I LIVE ON THE TRAVIS COUNTY SIDE OF THE LINE ABOUT THREE MILES AWAY FROM WHERE THE SH-45 CONNECTER IS GOING TO BE GOING THROUGH AND AS I BEGAN TO STUDY THIS ISSUE, ONE OF THE THINGS I'M CONCERNED ABOUT WAS THE AIR POLLUTION CONSEQUENCES.

I OWN THREE RENT HOUSES HERE IN HAYS COUNTY IN THE KYLE AREA AND I HAVE NOTICED THE ENORMOUS GROWTH IN TERMS OF WAREHOUSING ALONG THAT HIGHWAY AND IN THE AREA AND AS I BEGAN TO LOOK AT 45, I SAW THERE WERE A NUMBER OF PROPERTIES BEING SOLD FOR INDUSTRIAL OR WAREHOUSING ANTICIPATING THAT GROWTH, WHICH IS FINE, BUT THE KEY THING IS UNLESS WE ARE THOUGHTFUL ABOUT IT, THE AIR POLLUTION THAT WOULD COME FROM THAT KIND OF A WAREHOUSING FACILITIES COULD WELL PUSH THE ENTIRE CAPITAL AREA INTO NONATTAINMENT, NOT JUST FOR OZONE BUT FOR FINE PARTICLES. AS YOU KNOW, THE EPA HAS NOW DEVELOPED SOME TOUGHER LIMITS IN TERMS OF STANDARDS FOR FINE PARTICLES, PM 2.5 AND IN MY RESEARCH LAST NIGHT, I FOUBD THE PROPOSED RANGE ISFOUND THE PROPOSED RANGE IS BETWEEN 9 AND 10 AND THE CAPITAL AREA IS ABOUT 9.5 SO WE COULD BE PUSHING OURSELVES WITH ADDITIONAL EXPANSION INTO A SITUATION OF NON-ATTAINMENT. THE GOOD NEWS IS THERE ARE WAYS TO SIGNIFICANTLY MITIGATE THAT, AS I THINK YOU ARE ALL AWARE THERE'S A TREMENDOUS PUSH BOTH BY THE BIDEN ADMINISTRATION BUT THE AUTOMOBILE AND TRUCKING MANUFACTURERS TOWARD ELECTRIFICATION. THERE ARE BILLIONS OF DOLLARS OF FEDERAL MONEY AND HUNDREDS OF MILLIONS OF STATE MONEY TOO INSTALL THE TECHNOLOGIES NECESSARY TO BUILD OUT THE INFRASTRUCTURE NECESSARY TO CHARGE ELECTRIC TRUCKS AND PARTICULARLY ELECTRIC TRUCKS BECAUSE THEY'RE SIGNIFICANTLY MORE POLLUTING MORE THAN AN AUTOMOBILE AND RUN SIGNIFICANTLY MORE. THOSE GRANT ROUNDS ARE BEGINNING TO OPEN UP RIGHT NOW. ONE OF THE THINGS I WOULD URGE YOU ALL TO DO IS TO TAKE A LOOK AT IT.

IT'S NOT JUST HIPPIES OR RICH FOLKS FROM NORTH DALLAS DRIVING ELECTRIC VEHICLES ANYMORE. IT'S WALMART, AMAZON, PEPSICO, H-E-B OPERATING WELCOME VEHICLES.

HAYS FIRE DEPARTMENT AND MANY, MANY OTHERS FOR EXTINGUISHING THE HILLIARD ROAD FIRE WITH NO LOSS OF LIFE OR HOUSES.

SOME PEOPLE WERE CONCERNED ABOUT THE LACK OF NOTIFICATIONS THEY RECEIVED FROM THE COUNTY ABOUT THE FIRE.

JONES SAID, BECAUSE THERE WERE NO HOMES AT RISK AND NO EVACUATIONS IN PLACE, THE COUNTY DID NOT SEND OUT A NOTIFICATION TO RESIDENTS ABOUT THE FIRE, UNQUOTE.

ELMER AND DORIS JACKSON LIVE NEAR HILLIARD.

"THERE WERE PLUMES OF BLACK, BLACK SMOKE." DORRIS SAID.

I HAVE COMMENTED HERE SENT INTO THE HAYS COUNTY OFFICE OF EMERGENCY. I'M SO GLAD THERE'S TERRIFIC COORDINATION. THEY WERE ABLE TO QUICKLY SPOONED TO THIS FIRE AND SAVE HOMES AND LIVES.

THE ONLY ACCESS IS ON PRIVATE PROPERTY.

THEY WERE ALL COMPLAINING THAT THEIR ATTORNEYS WERE NOT SHOWING UP, THE ATTORNEY AIN'T CALLING BACK.

ALL KINDS OF ISSUES. I KNOW THIS COURT SET UP A BOARD AND YOU HAD MEETINGS TO DISCUSS ALL THESE ISSUES, PRE-TRIAL SERVICES AND ALL THAT, THE PUBLIC DEFENDER'S OFFICE.

I WAS IN THERE, WALKED INTO A COURTROOM AND THERE'S A GENTLEMAN IN THERE WHO HAS BEEN IN JAIL 3500 DAYS, THAT'S THE WHAT THE JUDGE SAID. THAT'S SIX YEARS.

HE'S BEEN THERE ACCUSED OF A CRIME WAITING FOR HIS DAY IN COURT. THAT'S ILLEGAL.

LAST TIME ONE OF THE GUYS WHO CAME UP HERE, AN ATTORNEY, I HAVEN'T SEEN HIM, HE WAS TALKING ABOUT THE ACLU, THOSE ARE CIVIL RIGHTS VIOLATIONS. I DON'T KNOW WHEN Y'ALL ARE GOING TO GET TIRED OF LAWSUITS BUT IF YOU LOOK AT THE TEXAS ASSOCIATION OF COUNTIES, THERE ARE A LOT OF LAWSUITS GENERATED OUT OF THIS COUNTY FOR LOTS OF THOSE THINGS, VIOLATION OF CIVIL RIGHTS. MR. CYRUS GRAY, DEMONTE ANDERSON, DJ. HE'S STILL LOCKED UP BECAUSE HE CAN'T AFFORD THE BOND. THEY DID IT BECAUSE THEY LOVE OUR 0,600.

THE RECOMMENDATIONS ARE NOTABLE IN PART FOR SUGGESTED OPPORTUNITIES TO COLLABORATE WITH HUMAN AND SOCIAL SERVICES. THEY DON'T MAKE SPECIFIC RECOMMENDATIONS ABOUT HOW OR WHAT TO OFFER.

IN THE FIRST THREE MONTHS, WE HAVE COMPLETED A NEEDS ASSESSMENT REVIEW, HIRED A MARKETING COMMUNICATIONS MANAGER WHO STARTED YESTERDAY, DEVELOPED AN INITIAL SOCIAL MEDIA STRATEGY TO GUIDE HER FIRST 60 DAYS, DEVELOPED A COMMUNITY ENGAGEMENT TIME LINE AND FRAMEWORK, DEVELOPED A FORMAT FOR THE COMPREHENSIVE PROGRAM PLAN AND BEGIN DRAFTING IT.

I KNOW THIS PROJECT SEEMS MASSIVE BUT WE HAVE CREATED SOME OF THE SYSTEMS NEEDED TO APPROACH THIS IN A THOUGHTFUL WAY AND LAID DOWN THE PROGRAMMING TO ESTIMATE THE BUDGET AND STAFFING NEEDS, TOO FIND THE EXISTING GAPS AND SYNTHESIZE THE FEASIBILITY STUDIES TOO THEN CREATE THAT PROGRAM PLAN. IT'S AN EASY WAY OF SUMMARIZING THE NECESSARY PROGRAMS NEEDED TO FULFILL THE COMMUNITY FOCUSED, LIFE-SAVING GOALS FOR THIS PROGRAM.

SOME TARGETED ARE SPAY/NEUTER, IMPROVED ACCESS TO MICRO CHIP AND PET IDENTIFICATION RESOURCE. SAFETY NET PROGRAMS, WAYS TO KEEP AT-RISK ANIMALS OUT OF THE SHELTER AND WITH THEIR FAMILIES THROUGH RESOURCES AND SUPPORT, DOUBLING DOWN ON RETURN TO HOME EFFORTS FOR CATS AND DOGS AND CREATING A LARGE SCALE FOSTER PROGRAM WHICH WILL HELP REDICE LENGTH OF STAY IN THE SHELTER, IMPROVE HEALTH OUTCOMESCE LENGTH OF STAY IN THE SHELTER, IMPROVE HEAUCE LENGTH OF STAY IN THE SHELTER, IMPROVE HEALTH OUTCOMES FOR PETS AND GET LOST PETS BACK HOME AND ADOPTABLE PETS INTO HOMES FASTER.

IN ADDITION TO SUMMARIZING THE PROGRAMS AND HOW THEY WILL BE IMPLEMENTED, THE COMPREHENSIVE PROGRAM PLAN BUILDS ON THAT ASSESSMENT TO ESTABLISH THE GOALS, OBJECTIVES AND MEASURES FOR THOSE PROGRAMS. WE'RE TRYING TO USE DATA TO BETTER UNDERSTAND WHAT PEOPLE AND PETS NEED IN OUR COMMUNITY SO WE CAN DEVELOP AND SCALE THE PROGRAMS APPROPRIATELY.

I THINK IT'S IMPORTANT TO NOTE, WHILE I KEEP TALKING ABOUT MAKING GOOD DATA-DRIVEN DECISIONS, WE NEED THE COMMUNITY FEEDBACK TO GET THAT INPUT AS TO NEEDS, DESIRES AND EXPECTATIONS FOR A PET RESOURCE CENTER SO IT IS WITH THOSE TWO THINGS IN MIND THAT GUIDE THE DEVELOPMENT OF OUR ENGAGEMENT FRAMEWORK.

THIS MONTH WE HAVE STARTED DEVELOPING A COMMUNITY VALUES AN NEEDS SURVEY AND DEMOGRAPHIC ANALYSIS TO EXPLORE THE VALUES AND NEEDS OF THE PUBLIC AROUND THE CARE OF PETS IN THE COMMUNITY. THE SURVEY QUESTIONNAIRE IS BEING DEVELOPED BY AN EXTERNAL RESEARCHER WHO HAS SENSORY EXPERIENCE AND SURVEY DESIGN, A DOCTORATE IN PUBLIC ADMINISTRATION AND FAMILIARITY WITH THE FIELD OF FAMILY SERVICES. SIMILAR SURVEYING HAS BEEN DONE WITH THIS CONSULTANT AND A GOAL IS TO TRY TO GET REPRESENTATIVE INPUT FROM ALL THE PRECINCTS IN HAYS COUNTY AS TO WHAT AN ANIMAL SERVICES ORGANIZATION SHOULD LOOK LIKE AS WELL AS BETTER UNDERSTAND WHERE THERE ARE GAPS GEOGRAPHICICALLY TO HELP KEEP P SAFELY AT HOME.

SURVEYS SHOULD GIVE US INFORMATION THAT WE WILL THEN USE TO PLAN AGENDAS FOR COMMUNITY MEETINGS AND HELP US HAVE MORE MEANINGFUL CONVERSATIONS.

THE GOAL FOR THAT SURVEY CREATION, IMPLEMENTATION AND THE ANALYSIS IS THE END OF SEPTEMBER, SO I HOPE TO BE COMING TO YOU IN ABOUT THREE MONTHS WITH SOME INSIGHTS AND WHAT WE HAVE LEARNED FROM THAT. THIS FALL WE'LL PLAN AND HOST AT LEAST ONE COMMUNITY MEETING IN EACH PRECINCT.

I ENVISION THERE BEING MORE, BUT, AS I SAID, WE ARE COMMITTED TO HEARING FROM EVERYONE. THE AGENDAS WILL BE CRAFTED BASED ON THE INPUT FROM SURVEYS AND KEY STAKEHOLDERS AND WE'LL ALSO USE THOSE MEETINGS TO GET INPUT ON THE MEETING IDEAS THAT WE HAVE DEVELOPED. MY BIGGEST CONCERN, WHEN THE INITIAL ANALYSIS CAME OUT IS THE FACT THAT THERE WAS NEVER ANY USER ENGAGEMENT WITH THOSE COMMUNITIES ON THE EAST SIDE AND NONE ON THE WEST SIDE I CONTINUE TO HAVE THAT CONCERN.

WE'RE A COUNTY THAT'S FAR FLUNG AND WE HAVE SO MANY DIFFERENT NEEDS THROUGHOUT THOSE AREAS AND KNOWING THAT THOSE ARE THE FOLKS AT TIMES WHO HAVE GREATER NEED AND GREATER DISTANCE TO TRAVEL TO TRY TO ADDRESS SOME OF THESE ISSUES SPECIFIC TO THEIR PETS, IT MAKES IT VERY DIFFICULT TO BE SUPPORT I HAVE OF SOMETHING THAT ISN'T AS ALL-INCLUSIVE AS IT SHOULD BE IN MY VIEW.

THAT'S A BIG CONCERN FOR ME. THE OTHER CONCERN? LOOKING AT THE OVERALL TIME LINE WE, AS FAR AS THE DELIVERABLES FOR WHAT WE ARE TALKING ABOUT ON THAT OUTREACH, YOUR CALENDAR HAS AN END DATE OF MARCH OF NEXT YEAR AND WE HAVEN'T GOT MAYBE A THIRD OF THE WAY THROUGH IT BUT ONE OF THE TALKING POINTS IS ALREADY WE NEED TO EXTEND IT ANOTHER YEAR.
