I WANT TO THANK A COURT FOR PASSING A LOWER TAX RATE BUT I WANT TO EMPHASIZE THAT NUMBERS DON'T TELL THE ENTIRE STORY.

IT CAN BE FINANCIALLY DETRIMENTAL TO THE COUNTY TO NOT COMPENSATE AND THIS IS KNOWN AS EMPLOYMENT REPLACEMENT COST.

THIS IS HIRING AND TRAINING SOMEONE.

THIS CAN COST 16% OF AN HOURLY EMPLOYEES SALARY AND 213% OF IS ALE SALARY'S SALARY. THIS CAN BE ASSISTIVE DONE YEAR TO YEAR. IT IS MORE FINANCIALLY RESPONSIBLE TO INVEST IN CURRENT EMPLOYEES.

I WORK WITH MY CURRENT TEAM AND WE TRY TO RECRUIT NEW EMPLOYEES.

I KNOW HOW THEY WORK TIRELESSLY AND TRAIN TO THE STANDARDS AND BEYOND OF THE STATE. THE EMPLOYEES I HELP MANAGE ARE LIKE EVERY DEPARTMENT IN THIS COUNTY.

MY HOPE IS THAT THE COMMISSIONERS COURT WILL ADOPT A PLAN TO PROVIDE A YEAR-TO-YEAR PLAN TO RECOGNIZE THE CONTINUED DEDICATION AND TALENT OF OUR EMPLOYEES.

THE U.S. LABOR BUREAU REPORT A 4.5 PERCENT INCREASE IN EMPLOYEE WAGES FROM LAST YEAR. I HOPE THIS ENCOURAGES YOU TO HAVE MORE CONVERSATIONS WITH ONE ANOTHER AND FOR MORE EMPLOYEES TO FEEL COMFORTABLE TALKING TO A COURT.

I HOPE TO LOOK FOR MORE REPRESENTATION IN ALL BACKGROUNDS IN MATTERS OF COMPENSATION.

AFTER ALL I KNOW ALL THE AGENDA ITEMS HAVE BEEN DECIDE AND THE PROTESTS TO THE CONTRARY ARE VIRTUALLY USELESS BUT I DECIDED AT LEAST ONE PERSON NOT ON THE TAKE NEEDS TO REPRESENT THE PEOPLE OF HAYES COUNTY. GROWTH IN HAYES DOES NOT PAY FOR ITSELF. THEORETICALLY IT COULD IF CORPORATIONS WERE NOT GIVEN SUCH GENEROUS REBATES IS AND TAX ABATEMENTS THAT ARE UNAVAILABLE TO THE AVERAGE CITIZEN.

MR. SOUTH TEXAS, IS ACTUALLY PART OF THE WASHINGTON'S BIRTHDAY CELEBRATION AND IT IS A UNITY EVENT BETWEEN OUR NEIGHBORS IN NORTH MEXICO AND COMMUNITY OF LAREDO. THEY MEET IN THE MIDDLE OF THE BRIDGE AND HAVE A CELEBRATION. IT'S AN AMAZING EVENT.

I'VE BEEN PRIVILEGED TO BE PART OF IT IN A FEW TIMES.

I DON'T KNOW HOW TO PUT THIS. PICKING WINNERS AND LOSERS OVER EMPLOYEES ON WHETHER OR NOT THEY CAN GET HEALTHCARE IF THEY CHOOSE TO STAY WITH US FOR CAREER BECAUSE WE DON'T HAVE A SET POLICY IN PLACE AND THAT'S THE BIGGEST CONCERN I HAVE.

JAIL STANDARDS RECOMMEND HOLDING APPROXIMATELY 10 PERCENT OF THAT OPEN LEAVING OUR ACTUAL CAPACITY TO 368 THE DAILY AVERAGE WAS 552 WITH PEAK THAT'S 564.
