>> GOOD MORNING, COMMISSIONERS. MY NAME IS AUSTIN BUYER. I AM AN OUTREACH SPECIALIST FOR THE HEALTH DEPARTMENT. ALTHOUGH I AM SPEAKING TODAY AS A RESIDENT OF HAYS COUNTY. I WANTED TO SHARE A STORY TO EXPRESS HOW IMPORTANT THIS PROCLAMATION IS.

I CAME OUT AS GAY IN 2014. THE FOLLOWING YEAR, I TOOK A FAMILY TRIP TO WYOMING. WHILE THERE, I STUMBLED ACROSS A MEMORIAL FOR

MATTHEW SHEPARD. FOR THOSE WHO DO NOT KNOW, MATTHEW SHEPPARD WAS AN OPENLY GAY STUDENT IN THE UNIVERSITY OF WYOMING IN 1998. ON OCTOBER 6, MATTHEW MET THREE GUYS WORKING WITH HIM AT A PARTY AND TOOK HIM UP ON THEIR OFFER TO GIVE HIM A RIDE HOME. INSTEAD OF TAKING HIM HOME, THEY TOOK HIM TO A RURAL FIELD, ROBBED HIM, TORTURED HIM, AND BEATEN TO NEAR DEATH BEFORE LEAVING HIM. HE WAS NOT FOUND UNTIL 18 HOURS LATER WHEN A CYCLIST FOUND HIM. HE SUCCUMBED TO HIS INJURIES SIX DAYS LATER. IT WAS LATER REVEALED DURING THE INVESTIGATION THAT THE BOYS THAT TREATED HIM THIS WAY BECAUSE OF HOW THEY FELT ABOUT GAY PEOPLE. THE DAY AFTER THE MEMORIAL, I WOKE UP TO A TEXT I NEVER EXPECTED. SAME PLN-2347-NP -- SAME-SEX WAS LEGALIZED. LOOKING BACK, I REALIZED THIS EXPERIENCE IS JUST A PAGE IN MY LIFE STORY.

ONE PAGE. THEN I THINK ABOUT THE FACT THAT ALL LGBTQ PEOPLE HAVE THEIR OWN STORIES OF COMING TO TERMS WITH THEIR EXPERIENCE THAT IS THE EXPERIENCE. AND I SADLY REALIZED THERE WERE MANY PEOPLE WHOSE STORIES WERE NEVER COMPLETED. I THINK ABOUT STORIES WE LOST TO THE A.I.D.S.

PANDEMIC IN THE 80S, TO SUICIDE, MURDER , AND THOSE WHO DO NOT GET TO LIVE THEIR AUTHENTIC LIVES AS THEY LIVE IN FEAR OF WHAT MAY HAPPEN TO THEM. THIS IS THE REASON WE CELEBRATE PRIDE. PRIDE IS NOT A PARTY OR RAINBOW THEMED MERCHANDISE. PRIDE IS TO HONOR THOSE WHO FOUGHT TO GET US HERE TODAY. CELEBRATE HOW FAR WE HAVE COME AND REMEMBER WHO WE HAVE LOST ALONG THE WAY. PRIDE IS CELEBRATING THAT WE ARE STILL HERE. THIS IS WHY I AM HERE TODAY. I WANTED TO REMIND EVERYONE OF THE PURPOSE. I ASKED THAT YOU DO NOT TREAT THIS PROCLAMATION AS SOMETHING WE ACKNOWLEDGE EVERY YEAR.

WE REFLECT ON THE PROGRESS WE HAVE MADE SO FAR IN PURSUIT OF EQUALITY, JUSTICE , INCLUSION, AND WHEREAS HAYS COUNTY RECOGNIZES THE IMPORTANCE OF FREEDOM AND EQUALITY AND IS DEDICATED TO FOSTERING ACCEPTANCE OF ALL ITS RESIDENTS THAT PREVENTED DISSEMINATION AND MISTREATMENT BASED ON SEXUAL ORIENTATION OR GENDER IDENTITY. AND WHEREAS PRIDE MONTH IS A TIME TO REMEMBER THE GIFT THAT IS A REMARKABLE DIVERSITY, AS OUR LGBTQIA+ NEIGHBORS HAVE MADE, AND CONTINUE TO MAKE, GREAT AND LASTING CONTRIBUTIONS THAT MAKE OUR COMMUNITY STRONGER . TO MAKE SURE THAT WE UNDERSTAND THAT DIVERSITY AND UNIQUENESS ACROSS OUR COMMUNITY, THAT EVERYONE IS WELCOME HERE. AND THE CHOICES THAT THEY MAKE IN THEIR PERSONAL LIVES ARE THEIRS TO MAKE A LOAN. BUT THAT WE RECOGNIZE THEM FOR THEIR DIFFERENCES. AND WE EMBRACE THEM FOR THAT. AND WE WANT TO BE A PLACE WHERE PEOPLE FEEL COMFORTABLE, ACCEPTED, AND ALL PART OF OUR FAMILIES. I THINK IT IS OUR JOB AS ELECTED OFFICIALS TO RECOGNIZE THAT THERE ARE INDIVIDUALS IN OUR COMMUNITY, NOT ONLY INDIVIDUALS, BUT PORTIONS OF OUR COMMUNITY THAT, GIVEN THE POLITICAL WINDS ONE WAY OR ANOTHER , FEEL UNDERREPRESENTED. DURING THIS MONTH, I TYPICALLY PREPARE TO HEAR AND RESPOND TO THE QUESTIONS, WHY IS PRIDE CELEBRATED? WHAT IS THE IMPORTANCE OF PRIDE? AND WHY DOES THIS COMMUNITY GET A MONTH ITSELF? I WOULD LIKE TO ANSWER THESE QUESTIONS FOR ALL THOSE WHO MAY BE ASKING THEMSELVES THAT, OR OTHERS WHO ASK THAT QUESTION. YOU KNOW, TAKE THIS MOMENT FOR A BIT OF EDUCATION AND HISTORY OF PRIDE. PRIDE IS CELEBRATED TO HONOR THE 1969 STONEWALL RIOTS. HE WRITES WERE STAGED AS A RESPONSE TO POLITICAL HARASSMENT AND PERSECUTION OF THE LGBTQ COMMUNITY. PRIDE IS IMPORTANT BECAUSE IT CELEBRATES AND COMMEMORATES THE CELEBRATION OF OUR EXISTENCE AND MEMORIALIZES THE LIVES LOST ASA RESULT OF DISCRIMINATION, SUCH AS THE HIV AND A.I.D.S. EPIDEMIC. IN TWO ENERGY THE LGBTQ INDIVIDUALS WHO HAD AN IMPACT ON HISTORY. LOCALLY, NATIONALLY, AND INTERNATIONALLY. FOR SOME, PRIDE IS SOMETHING THAT IS CELEBRATED ONCE A YEAR DURING THIS MONTH. FOR OTHERS, IT IS EVERY DAY OF THEIR LIFE. CELEBRATING PRIDE IS MORE THAN A MONTH-LONG FESTIVITY. IT IS A POWER AFFIRMATION OF OUR EXISTENCE, OUR RESILIENCE , AND OUR CONTRIBUTIONS TO SOCIETY.

IT OFFERS VISIBILITY TO THOSE WHO MAY FEEL ISOLATED AND FOSTER A SENSE OF COMMUNITY AND BELONGING. PRIDE IS IMPORTANT TODAY BECAUSE DESPITE THE SUCCESSES ACROSS THE NATION, THE COMMUNITY STILL FACES CHALLENGES ROOTED IN INEQUITY AND DISCRIMINATION. FOR EXAMPLE, HERE ARE SOME HEALTH DISPARITIES FACED BY THIS COMMUNITY. TWO THIRDS OF THE LGBTQ+ PEOPLE REPORTED NEEDING A MENTAL HEALTH SERVICE OVER THE PAST TWO YEARS, COMPARED TO FOUR IN 10 OF NON-LGBTQ+ PEOPLE. SURVEYS REGULARLY FIND THAT THE COMMUNITY, THE LGBTQ COMMUNITY, PEOPLE ARE MORE LIKELY THAN NON-LGBTQ MEMBERS TO EXPERIENCE MENTAL CONDITIONS SUCH AS DEPRESSION AND ANXIETY, WHICH CAN RESULT FROM ONGOING EXPERIENCES OF DISCRIMINATION, STIGMA, AND VIOLENCE. THE LGBTQ COMMUNITY ARE MORE LIKELY THAN THEIR NON-LGBTQ APPEARS TO HAVE LOWER INCOMES. WITH 44% OF THE LGBTQ COMMUNITY EARNING LESS THAN 200% OF THE FEDERAL POVERTY LEVEL. THAT IS ABOUT 13,000 PER YEAR IN 2022 FOR AN INDIVIDUAL. COMPARED TO 36% OF THE NON-LGBTQ+ COMMUNITY. THIS CAN HAVE AN IMPACT ON THEIR ACCESS TO HEALTHCARE. A SMALLER SHARE OF THE LGBTQ COMMUNITY HAS PRIVATE INSURANCE AT 59%.

AND MORE HAD MEDICAID COVERAGE, WHICH MEANS THAT THEIR INCOME IS LOWER. THEN IN THEIR NON-LGBTQ COUNTERPARTS. THESE CHALLENGES CAN BE CORRECTED BY ORGANIZATIONS, SUCH AS THE COMMISSION CELEBRATING DIVERSITY WHEN OPPORTUNITIES ARISE. AGAIN, TO EXPAND ON THAT, IT IS NOT JUST PRIDE THEY ARE CELEBRATING. WE CELEBRATE BLACK HISTORY MONTH, SPANISH IS HERITAGE MONTH. YOU ALL TAKE THESE OPPORTUNITIES TO RECOGNIZE AND HONOR DIVERSITY. YOU ARE HELPING SITUATIONS SUCH AS THIS. BUT WE THOUGHT MAYBE YOU WOULD FIND IT INTERESTING, WHEN WE LOOK AT ALL OF OUR CASES AND WHAT WE HAVE DONE HERE IS PULL OUT THE STATISTICS WERE CASES THAT HAD SOME SORT OF ADJUDICATION.

SOMETHING THAT HAPPENED IN COURT AS A RESULT. YOU WILL SEE THAT WHEN WE LOOK AT ALL OF OUR CASES AS A WHOLE , ABOUT THE ORANGE PART IF THAT SLIDE IS CONFINEMENT OUTCOMES. SO YOU WILL SEE BETWEEN GETTING TIME SERVED WHICH IS A CONVICTION ON YOUR RECORD, BUT THE NOTE ADDITIONAL SERVICES OR TIME, AND THEN PEOPLE WHO GET COMMUNITY-BASED OUTCOMES , LIKE PROBATION, YOU WILL SEE ABOUT TWO THIRDS OF THE PEOPLE WE HAVE REPRESENTED ARE BACK IN OUR COMMUNITY. AND SO THAT IS A REASON HAVING THIS HOLISTIC STRUCTURE IS REALLY IMPORTANT.

MOST OF THE PEOPLE IN HAYS COUNTY THAT ARE COMING INTO CONTACT WITH THE CRIMINAL JUSTICE SYSTEM ARE BECOMING MEMBERS OF OUR COMMUNITY. AND FOR THIS COUNTY TO BE PROVIDING THE KIND OF SUPPORT THEY ARE THROUGH ORGANIZATIONS LIKE US, I THINK IT IS KEY IN SUPPORTING OUR COMMUNITY AT LARGE. YOU WILL ALSO SEE THAT OF THE CASES WE HAVE BEEN ASSIGNED TO DATE, WE HAVE CLOSED ABOUT HALF OF THEM. SO ABOUT HALF OF OUR CASELOAD IS CURRENTLY PENDING. WE HAVE BROKEN DOWN THE DATA.

AND ON THE NEXT SLIDE WILL BE MISDEMEANORS. YOU WILL SEE AN EXPECTED TREND THAT MORE SERIOUS CASES HAVE MORE PERSONAL OUTCOMES. AND YOU WILL SEE THAT WE HAVE A GOOD NUMBER OF FELONIES THAT WE HAVE BEEN ABLE TO RESOLVE. IN ALL OF OUR GRAPHS, WE HAVE TAKEN OUT ANYTHING THAT WAS NOT A COURT BASED OUTCOME IN OUR CASES. ON OUR MISDEMEANORS HERE , YOU WILL SEE WHY THIS MODEL IS SO IMPORTANT. YOU WILL SEE THAT VERY FEW OF OUR CASES, ONLY 6% HAVE RESULTED IN A CAR SEVERAL OUTCOMES. AND EVERYBODY ELSE IS PART OF THE COMMUNITY. SO I THINK THAT THIS IS WHY HAVING A GOOD SUPPORT SYSTEM AT THE MISDEMEANOR LEVEL MATTERS. I THINK THAT WHAT YOU WILL END UP WITH IS A TEAM LIKE THIS HELPING DISENTANGLE PEOPLE FROM THE CRIMINAL JUSTICE SYSTEM BEFORE THEY ESCALATE INTO FELONIES. AND WITH THE COMMUNITY SUPPORT THAT WE BUILD IN, I THINK THIS IS WHERE THERE COULD BE A LOT OF IMPACT. I KNOW THAT MENTAL HEALTH WAS SOMETHING THAT ALL FIVE OF YOU HAVE GREATLY SUPPORTED . WE HAVE OUR TEAM IN SOME CAPACITY OR ANOTHER HAS WORKED WITH EVERYONE OF YOU TO ADDRESS THE CHALLENGES THAT HAYS COUNTY HAS. WHAT IS INTERESTING ABOUT THIS IS THAT WE INCLUDED IN IT THE PERCENTAGE OF OUR CASES, OF HER MENTAL HEALTH IDENTIFIED CASES THAT ARE ACCEPTED INTO MENTAL HEALTH COURT. THAT IS THAT LIGHTER BLUE PART OF THE PIE CHART. HERE, YOU CAN SEE THAT OF OUR MENTAL HEALTH CASES, 25% OF THOSE CASES HAVE CAR SEVERAL OUTCOMES. AND I THINK THAT THIS IS TELLING ABOUT HAYS COUNTY AND THE JOINT SUPPORT AND EFFORT THERE IS TO NOT USE THE PRISON SYSTEM AS A MENTAL HEALTH FACILITY BY ALL OF THE STAKEHOLDERS HERE. I THINK THIS IS REALLY IMPORTANT FOR US TO RECOGNIZE THAT WE ARE WORKING REALLY HARD TOGETHER WITH YOU AND WITH OTHER STAKEHOLDERS IN THIS COUNTY TO MAKE SURE THERE IS ENOUGH SUPPORT SO THAT WE DO NOT HAVE A MENTAL ILLNESS TO PRISON PIPELINE AS STRONGLY AS IT MIGHT EXIST IN OTHER AREAS. WE

PUT THIS ONE IN BECAUSE, REMEMBER WHEN WE FIRST STARTED HERE, A LOT OF OUR CLIENTS WERE NOT GOING TO BE FROM HAYS COUNTY. FOR A COMMUNITY-BASED PUBLIC DEFENDER'S OFFICE, THAT PROVIDES ADDITIONAL CHALLENGES WHEN WE HAVE CLIENTS NOT LIVING IN THE COUNTY. WE WANTED TO SHOW YOU THAT WE HAVE SEEN SOME TRENDS, 56% OF OUR CASES ARE HAYS COUNTY RESIDENCE.

EVERYBODY ELSE IS NOT . AND WE BROKE OUT FOR YOU IS IS THE FOUR BIGGEST COUNTIES AROUND US. AND IT IS EXPECTED. BAER, CALDWELL, AND WILLIAMSON COUNTIES ARE WHERE A LOT OF OUR CLIENTS ARE COMING FROM. A LOT OF THE OTHERS ARE COMING FROM ELSEWHERE YOU CAN IMAGINE AROUND THE COUNTRY AND AROUND TEXAS. BUT ONLY 56% OF OUR CLIENTS ARE ACTUALLY PART OF

THIS COMMUNITY. >> SO THIS IS, IN TALKING ABOUT CONNECTIONS WITH THE COMMUNITY, OUR TEAM HAS DONE A GREAT JOB OF FORGING RELATIONSHIPS WITH ALL DIFFERENT TYPES OF SERVICE PROVIDERS IN THE COMMUNITY. THIS CAN BE EVERYTHING FROM EDUCATION, EMPLOYMENT, MEDICAL, MENTAL HEALTH, AND THIS IS JUST A GEOGRAPHIC DEPICTIONOF THAT. NOT ALL OF THEM, IT IS NOT EXHAUSTIVE. BUT IT IS JUST AN EXAMPLE. WE WILL SHOW A LIST ON THE NEXT SLIDE OF DIFFERENT CONNECTIONS THAT A TEAM HAS MADE THROUGHOUT THE COUNTY. AGAIN, THIS IS A LIST THAT BREAKS IT DOWN INTO CATEGORIES HERE. AGAIN, IT IS AN EXAMPLE OF THE WRAPAROUND SERVICES WE ARE ABLE TO HELP OUR CLIENTS WITH. WE ARE NOT JUST LOOKING AT WHAT IS HAPPENING IN THE COURT ROOM. BUT WHEN THEY ARE DONE WITH THE CASE, WE WANT THEM TO BE SUCCESSFUL IN THE COMMUNITY. AND SO REFERRING THEM, CONNECTING THEM, GUIDING THEM, IT IS PART OF THAT

PROCESS. >> YOU KNOW, WE JUST SHOWED YOU COMMUNITY CONNECTIONS WE HAVE MADE. THAT IS EVERYBODY FROM JOB CORPS WHO IS HERE TODAY. WE HAVE MADE CONNECTIONS WITH THRIFT STORES WHO ARE WILLING TO HELP OUR CLIENT 'S. IT HAS BEEN AMAZING THE AMOUNT OF SUPPORT WE HAVE GOTTEN FROM THE COMMUNITY. I WANT TO JUST TALK ABOUT IT. AS WE LOOK AHEAD, AS WE HAVE BEEN GIVING AN OVERVIEW OF OUR FIRST YEAR, YOU KNOW, PART OF WHAT WE ARE WANTING TO DO IS TO REALLY INCREASE THE ACCESS TO JUSTICE HERE IN THIS COUNTY. I THINK WE HAVE A REALLY GOOD START ON THAT. AND WE WOULD LIKE TO SEE FULFILLMENT OF THIS HOLISTIC MODEL. WE ALREADY HAVE YOUR SUPPORT IN APPLYING FOR THE GRANT FOR THE SPECIALIZED MENTAL HEALTH TEAM. WE ALSO WANT TO BUILD OUT CIVIL LEGAL RESOURCES FOR OUR CLIENTS. WE RECOGNIZE THAT PEOPLE'S PROBLEMS DO NOT STOP AT THEIR CRIMINAL CHARGES. AND WE IDENTIFY THAT IN MULTIPLE WAYS, INCLUDING CIVIL RESOURCES. WE LIKE TO IDENTIFY MORE UPDATES FOR THE MENTAL HEALTH COURT. I KNOW A FEW WEEKS AGO WHEN JUDGE BROWN PRESENTED, SHE HAD TALKED ABOUT THAT. AND WE BELIEVE IN THE MENTAL HEALTH COURT AS WELL. WE ARE HEAVY PARTICIPANTS IN THAT SETTING. AND WE WOULD LIKE TO BE PART OF IDENTIFYING EVEN MORE CANDIDATES TO BUILD A MORE ROBUST PROGRAM. I THINK THAT CORTEZ THE POTENTIAL HELP FOR A LOT OF PEOPLE. THE PICTURES WE HAVE BEEN INCLUDED HERE, OUR FIRST TRAINING FOR THE LOCAL DEFENSE BAR, AND WE ARE PLANNING ON CONTINUING MORE OF THOSE TO PROVIDE THEM FREE AND CONTINUING LEGAL EDUCATION. SO THAT THEY CAN FULFILL THEIR REQUIREMENT FOR THE STATE BAR. AND THEN ALSO TO HAVE RESOURCES THAT ARE SPECIFICALLY FOCUSED ON PRACTICING IN HAYS COUNTY.

AND SO WE ARE EXCITED ABOUT PROVIDING MORE OPPORTUNITIES FOR OUR LOCAL BAR PARTNERS. AND ONE OF THE THINGS WE HAVE NOT

TACKLED YET, BUT WE ARE EXCITED TO WORK WITH OUR TEAM TO TACKLE THIS YEAR, WE WOULD LIKE TO DO COMMUNITY-BASED, NO YOU'RE RIGHT EVENTS, AND START AN EDUCATIONAL CAMPAIGN.

>> SO OUR TEAM TAKES A LOT OF PRIDE IN THEIR WORK. I AM PROUD OF ALL THE WORK AND SUCCESSES THEY HAVE HAD. THERE ARE MANY SUCCESS STORIES FROM THE WHOLE TEAM. THESE ARE JUST TWO THAT WE WANTED TO TALK ABOUT BRIEFLY. WE WILL TALK ABOUT YOLANDA FIRST. THIS IS ONE OF OUR CLIENTS. SHE SPENT OVER 700 DAYS IN CUSTODY DUE TO SIGNIFICANT MENTAL HEALTH CHALLENGES. THERE WASN'T SOME COMPETENCY RESTORATION GOING ON IN THERE AS WELL. AND ULTIMATELY, WE GOT ASSIGNED TO THE CASE AND THE TEAM. AND THEY STARTED WORKING FOR HER, WORKING HARD AND ADVOCATING. AND DOING EVERYTHING WE COULD FROM OUR END TO SHORTEN THE STAY, TO RESOLVE THE CASE, AND TO GET HER THE MENTAL HEALTH SERVICES THAT SHE NEEDED. AND THEY WERE ABLE TO DO THAT. SHE GOT RELEASED. SHE CELEBRATED HER RE-ENTRY WITH -- SORRY. THIS PART. SHE GOT TO SHARE A FAVORITE MEAL FROM PANDA EXPRESS. I LOVE PANDA EXPRESS, SO I CAN RELATE. I SAW YOLANDA RECENTLY, AND SHE IS DOING GREAT. IT IS JUST FANTASTIC TO SEE THAT. SHE IS GETTING THE MENTAL HEALTH SERVICES THAT SHE NEEDS IN THE MENTAL HEALTH COURT. AND SHE IS PROBABLY GENUINELY ONE OF THE SWEETEST PEOPLE THAT HAS COME THROUGH OUR OFFICE. SO IT IS A GREAT SUCCESS. THE SECOND ONE UP THERE, DAVID FACED A FELONY CHARGE THAT HAD BEEN PENDING FOR 18 MONTHS. THERE WERE MULTIPLE HEARINGS THAT HAPPENED, WITHDRAWAL OF HIS ATTORNEY, WE WERE ASSIGNED THE CASE. IMMEDIATELY AFTER TALKING TO HIM AND I TALKING TO OUR TEAM, WE REALIZED THERE WERE SIGNIFICANT MITIGATING FACTORS. INCLUDING PTSD FROM PRIOR MILITARY SERVICE, SO THE TEAM DUG IN. THEY DO WHAT THEY DID BEST, THEY BROUGH THIS INFORMATION TO LIGHT, THEY PUT TOGETHER A PACKET, AND EXTENSIVE PACKETS. AND AT THE NEXT SETTING , IT LED TO A DISMISSAL OF THE CHARGE. THIS IS JUST AN EXAMPLE OF, YOU KNOW, NOT JUST LOOKING AT A ONE-DIMENSIONAL PIECE OF PAPER WHEN WE GET ASSIGNED A CASE, WE GET TO LOOK AT A PERSON. AND WE ARE LOOKING AT HOW WE CAN BRING THAT PERSON'S HISTORY TO LIGHT WHEN WE ARE ADVOCATING FOR THEM. OUR TEAM DOES A GREAT JOB AT THAT.

AND LIZ WAS SO CRIPPLED BY THE BURDEN THAT SHE CARRIES THAT SHE COULD NOT EVEN REACH OUT FOR HELP. AND OUR TEAM WORKED TOGETHER TO IDENTIFY THAT SHE NEEDED HELP. SHE DID NOT NEED US TO GO IN AND FIGHT HER CASE, SHE DID NOT NEED US TO JUST GET HER A DISMISSAL OR MITIGATE THE CASE, SHE NEEDED HELP. AND SHE COULD NOT GET HERSELF TO THERAPY BECAUSE SHE WAS CRIPPLED WITH THE PTSD. AND SO OUR CLIENT ADVOCATE WENT TO CHECK WITH HER. AND FOR THE FIRST FEW SESSIONS, OUR CLIENT ADVOCATE SAT WITH HER AS SHE STARTED GETTING HELP. AND NOW LIZ CAN GO TO THERAPY BY HERSELF AND NOW LIZ IS DOING REALLY WELL. OUR CLIENT ADVOCATE CHECKS ON HER EVERY THREE DAYS TO MAKE SURE SHE IS ON THE RIGHT TRACK. SO WHEN YOU ARE SUPPORTING OUR WORK AND YOU ARE SUPPORTING IN A DS, YOU ARE SUPPORTING US TREATING MARGINALIZED COMMUNITIES AS PEOPLE, AND WITH DIGNITY AND RESPECT. IT IS JUST SOMETHING THAT, UNFORTUNATELY, WHEN IT IS NOT IDENTIFIED AND IT IS NOT ADDRESSED, IT BECOMES A LARGER PROBLE. AND I THINK THERE IS A LOT OF GREAT WORK GOING ON IN THAT AREA IN THIS COUNTY TO DEVELOP RESOURCES AND SERVICES

THE BIGGEST CONCERN I HAVE WITH THE PDO IS, WHAT HAPPENS WHEN THE FEDERAL BANK RUNS OUT? AND WE HAVE NOT TALKED ABOUT IT TODAY. BUT WHENEVER THE ARPA FUNDS RUN OUT, I HAVE TO ENSURE THAT WE CAN MAINTAIN THE QUALITY AND POSITIONS WE ALL HAVE.
