HAYS COUNTY'S BOND RATING ROSE FROM DOUBLE A TO DOUBLE A PLUS STANDARD & POORS FINANCIAL SERVICES LLC RECENTLY ANNOUNCED. HAYS COUNTY STATED THAT STANDARD & POORS REPRESENTATIVES MET WITH COUNTY REPRESENTATIVES INCLUDING THE HAYS COUNTY BUDGET OFFICE DIRECTOR, TREASURER AND GENERAL COUNSEL DURING A MEETING ON OCTOBER 19TH. IT IS A HUGE ACCOMPLISHMENT FOR HAYS COUNTY AND SPEAKS VOLUMES TO THE INVESTOR COMMUNITY REGARDING THE TRAJECTORY OF THE COUNTY AND ITS HISTORICALLY STRONG FINANCIAL AND MANAGEMENT PRACTICES.

SAID DAN WE GOMILLER MANAGING DIRECT AT PUBLIC FINANCE INCORPORATED, ADDING THAT DOUBLE A PLUS IS ONE RATING BELOW THE HIGHEST POSSIBLE MARK FROM STANDARD & POORS.

HAYS COUNTY AUDITOR ALONZO SAID THE COUNTY YINTD AN IN DEPTH REVIEW OF CURRENT FINANCIAL REPORTED, ARE BACKGROUND INFORMATION AND FORECASTING DURING THE OCTOBER 19TH MEETING. THE COUNTY SAID THE DOUBLE A PLUS RATING REFLECTS ITS VIEWS OF ITS ROBUST FAST-GROWING ECONOMY, WHICH WILL LIKELY SPUR GROWTH IN THE COUNT'S DEMOGRAPHIC THAT UNDERPIN THE ABILITY OF FUND SERVICE AND INFRASTRUCTURE EXPANSION.

LET ME INTERRUPT RIGHT HERE. WHAT THEY'RE SAYING IS THEY SPECULATE THAT COUNTY GROWTH WILL CONTINUE GROWING AT THE RATE IT'S BEEN THE GROWING, ALTHOUGH, WE'RE ENTERING A RECESSION RIGHT NOW AND THERE'S A GOOD POSSIBILITY THAT THE GROWTH WILL SLOW DOWN.

BUT BASICALLY WE ARE SPECULATING THAT THIS IS GONNA CONTINUE. ALL RIGHT.

WELL EMBEDDED POLICIES AND PRACTICES THAT THE MANAGEMENT UTILIZE TO GUIDE ITSELF BUDGETING AND FORECASTING PROCESS, MULTI-YEAR SURPLUS IS COUPLED WITH VERY STRONG EQITY -- ACQUITITY AND RESERVE AND HIGH DEATH LOAD, PROTECT INFRASTRUCTURE INVESTMENTS BUT SET BY MANAGEMENTABLE COMPENSATION AND OTHER BENEFITS. THE COUNTY STATED THAT AN INCREASED RATING MEANS IMPROVED RATES ON ANY FUTURE BOMBS, GIVES COUNTY COUNCIL PEACE OF BEHIND AND IS A SOURCE OF PRIDE THOSE INVOLVED IN MANAGING THE COUNTY'S FINANCE.

THIS HIGH RATING INCREASE A PRESS TEAMINGIOUS HONOR FOR THE COUNTY.

THE REALITY OF TEXAS ELECTION LAW IS THAT FOR THE REMAINING BALLOT -- REQUIRE AS BALLOT APPLICATION UNDER BALLOT CARE ARIER ENVELOPE. IF ONE OF THOSE IS MISSING, YOU CANNOT HAVE A VALID VOTE. UNFORTUNATELY, COMMISSIONER, I HAVE TO TELL YOU THAT YOU WERE ASSAULTED IN YOUR GOOD FAITH. THE BOARD SHOULD HAVE COUNTED NOT ONLY VOTES, BUT THEY SHOULD HAVE COUNTED THE VOTES ALONG WITH THEIR VALUED APPLICATIONS AND ENVELOPES.

IF THEY WOULD HAVE COUNTED ALL OF THE VALIDS BY MAIL FROM ALL PRECINCTS, THEY WOULD HAVE FOUND A VERY DIFFERENT PICTURE, NAMELY 1,852 LESS APPLICATIONS AND BE 774 LESS ENVELOPES THAT THE TOTAL ABSENTEE VOTES CERTIFIED BY THE COUNTY. 1,180 APPLICATIONS FOR INDIVIDUALS THAT VOTED IN PERSON AND NOT ABSENTEE. 415 APPLICATIONS FROM INDIVIDUALS THAT DID NOT VOTE 170 APPLICATIONS FOR VISIT THAT'S RIGHT WERE NOT IN ALLOWED TO VOTE. 26 REJECTED APPLICATIONS FROM INDIVIDUALS THAT BOLTED.

1,019 DUPLICATE APPLICATIONS. 62 DUPLICTE AND/OR UNSIGNED ENVELOPES.

IN ADDITION THEY WOULD HAVE ALSO FOUND THAT 1,299 INDIVIDUALS WHO VOTED ABSENTEE HAD POTENTIALLY INVALID VOTES FOR NOT COMPLYING WITH THE TEXAS ELECTION CODE. THEY WOULD HAVE ALSO HAVE FOUND 543 APPLICATIONS THAT DO NOT HAVE A MATCHING ENVELOPE. THEY WOULD ALSO HAVE FOUND 4,576 ENVELOPES THAT DO NOT HAVE A MATCHING APPLICATION. IN SUMMARY, THEY WOULD HAVE CONCLUDED FROM THE INFORMATION RECEIVED THAT 6,039 INDIVIDUALS HAVE VOTED ABSENTEE IN THE 2020 ELECTION DID SO WITHOUT A VALID APPLICATION AND/OR ENVELOPE. THAT WOULD BE AROUND 1,750 VOTES. THAT REPRESENTS 48.5% OF THE TOTAL ABSENTEE VOTES OF THE NOVEMBER 2020 ELECTION. I'M OFFERING THESE NUMBERS BECAUSE THAT IS EXACTLY WHAT WE RECEIVE FROM THE COUNTY WHEN WE AUDIT ALL OF THE APPLICATIONS AND ENVELOPES FROM THE 2020 ELECTION. AND WITH THE GROWTH IN THIS COUNTY YOU COULD SUPPORT YOUR OWN MOBILE CRISIS OUTREACH TEAM.

SO WE'RE HAPPY TO HAVE MUCH MORE DISCUSSION THAT AND WHAT THAT WOULD COST.

THIS AGAIN IS FOR PEOPLE WITH SERIOUS MENTAL ILLNESS LIVING IN THE COMMUNITY, TO HAVE PEOPLE BE ABLE TO DO COMMUNITY-BASED CARE AND MEET PEOPLE IN THEIR HOMES OR IN DIFFERENT PLACES IN THE COMMUNITY AND TO HELP THEM WITH NAVIGATION OF THE SYSTEM A LOT OF TIMES IN THE URBAN AREAS THIS IS CALLED AN ASSERTIVE COMMUNITY TREATMENT TEAM, BUT WE THINK IN HAYS COUNTY THAT YOU COULD DO WELL WITH AN INTENSIVE CASE MANAGEMENT TEAM, WHICH WOULD BE

LESS EXPENSIVE, AND HAVE MORE FLEXIBILITY IN HOW IT'S OPERATED AND THE OTHER PIECE I THOUGHT I WOULD HIGHLIGHT IS THE FACILITY OPTIONS. IS THERE ANYTHING THEY EVER LOOK AT OR SAY WE'VE REACHED A CERTAIN AMOUNT OF PEOPLE IN THESE AREAS, THERE'S THE DEMAND, WE WOULD, EVEN IF IT WAS MATCHING FUNDS FROM THE COUNTY OR SOMETHING LIKE THAT -- I GUESS IN GENERAL, THE CONTEXT OF THIS THIS TOPIC IS THAT STATE OF TEXAS HAS DECIDED FOR WHATEVER REASON NOT TO FUND MENTAL HEALTH SERVICES AT A THREAFL WE ARE HAPPY WITH, WHICH IS WHY WE'RE HAVING THIS CONVERSATION AND MANY OTHERS AT THE SAME TIME. AND THE STATE OF TEXAS HAS PICKED UP THE BILL. I'M NOT SAYING I'M THAT PESSIMISTIC ABOUT IT BUT IT SEEMS THAT THERE'S A HUGE GAP HERE OF HOW THE STATE PROVIDES FUNDING FOR THESE TYPE OF SERVICES, WHICH HAS TRADITIONALLY BEEN STATE FUNDED, IF THE COUNTY DECIDES WE'RE GOING TO TAKE IT ON, HOW DO WE ENSURE THAT WE'RE INVESTING WITH OUR LOCAL TAX DOLLARS AND BEING USED FOR OUR CITIZENS AND THOSE THAT PAY TAXES HERE IN HAYS COUNTY. I GUESS IT'S AN OVERALL -- I KNOW YOU CANNOT ANSWER THAT IN ONE SENTENCE BUT AS WE'RE GOING THROUGH THIS, WE KNEW WE WERE GOING TO FIND ALL SORTS OF NEEDS, MULTIPLE NEEDS, LAYERS OF NEEDS AND THERE WILL BE RESOURCES OF ALL SOURCES TO MAKE A REALITY. I JUST WANT TO MAKE SURE THAT OUR CITIZENS ARE THE ONCE THAT ARE BEING SERVED FIRST OR THE STATE NEEDS TO DO WHAT THEY'RE SUPPOSED TO DO TO HELP US.

BUT THERE IS A POPULATION, AND A POVERTY FACTOR THAT GOES INTO ALLOCATION OF NEW MONEY.

AND SO WHEN THE LEGISLATURE APPROPRIATES NEW MONEY FOR COMMUNITY MENTAL HEALTH, THE LARGER POPULATION GROWTH AND HIGH RATE OF POVERTY, THAT'S PART OF OF THE FORMULA ON THE ALLOCATION. AND THEN THEY ALSO LOOK AT THE AVERAGE DOLLARS THAT HAVE BEEN INVESTED IN THE COUNTY COUNSEL FOR THAT LOCAL MENTAL HEALTH AUTHORITY AND WHETHER OR NOT THAT'S AT AN AVERAGE ACROSS THE STATE OR BELOW AND ABOVE. SO THERE IS SOME OF THAT IN FOR NEW MONEY. THE APPROPRIATIONS AROUND THE FACILITIES HAS BEEN TRADITIONALLY HANDLED SEPARATELY. SO THERE'S OFTEN BEEN A RIDENER THE BUDGET THAT WILL SAY X AMOUNT OF DOLLARS TO BUILD A FACILITY IN MIDLAND.

THE LEGISLATURE HAS BEEN VERY INTERESTED BECAUSE OF THE WAIT LIST TO GET INTO THE STATE

HOSPITAL IN REGIONAL AND COMMUNITY BASED SOLUTIONS. THEY'RE DOING THAT PARTLY THROUGH THE PRIVATE PSYCHIATRIC BED FUNDING THAT GOES TO LOCAL MENTAL HEALTH AUTHORITY AND WE'VE TALKED ABOUT THAT IN THE REPORT. HILL COUNTRY RUNS OUT OF THAT MONEY EVERY YEAR BEFORE THE END OF THE YEAR, BUT ABOUT 40% OF THOSE DOLLARS ARE GOING TO HAYS COUNTY RESIDENTS. THERE'S A POSSIBILITY I THIS THAT THAT'S ONE OF THE AREAS WHERE AS LOCAL ELECTED OFFICIALS YOU COULD BE HAVING CONVERSATIONS ABOUT THE STATE ABOUT THE NEED FOR THOSE TYPES OF FUNDING WHERE YOU COULD PURCHASE BEDS LOCALLY.

IF YOU WERE TO BUILD A FACILITY, I THINK SOME OF THAT MONEY COULD BE USED TO BUY BEDS IN THAT FACILITY, WHERE AS RIGHT NOW FOR HAYS COUNTY RESIDENTS, HILL COUNTRY'S BUYING BEDS IN AUSTIN AND SAN ANTONIO. WITH THAT -- THOSE FUNDS. AND THEN THERE'S ALSO BEEN -- THE LEGISLATURE HAS IN SOME CASES APPROPRIATED FUNDS TO BUILD THE FACILITY LIKE THE ONE IN COMEL. BUT THERE'S ALSO FACILITY IN OPERATIONS, AND SO SOMETIMES IT'S A MIX OF FUNDING. SO I THINK PART OF THIS -- PART OF THE DECISIONS TO BE MADE BY THE COURT IS WIVE THESE THINGS DO YOU WANT TO GO TO YOUR LEGISLATIVE DELEGATION WITH AND SAY THESE ARE THE NEEDS WE HAVE IN THE COUNTY AND WE WANT TO PARTNER WITH THE STATE ON FUNDING NOSE AND WHAT DOES THAT LOOK LIKE. THERE ARE IN MANY OF THE FACILITY-BASED -- THE LOCAL GOVERNMENTS ARE PUTTING IN SOME FUNDING BUT NOT FUNDING ALL OF IT. AND SO I THINK THERE'S A LOT OF DIFFERENT WAYS THAT YOU CAN SLICE THAT, BEING PREPARED WITH DATA, WHICH IS PART OF WHAT WE TRY TO PROVIDE YOU SO THAT YOU CAN MAKE THE CASE FOR WHAT THE COUNTY NEEDS AND THEN HAVE THOSE DISCUSSIONS ON WHAT PART OF THAT IS FUNDED BY THE COUNTY AND WHAT PART THAT IS FUNDED BY THE STATE.

I VOLUNTEER AT THE SAN MARCOS REGIONAL ANIMAL SHELTER AND HAVE SEEN FIRSTHAND HOW COMMUNITY CATS ARE EFFORTLESSLY IMPACTED BY THEIR IMPOUNDMENT IN THE KENNEL FOR A PROLONGED PERIOD OF TIME. BUT I THINK THAT THAT LIST IS ABOUT AS DETAILED AS ONE THAT I'VE SEEN BECAUSE WE WERE VERY FOCUSED ON THIS PROJECT. BUT TO BID, YOU KNOW, THAT TYPE OF A PROJECT, AND I DON'T EVEN KNOW WHAT THE SECOND LOW BID WAS, WE COULD PROBABLY GET THAT -- FIND THAT OUT, WHEN THIS WAS BID.

I KNOW THERE WERE MULTIPLE BIDDERS. BUT, YOU KNOW, IT COULD BE LESS THAN WHAT THE SECOND BID WAS EVEN AFTER CHANGE ORDERS, I WOULD SUSPECT IT APPLY BE.

IT'S JUST THOSE BIDS ARE COMING IN BASED ON WHAT WE SAY HE DESIGN IS, AND IF WE CHANGE THAT FOR GOOD REASONS, THEN WE COULD EXPECT THAT THERE MAY BE SOME CHANGE ORDERS.

THIS WEEK'S INMATES WERE HOUSED IN THE FOLLOWING COUNTIES... MY HOPE IS THAT WE CAN START CONSOLIDATING THESE TO MORE NEARBY FACILITIES SINCE WE JUST RENEWED BLANCO'S, SINCE WE HAVE 1,000-BED FACILITY AND COMEL, I MEAN, WITH VERY OPTIONS, BUT THEY DON'T NEED TO BE SO FAR AWAY. DURING THE MONTH OF OCTOBER 2022, THE COUNTY JAIL TRUSTEES WORKED A TOTAL OF 5238 HOURS AT THE RATE OF $12 AN HOUR FOR A SAVINGS OF $62,000.
