OVER THE YEARS TO WHERE IT IS TRULY A YOUTH-ORIENTED PROGRAM FOR

EVERY SINGLE YOUNG PERSON IN OUR NATION, AND I SAY THAT BECAUSE OF THE DIVERSITY OF PROJECTS AND PROGRAMS THAT THEY OFFER. AND EVERYTHING FROM PUBLIC SPEAKING AND COOPERATIVE PUBLIC SPEAKING. I WENT TO STATE IN 4H. ALL THE WAY DOWN TO THE BASICS THAT YOU WOULD TRADITIONALLY LOOK AT. WHAT ONCE WAS CALLED HOME ECONOMICS IS NOW FOOD SCIENCES AND NUTRITION SCIENCES. AND LIVESTOCK PROJECTS. AND SO I COMMEND WE IN HAYS COUNTY ARE PRETTY LUCKY. WE HAVE AN OUTSTANDING PROGRAM. I THINK WE HAVE AN OUTSTANDING YOUTH LEADER. WE HAVE AN EXCITING 4H POSITION IN OUR COUNTY NO. ONE SPECIFICALLY DEDICATED TO 4H IN OUR SERVICE. AND I KNOW WE ARE BLESSED ENOUGH TO HAVE SOME OF OUR KIDS HERE IN THE PROGRAM AND SOME OF OUR LEADERS AND I WOULD LOVE A CHANCE TO

WHEN YOU CONSIDER IF YOU LIVE IN A CITY ARE TAXED, YOU WILL LIVE IN A COUNTY AND A SCHOOL DISTRICT AND BOTH WILL TAX THE PROPERTY YOU LIVE IN AND ON. EVEN IF YOU RENT. IF YOU ARE FORTUNATE ENOUGH TO HAVE INCOME, YOU WILL BE TAXED ON THIS. YOU MIGHT SAY THAT AT LEAST FOOD IS NOT TAXED. YOU ARE CORRECT IN THE SENSE THAT IT IS NOT TAXED AT THE POINT-OF-PURCHASE. BUT IT IS IF IT IS PROCESSED. UP TO 580 WOMEN WERE ACTUALLY SCREENED WITH MORE THAT WERE SCHEDULED IN AUGUST DURING THE GRANT PERIOD SO WE ARE WELL OVER 600 WOMEN WHO HAD NOT HAD ACCESS WERE IT NOT FOR OUR PROGRAM AND THE SUPPORT THE COUNTY HAS GIVEN US. SO THE BIRDIE JOHNSON FOUNDATION IS KEY TO THIS. OBVIOUSLY, UNITED WAY. THEN AS MATTHEW MENTIONED BEFORE, THE ARPA FUNDS YOU GUYS GAVE US. IT IS INTERESTING HOW THE FEDERAL GOVERNMENT WORKS. THEY HAVE SOME DISCONNECT AT TIMES. SO WE GET MONEY FOR THE BREAST AND CERVICAL CANCER PROGRAM FOR CLIENTS, BUT THEY DON'T PAY FOR STAFF. SO WE HAVE TO RAISE MONEY FOR STAFF. SO WE ARE CONSTANTLY SHAKING THE BUSHES FOR GRANTS AND DONATIONS AND THINGS LIKE THAT.

THE HAYS CALDWELL WOMEN'S CENTER IS SEEING EACH YEAR MORE CASES OF VIOLENCE, REGULATION, PHYSICAL ASSAULTS, AND SERIOUS THREATS OF LETHAL VIOLENCE. THEY ARE ALSO SEEING A HIGHER NEED FOR AFFORDABLE HOUSING, RENTAL ASSISTANCE, UTILITY ASSISTANCE, GAS CARDS, AND FOOD INSECURITY. AS YOU SAW, MY VOLUNTEER WORK CHALLENGED THE BOARD MEMBERS TO DO MORE. SO, BECAUSE OF THIS COURT, YOU PROVIDED FUNDING FOR THE HAYS DISTRICT ATTORNEY OFFICE FOR A NEW POSITION CALLED THE DOMESTIC VIOLENCE VICTIM ASSISTANCE COORDINATOR. THAT IS ME. I ANSWERED THE CALL

LAST NIGHT, I DID AN INTAKE OVER THE PHONE AT 6:30 AT NIGHT BECAUSE SOME PEOPLE CAN'T GET OFF AT WORK. THIS WOMAN, HER NAME IS NOT REALLY SALLY BUT SHE SHOWED SHE HAS BEEN IN AN ABUSIVE RELATIONSHIP WITH HER HUSBAND FOR YEARS. AND THIS SUMMER SHE DID SOMETHING BRAVE. SHE NEVER TOLD A SOUL. NOT A FAMILY MEMBER OR A MEMBER OF HER FAITH COMMUNITY OR NO ONE AT WORK THAT SHE HAS BEEN IN A ABUSIVE RELATIONSHIP, SO SHE REACHED OUT TO LAW-ENFORCEMENT. AND THE OFFICER SAID, WHY DID YOU WAIT SO LONG TO CALL? AND SHE SAID, BECAUSE I FEAR HE IS GOING TO KILL ME NOW. AND WHEN I TALKED WITH HER, I DID A LETHALITY ASSESSMENT AND SURE ENOUGH SHE SAID THE MOST EXTREME RISK OF HOMICIDE IN THAT RELATIONSHIP. I KNOW THE PEOPLE FROM THE BOARD AND OUR DISTRICT ATTORNEY'S OFFICE AND HAYS COUNTY EMPLOYEES WERE SO THANKFUL THAT YOU HAVE GIVEN US THIS OPPORTUNITY TO REALLY MAKE A DIFFERENCE IN PEOPLE'S

AND ADDRESSING CANCER TOGETHER, AND THIS FUNDING SPECIFICALLY WERE TWO OF THE FIRST THREE. THE THIRD WAS CONCEPT IF YOU REMEMBER. THESE WERE ALL ITEMS WE WANTED TO FUND. WE DID NOT HAVE THE OPPORTUNITY TO FUND. AND THIS WAS A ONCE-IN-A-LIFETI ME OPPORTUNITY TO TRY TO IDENTIFY THOSE. AND, IF YOU HAVEN'T, I WOULD ENCOURAGE THE COURT -- IF YOU HAD NOT HAD THE OPPORTUNITY TO GO OUT AND LOOK AT THE NEW BUILDING, IF YOU WERE NOT AWARE, HCWC WAS IN MAY CONSTRUCTION WHEN COVID HAD.

THE COST WENT UP $6040. ARPA GAVE US THE OPPORTUNITY TO PAY THAT OFFSET. AND TWO DONATIONS OF MATERIALS AND THOSE KIND OF THINGS FROM PEOPLE LIKE THE MCCOY FAMILY AND OTHERS. THEY WERE ABLE TO PAY FOR THAT BUILDING BUT BECAUSE WE WERE ABLE TO SUPPLEMENT AND OFFSET THAT ADDITIONAL COST, THEY WERE ACTUALLY ABLE TO CONSTRUCT A NEW FACILITY NEXT TO IT WITH ADDITIONAL BED SPACE. TO TURN TODAY BETWEEN THESE TWO PROGRAMS WE, YOU KNOW, WERE ABLE TO FUND THE CANCER SCREENING FOR 580 WOMEN AND 651 RESIDENTS AT HCWC IN A YEAR.

THAT IS WHAT WE SHOULD BE DOING. AND I HAVE TO TELL YOU, I JUST -- WE CAN PUT ALL THE MONEY WE WANT INTO IT BUT IT DOES NOT WORK WITHOUT THE PEOPLE WHO ARE THERE, AND THEY ARE THERE EVERY DAY SO I ENCOURAGE YOU IF YOU DO HAVE TIME TO GO OUT AND SPEND TIME -- I HAVE SEEN SORORITIES OUT THERE WORKING. I HAVE SEEN MOM GROUPS. THEY TEACH POLITICAL LESSONS AROUND THIS ORGANIZATION AND I WOULD JUST ENCOURAGE YOU TO PARTICIPATE IN ANYTHING THEY DO OVER THE NEXT MONTH. AND NOT JUST OVER THE MONTH. WE BRING A SPOTLIGHT TO AN ISSUE FOR A DAY OR A WEEK OR A MONTH. BUT THIS IS SOMETHING THAT IS THERE EVERY DAY. THESE ARE ISSUES THAT HAVE BEEN HAPPENING FOR MAYBE THE LAST 10 YEARS. SO I APPRECIATE THE MEMBERS FROM OUR D.A.S OFFICE. AGAIN, I REALLY APPRECIATE D.A. IF YOU THINK BACK TO 2022, A FEASIBILITY STUDY WAS COMMISSIONED FROM TEAM SHELTER USA AND ANIMAL ARTS TO ADDRESS THE QUESTION OF HOW HAYS COUNTY COULD BEST MEET THE BURGEONING DEMAND FOR ANIMAL SERVICES IN THIS RAPIDLY GROWING COMMUNITY, ALSO KNOWING THAT THE CURRENT REGIONAL SHELTERING SYSTEM LIES BEING OVERWHELMED. SO THE FEASIBILITY STUDY IS QUITE LENGTHY. BUT IT GAVE A SERIES OF GENERAL RECOMMENDATION THAT MADE IT CLEAR THAT BUILDING A SHELTER ALONE IS NOT ENOUGH.

THERE IS NO SHELTER BIG ENOUGH IN ANY COMMUNITY THAT CAN BE

BUILT TO ACCOMMODATE ALL PETS THAT ARE AT RISK. AND IT ALSO RECOMMENDED NINE DESIGN PRINCIPLES TO BE CONSIDERED IN DEVELOPING AN ANIMAL WELFARE SYSTEM. AND THE SYSTEM WORD IS KEY FOR, I THINK, THE CHALLENGE THAT WE ARE TRYING TO SOLVE HERE TODAY. THE PRINCIPLES ARE KIND OF WIDE-RANGING. BUT THEY SPEAK TO THINGS, SUCH AS THE IMPORTANCE OF THE SHELTER.

BALANCING PUBLIC SAFETY AND LIFE-SAVING PRIORITIES. IT TALKED ABOUT THE IMPORTANCE OF DEVELOPING A SYSTEM THAT ADDRESSES THE NEEDS OF BOTH PEOPLE AND PETS. IT MAKES CLEAR THAT THE SHELTER -- SO AND TAKEN TO A SHELTER -- SHOULD BE THE LAST RESORT FOR A PET IN NEED AND THE TEMPS SHOULD FIRST BE MADE TO TRY TO CARE FOR THAT PET IN THE COMMUNITY WITH THE APPROPRIATE RESOURCES. IT ALSO DISCUSSES THE NEED TO TAKE INTO ACCOUNT ACCESS TO CARE. AS A DRIVER FOR SHELTER INTAKE, AS MOST PET OWNERS CARE AND LOVE FOR THEIR PET BUT OFTEN FACE ECONOMIC OR OTHER CONSTRAINTS IN ACCESSING THE CARE NECESSARY FOR PETS. IT ALSO TALKS ABOUT THE IMPORTANCE OF UTILIZING BEST PRACTICES AND DEVELOPING ANIMAL WELFARE PROGRAMS AND IN USING CURRENT RESEARCH AND A DATA-DRIVEN APPROACH TO DETERMINING THE PROGRAMS AND RESOURCES THAT ARE NEEDED FOR THE SHELTER SYSTEM. RESULTS HAVE SIGNIFICANT EMPHASIS ON THE NEED TO BE PROACTIVE AND PROVIDING UPSTREAM INTERVENTIONS TO PREVENT SHELTER INTAKE AND THE NEED FOR DEVELOPING A ROBUST COMMUNITY FOSTER-BASED SYSTEM AS WE KNOW FROM SEVERAL RECENT STUDIES THAT HOUSING PETS LONG-TERM IN THE SHELTER IS BOTH COSTLY AND ARGUABLY NOT IN THE BEST INTEREST OF PETS. THANK YOU. SO THAT IS LARGELY IN PART BECAUSE THE TRADITIONAL ANIMAL SHELTER MODEL THAT IS IN PLACE IN MOST COMMUNITIES WAS NEVER -- WAS NOT CREATED WITH THE DEMANDS THAT WE PLACE ON IT IN MIND. THE PERSONAL SHELTERING SYSTEM IS WELL OVER 100 YEARS AT THIS POINT AND WAS ADDRESSED TO CONSIDER THE VERY REAL PUBLIC SAFETY CONCERN OF RABIES. SO THE INTENT WAS PURELY TO PICK UP STRAY ANIMALS IN THE STREET.

AND THERE WAS NO THOUGHT GIVEN TO CARING FOR THOSE ANIMALS LONG-TERM AND FINDING LIFE-SAVING OUTCOMES. HOWEVER, AS EXPECTATIONS OF OUR COMMUNITIES HAS EVOLVED, THE RELATIONSHIPS THAT PEOPLE HAD WITH THEIR PETS HAS INCREASED IN IMPORTANCE. OUR COMMUNITIES EXPECT LOCAL GOVERNMENT TO VALUE PETS AS MUCH AS THEY DO. SO WE ARE SEEING RECORD LIFE-SAVING AND CHARGES ACROSS THE COUNTRY, INCLUDING IN OUR COMMUNITY, BUT THAT HAS NOT COME WITHOUT A COST. OUR LOCAL SHELTER SYSTEMS ARE OVERBURDENED BECAUSE THEY ARE OFTEN THE ONLY PLACE FOR PETS IN NEED IN THE COMMUNITY TO GET HELP. AND THAT OFTEN REQUIRES OWNERS TO SURRENDER THEIR PETS TO THE SHELTER THEY CANNOT AFFORD APPROPRIATE CARE. OR THEY ARE EXPERIENCING A TEMPORARY CRISIS IN WHICH THEY CANNOT PROVIDE CARE FOR THEIR PETS. THAT ALSO CREATES PART OF WHAT CONTRIBUTES TO THE ONGOING CYCLE OF COMPLAINTS AND DISTRUST BETWEEN COMMUNITY MEMBERS, DECISION-MAKERS, AND SHELTERS. BECAUSE OUR SHELTERS ARE JUST NOT RESOURCED TO DO WHAT OUR COMMUNITY EXPECTS FROM THEM. SO, IN APRIL 2023, AUSTIN PETS ALIVE RECEIVED THE CONTRACT TO SERVICE THE CONTRACT COORDINATOR FOR CREATING RECOMMENDATIONS AND PLANS TO IMPLEMENT THE PET RESOURCE CENTER MODEL FOR HAYS COUNTY. AND, SO, OUR TASK WAS TO TAKE THE GENERAL RECOMMENDATIONS, WHICH ARE ROOTED IN BEST PRACTICES, SUPPORTED BY NEARLY ALL NATIONAL ANIMAL WELFARE ORGANIZATIONS IN THIS COUNTRY, TO DETERMINE THE PROGRAMS AND THE RESOURCES AND AT WHAT SCALE AND HOW THEY SHOULD BE DELIVERED TO IMPLEMENT THIS MODEL. SO THAT PET RESOURCE CENTER, WHICH IS -- WAS THE SUGGESTION FROM THAT STUDY HAD THREE COMPONENTS. AND THAT FEASIBILITY STUDY MAKE CLEAR THAT EACH OF THOSE COMPONENTS IS AN IMPORTANT PIECE IF WHAT WE ARE HOPING TO DO IS NOT RE-CREATE A SHELTER SYSTEM THAT

SO THAT RESOURCE CENTER MODEL INCLUDES A SMALLER SCALE RIGHT-SIZED SHELTER. IT MAKES THE ARGUMENT THAT TAKING RESOURCES THAT ORDINARILY WOULD BE DIRECTED AT BUILDING AND OPERATING A LARGER SCALE ADOPTION CENTER AND PUTTING THOSE INTO THE COMMUNITY TO INTERRUPT THE INTAKE CYCLE IS A BETTER INVESTMENT. IT ALSO REQUIRES A LARGE INVESTMENT IN THOSE COMMUNITY-FACING PROGRAMS AS WELL AS INCREASING ACCESS TO RESOURCES THAT COMMUNITY RESIDENTS NEED TO KEEP THEIR PETS SAFELY AT HOME. I WANT TO EMPHASIZE THAT THE LAST TWO COMPONENTS ARE CRITICAL BECAUSE THEY INCREASE THE CAPACITY OF THE COMMUNITY TO SAFELY AND HUMANELY CARE FOR PETS AND KEEP THEM OUT OF THE SHELTER.

WITHOUT THOSE PETS IN NEED, THEY HAVE NO PLACE OTHER TO GO AGAIN THE SHELTER. WHEN IT IS THE ONLY PLACE TO GET HELP, THE SHELTER BECOMES VERY FULL OVER QUICKLY. OR SHELTERS ARE FACED WITH THE OPTION OF CLOSING INTAKE. IT HAS LONG BEEN OUR RECOMMENDATION THAT PROGRAMMING SHOULD BE STARTED PRIOR TO THE NEW SHELTER BEING OPENED TO HELP GET INFORMATION, RESOURCES, AND SUPPORT TO THE COMMUNITY AND REDUCE THE POPULATION OF PETS IN HAYS COUNTY THAT IS AT RISK OF ENTERING THE SHELTER SYSTEM. THAT HELPS BRING RELIEF TO THE REGIONAL SHELTER NOW AND WILL ENABLE THE NEW SHELTER TO FUNCTION AS IT IS INTENDE WHEN IT OPENS. I WOULD ARGUE THAT THESE ARE NOT NICE TO HAVE. WITHOUT THEM, YOU ARE THROWING GOOD MONEY AT A BAD IDEA. OKAY. AGAIN, TO SORT OF SUMMARIZE THAT PET RESOURCES MODEL, IT DECENTRALIZES THE ROLE OF THE SHELTER IN THE COMMUNITY. THAT FOCUSES ON BUILDING COLLABORATIVE RELATIONSHIPS WITH OTHER COMMUNITY GROUPS TO CREATE A CONTINUUM OF CARE. SO WITH THE ACKNOWLEDGMENT THAT WE -- WHERE PEOPLE SUFFER, PETS SUFFER, AND VICE VERSA. SO THAT IS THE COMPONENT THAT ALLOWS THOSE UPSTREAM INTERVENTIONS AND ALLOWS THAT CYCLE OF UPTAKE. I THINK IT IS IMPORTANT TO NOTE THAT ONE OF THE THINGS WE ARE LEARNING IN THIS FIELD IS THAT THE SIMPLE DICHOTOMY OF GOOD OWNER VERSUS BAD PET OWNER IS NOT TRUE. THERE IS A VERY COMPLEX SYSTEM OF HUMAN-RELATED NEEDS THAT DRIVE INTAKE, AND THAT IS WHAT THIS SYSTEM ALLOWS US TO ADDRESS. IT PRIORITIZES PET REUNIFICATION AND REDUCES INTAKE INTO THE SHELTER AND ONCE PETS ARE THERE REDUCE THAT LENGTH OF STAY. AND IT IS A BETTER AND MORE EFFICIENT USE OF RESOURCES. OUR SHELTERS ARE IN CRISIS ACROSS THE COUNTRY BECAUSE PEOPLE ARE IN CRISIS. ONE OF OUR PARTNERS THAT WE HAVE BEEN WORKING WITH OVER THE LAST SEVERAL MONTHS IS THE CENTRAL TEXAS FOOD BANK. MANY OF YOU ARE PROBABLY FAMILIAR WITH THE NEEDS ASSESSMENT THAT CAME OUT. ONE OF THE THINGS THAT IS STRIKING TO ME IN LOOKING AT THEIR FOOD INSECURITY MAP IS IN SOME WAYS IT LOOKS SIMILAR TO THE ANIMAL CONTROL VOLUME MAP. SO, AGAIN, NO SURPRISE THAT WHERE PEOPLE ARE IN NEED, PETS ARE IN NEED AND VICE VERSA. THIS PAST WEEKEND, WE PARTICIPATED IN ANOTHER CO-DISTRIBUTION EVENT WITH THE FOOD SHELTER AND SERVED A RECORD NUMBER OF DOGS.

SO OVER 150 FAMILIES CAME THROUGH AND WE DISTRIBUTED FOOD TO SUPPORT THEIR CARE OF 275 DOGS AND 138 . SO THERE IS SIGNIFICANT NEED FOR ADDITIONAL RESOURCES IN THIS COMMUNITY.

THE PET RESOURCE MODEL ALSO FOCUSES -- IT REALLY FOCUSES TO AVOID THAT SHELTER INTAKE BIAS. IT IS A SYSTEM PROMOTED ON BUILDING TRUST AND COLLABORATION WITH PET OWNERS THROUGH EMPHASIZING ACCESS TO CARE AND SAFETY RESOURCES. AS WE WERE WORKING THROUGH THAT CONTRACT, YOU ALL APPROVED A MISSION AND VISION STATEMENT LAST YEAR THAT SUPPORTED THE TENANTS IN THE PET RESOURCE MODEL EMPHASIZING CONNECTING THE COMMUNITY WITH RESOURCES AND TRUSTING THEM TO CARE FOR THEIR PETS WITH A LITTLE BIT OF HELP. IN DECEMBER, WE PRESENTED THE RESULTS OF THE COMMUNITY NEEDS AND VALUES SURVEY. AND WE

TALKED TO THOSE SURVEYED RESULTS. BUT, AGAIN, THIS WAS A LARGE PART OF WHAT DROVE THE FINAL RECOMMENDATIONS IN OUR RESPONSE TO THE PROPOSAL. IT WAS THE RESULTS OF OUR COMMUNITY SURVEY AND AN ANALYSIS OF AVAILABLE DATA FROM OUR COMMUNITY ANIMAL SERVICES PARTNERS. WE HELD COMMUNITY MEETINGS AT LEAST ONCE. SO WE CHECKED PRECINCTS AND TALKED TO A NUMBER OF STAKEHOLDER GROUPS TO GET THEIR PERSPECTIVE ON ANIMAL WELFARE CHALLENGES AND NEEDS FOR THE COMMUNITY. IT IS IMPORTANT THAT WHATEVER DIRECTION IS TAKEN REFLECTS THE VALUES AND THE NEEDS THAT THE COMMUNITY IS SHARING WITH US.

PETS ARE KEY TO HELPING FOLKS THROUGH DEPRESSION WHEN THEY ARE DEALING WITH MEDICAL EMERGENCIES. WE KNOW THAT PEOPLE STAY AND DANGEROUS DOMESTIC SITUATIONS OUT OF CONCERN FOR THEIR PETS. THE WAY WE ORIGINALLY PRESENTED THESE WAS ON A FOUR-YOUR TIMELINE. THAT WITH THE TIMELINE SET FORTH IN THE FEASIBILITY STUDY. HOWEVER, WE ALSO SAID THAT THESE WERE NOT TIME BOUND. THE IMPORTANT PART IS THAT ALL THESE PLAY INTO THAT PET RESOURCE CENTER ANIMAL WELFARE SYSTEM THAT WE TALKED ABOUT.
