[00:10:04]

HAVING NEVER DONE THIS, I'M PROBABLY ILL PREPARED BUT I DID WANT TO SPEAK TODAY ABOUT THE HAYS COUNTY ROADS.

IN PARTICULAR, WINDY HILL WHICH I SEE IS AGENDA ITEM NUMBER 3. VERY GLAD TO SEE THAT.

PALOMINO ROAD, GO FORTH ROAD, ROADY ROAD OR ROAD ROAD, NOT SURE HOW TO PRONOUNCE THAT.

WE CALL IT RODEY ROAD. THEY'RE EMBARRASSING.

MY SISTER CAN'T COME VISIT ME BECAUSE THE ROAD IS SO BAD. IT MAKES HER NAUSEATED IN THE CAR. I FEEL LIKE MY KIDS CAME FROM WASHINGTON STATE TO VISIT ME, AND WERE AMAZED AT HOW BAD THE ROADS ARE. AND TOLD ME THEY FELT LIKE THEY WERE IN A THIRD-WORLD COUNTRY.

I'VE BEEN THROUGH THE BACK ROADS OF KENTUCKY WHICH IS A POOR STATE, AND OURS ARE WORSE.

SO I JUST WANTED TO BRING THAT TO OUR ATTENTION AND I WOULD CHALLENGE YOU TO DRIVE DOWN WINDY HILL ROAD TO PALOMINO ROAD TO GO FORTH ROAD ALL THE WAY TO HIGH ROAD OR GO BACK AND GO THE OTHER WAY TO RODEY ROAD AND DRIVE IT. SEE HOW BADLY THOSE ROADS ARE MAINTAINED. I'M SORRY TO BRING THIS TO YOUR ATTENTION. I WISH IT WEREN'T SO.

THANK YOU VERY MUCH. >> JUDGE BECERRA: THANK YOU VERY MUCH. AND I WANT YOU TO KNOW THAT'S EXACTLY WHY WE'RE HERE.

SO THANK YOU FOR YOUR COMMENTS.

PLEASE, WE APPRECIATE THAT. THAT CONCLUSION OUR PORTION ON PUBLIC COMMENTS. I WILL LET YOU KNOW THAT TODAY IS THE FIRST DAY WITH A FULL COURTROOM THAT WE'RE ACTUALLY GOING TO USE OUR TECHNOLOGY FOR VOTING, ETC.

SO IT MIGHT BE A LITTLE CHOPPY AT FIRST BUT THAT'S OKAY. ALL GOOD THINGS START OFF A

[00:30:02]

SIGNIFICANT AND IF IT'S NOT LASTING WE'RE WASTING OUR BREATH. SO THANK YOU FOR WHOEVER HELP ARTICULATE THAT THOUGHT.

WELL DONE. WOULD SOMEONE LIKE TO APPROACH THE PODIUM AND SPEAK ON THIS AGENDA ITEM? PASTOR, IF YOU WOULD PLEASE STATE YOUR NAME AND TITLE

FOR THE VIEWING PUBLIC. >> GOOD MORNING, COMMISSIONERS, MY NAME IS PASTOR JOHNA BANBURY,F THE DUNBR HERITAGE ASSOCIATES. AND I'M GRATEFUL FOR THE READING OF THE PROCLAMATION. IT'S A HISTORICAL DOCUMENT IN AND OF ITSELF THAT DOCUMENTS THE HISTORY OF CELEBRATIONS HERE IN HAYS COUNTY AND THE HISTORY OF JUNETEENTH AND WHAT WE DID LEAVE OUT IS THAT JUNETEENTH IS NOW A FEDERAL HOLIDAY THAT WAS MADE A FEDERAL HOLIDAY ON LAST YEAR BY PRESIDENT JOE BIDEN.

WE'RE CELEBRATING JUNETEENTH.

THE DUNBAR HERITAGE ASSOCIATION IS CELEBRATING FATHERS, FAMILY AND FREEDOM. WE REALIZE JUNETEENTH IS A SIGNIFICANT HOLIDAY WE WON'T BE HERE IF WE WERE NOT ABLE TO CELEBRATE OUR FATHERS AND THE CONTRIBUTIONS BLACK MEN HAVE MADE OVER THE DECADES AND CENTURIES IN THE UNITED STATES IN KEEPING THEIR FAMILIES TOGETHERS.

SO WE WANT ALL FAMILIES OF ALL RACES TO COME OUT AND CELEBRATE THIS DAY WITH US. WE HAVE SOME GREAT ACTIVITIES LINED UP. BUT I DON'T STAND HERE ALONE. I STAND HERE IN COLLABORATION WITH MANY OTHER ORGANIZATIONS ACROSS HAYS COUNTY THAT WILL BE CELEBRATING JUNETEENTH AS WELL. JEAN TEEN FOUNDATION WILL BE CELEBRATING JUNETEENTH ACCORDING TO THE INFORMATION THEY'VE ALREADY SHARED. I BELIEVE THEY'RE GOING TO BRING SOMEONE UP TO TALK ABOUT WHAT THEY'RE DOING BUT WE'VE REPRESENTATIVES FROM THE KALLA BOOS WHICH WAS ALSO MENTIONED IN THE PROCLAMATION THEY'LL BE CELEBRATING AND THE CITY OF KYLE AND THE CITY OF BUDA WE'VE REPRESENTATIVES HERE. SO IT IS TRULY GOING TO BE A COUNTY WIDE CELEBRATION AND A FULL WEEKEND OF ACTIVITIES WE HOPE EVERYONE IN THE COUNTY WILL TURN OUT FOR EVERY EVENT FOR EACH DAY OF THE WEEKEND FROM FRIDAY, GOING ALL THE WAY INTO MONDAY.

WE'LL ALSO HAVE A JUNETEENTH RUN OF THE DUNBAR HERITAGE ASSOCIATION STARTING AT 7:30.

INFORMATION IS ON THE WEBSITE WHICH IS D. H. A. S.

M. T..COM. MORE INFORMATION ABOUT WHAT WE'RE DO SOMETHING ON THE WEBSITE.

>> JUDGE BECERRA: SO ELOQUENTLY DONE.

THANK YOU SO MUCH. >> GOOD MORNING.

I WANT TO TALK ABOUT THE CAKE AUCTION.

I'VE BEEN DOING IT FOR SCHOLARSHIPS FOR ABOUT 50 YEARS. AND WE DO THE CAKE AUCTION ON THE 17TH OF JUNE AT THE ACTIVITIES CENTER FROM 5:00 TO 7:00. HOPE YOU CAN COME OUT.

ANYONE THAT WANTS TO BAKE A CAKE, HOME MADE CAKE.

WE APPRECIATE IT. SO I'VE BEEN DOING THIS FOR 50 YEARS. OF THE THANK YOU.

[APPLAUSE] >> JUDGE BECERRA: IF IT WAS

-- >> IF IT WAS NOT FOR MISS BROOKS AND WE HAVE SEVERAL OTHER MENTORS HERE AS WELL AS MISS BANBURY SAID SHE GOT A WHOLE SPREAD THROUGHOUT THE COUNTY AND THIS MONTH IS A VERY, VERY IMPORTANT MONTH FOR JUNETEENTH AS A FEDERAL HOLIDAY.

BEHIND ME I HAVE A LOT OF MENTORS THAT HAVE BEEN INVOLVED IN JUNETEENTH WITH THEIR DIFFERENT ORGANIZATIONS. ONE OF THE MOST IMPORTANT ONCE WHICH ALL OF THEM ARE IS THE UNITY WALK.

I HAVE, I'M SORRY, MISS BARRETTE BAINS HERE IS GOING TO TELL YOU A LITTLE BIT ABOUT THE UNITY WALK WHICH IS IMPORTANT THAT WE'VE ADDED OR AMONGST OTHER THINGS THAT MS. BANBURY MENTIONED BUT THE MENTORS LIKE MRS. BROOKS, THEY ARE RETIRED.

ALVIN HOUGHT IS ALSO HERE. THESE ARE THE MENTORS THAT WE HAVE LOOKED UP TO TO, TO FORESEE AND CARRY US THROUGH THE YEARS OF JUNETEENTH AIL OF IT IS IMPORTANT BUT THOSE MENTORS ARE THE ONES THAT HAVE SEEN THE HISTORY OF WHAT JUNETEENTH IS REALLY ALL ABOUT.

WHY GOOD MORNING, I HAVE THE PRIVILEGE OF PASSING THE

[00:35:02]

PAST TORRING THE BETHEL CHURCH.

ON THE 18TH THERE WILL BE A UNITY WALK.

IT'LL KICK OFF AT 8:30. IT'S JUNE.

IT'S TEXAS. IT'S HOT.

IT'S 8 POCK -- 8:30, BUT UNITY IF IT'S GOING TO HAPPEN, BRINGING PEOPLE TOGETHER FOR THE COMMON GOOD, IF IT'S GOING TO HAPPEN IT NEEDS TO START OR IT SHOULD PROBABLY START WITH THE CHURCH, LAW ENFORCEMENT. CITY LEADERSHIP.

EDUCATORS AND FOLKS THAT ACTUALLY SAY THEY LOVE UNITY. MOST AMERICANS RECOGNIZE FREEDOM ON JULY 4TH BUT EVERYBODY WAS NOT FREE ON JULY 4TH. THAT CAME ON JULY 19TH, I MEAN JAUNT 19TH AND THAT BEING SAID THE THOUGHT OF BRICKING RACIAL RECOGNITION TOGETHER.

RED, YELLOW BLACK AND WHITE COME TOGETHER FOR THE SAKE THAT SAN MARCOS IS NOT ONLY A PLACE WHERE YOU CAN HAVE A GOOD LIFE BUT ALSO BE A MODEL FOR OTHER COMMUNITIES ON HOW UNITY IS LOOKED AT. SO WHETHER FREEDOM, MOST AMERICAN RECOGNIZE FREEDOM ON JULY 4.

OTHERS DO IT ON JUNE 19 THIS THE HOPE THAT WILL BE 2, 3 WEEKS A MONTH UNITY CAN BE A PART OF WHAT YOU DO.

WE ENCOURAGE YOU TO MEET US THERE AT 8:00 ON THE 18.

WE'LL WALK FROM THE CROSSWALKS OF M. L. K. AND L. B. J. DOWN TO THE DUNBAR CENTER WHERE THERE WILL BE A SHORT RECEPTION BUT IT'S THE INTENT TO SHOW WHOEVER IS WATCHING AND MAKE IT KNOWN IN SAN MARCOS THAT WE'RE ONE

CITY. >> JUDGE BECERRA: BEAUTIFULLY SAID. THANK YOU VERY MUCH.

>> COMMISSIONERS, JUDGE, I WANT TO THANK YOU Y'ALL VERY MUCH. EVERY YEAR WE'RE UP HERE WITH A LITTLE SPEECH ON JUNETEENTH.

WITH YOU ALL TAKING THE TIME HAVING US TO COME TO COMMISSIONERRERS COURT AND EXPRESS THE IMPORTANCE OF THIS GREAT HOLIDAY HISTORY MEANS A WHOLE LOT WITHIN THE CITY AND COUNTY. THANK YOU.

>> JUDGE BECERRA: THANK YOU, SIR.

IF YOU PLEASE STATE YOUR NAME AND TITLE FOR THE VIEW

BE PUBLIC. >> YES, DEXTER CITY COUNCIL MEMBER. I THANK YOU FOR THE TIME TODAY. I'LL KEEP THIS WE HAVE.

I WANTED TO GIVE A COUPLE OF PLUGS ABOUT WHAT WE'RE DOING IN THE CITY OF KYLE FOR JUNETEENTH.

WE DO HAVE KYLE MARKET DAYS WHICH START AND WILL GO THROUGH OCTOBER. THIS MONTH'S IS THEME IS JUNETEENTH SO WE HOPE YOU COME AND CELEBRATE WITH US.

FROM 9:00 TO 2:00 WILL BE THE PROGRAM AS WELL AS WE'LL BE HAVING OUR 6TH INSTALLMENT.

IT'S CRAZY FOR ME TO IS EVEN SAY THAT OF THE DIALOGUE FOR PEACE AND PROGRESS. WHICH I MODERATE FOR THE CITY OF KYLE. IF YOU'VE NOT SEEN THERE OR BEEN EXPOSED TO THAT ON THE CITY OF KYLE YOUTUBE CHANNEL YOU CAN WATCH THE FIVE PREVIOUS ONES.

WE STARTED THE FIRST ONE TWO YEARS AGO AFTER MANY DIFFERENT INSTANCE THAT IS HAPPENED ACROSS OUR COUNTRY IN 2020 AND WE BASICALLY, THE COMMUNITY IS ON THE DAIS. I MODERATE IT AND WE'VE DISCUSSION BOSTON SOME OF THE MOST DIFFICULT AND TOUGH TOPICS BUT THE IDEA IS FOR US TO GET TO KNOW EACH OVER.

HAVE CONVERSATIONS ABOUT DIFFICULT TOPICS AND LEARN FROM EACH OTHER. ONE EVER THE REASONS FOR THIS IDEA IS FROM ONE OF MY HEROES DOCTOR KING SAID PEOPLE FAIL TO GET ALONG BECAUSE THEY FEAR EACH OTHER. THEY FEAR EACH OTHER BECAUSE THEY DON'T KNOW EACH OTHER. THEY DON'T KNOW EACH OTHER BECAUSE THEY HAVE NOT COMMUNICATED WITH EACH OTHER. THAT IS THE POINT OF THE DIALOGUE FOR US TO COMMUNICATE WITH EACH OTHER AND SEE THAT WE HAVE A LOT MORE IN COMMON THAN WE HAVE DIFFERENT. THANK YOU FOR OUR LEADERSHIP, COUNTY. ON THIS EVENT AND OTHERS TO EXPRESS THE DIVERSITY AND HOW POWERFUL THAT IS TO HAVE A DIVERSE COMMUNITY AND HOW MUCH MORE SUCCESSFUL WE CAN BE WHEN WE RECOGNIZE THAT. THANK YOU.

>> JUDGE BECERRA: THANK YOU. DR. BANBURY IT'S CUSTOMARY FOR US TO TAKE A MIXTURE -- PICTURE.

IF YOU WOULD ALL PLEASE COME UP EVERYONE WHO WANTS TO BE IN A PICTURE WITH THIS PROCLAMATION.

THE JAIL'S DAILY AVERAGE WAS 684 AND PEAK WAS 690 OBJECT OSH ON JUNE 3, 2022. I WAS READING ON AHEAD.

THE ESTIMATED COST FOR OUTSOURCING INMATES THIS WEEK WAS 116,910. THAT'S A LOT OF MONEY.

THIS INMATES WERE HOUSED IN BLANCO COMAL, FORT BEND, CRIMES, LEE, MAVERICK AND RED RIVER.

THANK YOU, SHERIFF FOR THE REPORT.

WHILE THE SCENE IS POPULATING, THE MIKES ARE ON ONE OF THE ITEMS THAT WE TOOK A LOT OF TIME ON, RIGHTFULLY SO AND VERY WELL DESERVE AND VERY WELL DISCUSSED WAS COUNTY CLERK'S OFFICE. WE AS A COURT PASSED AN AGENDA ITEM TO REEVALUATE COUNTYWIDE ALL POSITIONS, THE GRADES, MAY, INCLUDING ELECTED OFFICE.

SO THAT IS, IT SEEMS LIKE, AN ETERNITY AWAY BUT IT'S AS EARLY AS SIXES WEEKS AWAY FROM US SEEING INFORMATION FROM THAT DOCUMENTATION AND THAT EFFORT FROM THE CONTRACT THAT'S IN MOTION ON THE ASSESSMENT, COUNTYWIDE ASSESSMENT OF OUR OFFICES. BUT WE ARE GOING TO CONTINUE TO WORK AT DEVELOPING THE PLAN THAT THE COUNTY CLERK HAS PRESENTED TO US WITH GREAT EFFORT.

MUCH HAS BEEN DONE. WE'VE CONSUMED AND DIALOGUED FOR A LONG TIME ABOUT IT AND WE'RE NOT 100% ON THE EXACT COURSE OF ACTION. BECAUSE OF THAT THE LAST THING WE WANT TO DO IS BE HASTY.

BUT WE'RE VERY COMMITTED TO ADDRESSING THE CONCERNS OF THE COUNTY CLERK'S OFFICE. WE'VE ASKED THE BUDGET OFFICE TO HELP US ARTICULATE SOME FINANCIAL IMPLICATIONS NOT ONLY WITH THE COUNTY CLERK'S OFFICE BUT THE RIPPLES BECAUSE WE'VE MORE THAN 1,000 EMPLOYEES.

HOW WE'LL IMPACT OTHER OFFICES, WHETHER WE WANT TO OR NOT. IN ADDITION WE WILL BE BRINGING THIS BACK TO COURT IN TWO WEEKS AND WE INTEND AS A COURT TO TAKE ACTION IN TWO WEEKS.

THAT IS OUR STRONGEST COMMITMENT THAT WE CAN

LEGALLY PROVIDE. >> IS THERE INFORMATION WE NEED TO PROVIDE YOU IN THE INTERIM?

>> WE CAN DISCUSS FURTHER LATER.

THANK YOU SO MUCH FOR YOUR CONTINUED COMMITMENT AND EFFORT TO EVERYONE THAT WAS HERE, TO OSCAR, TO -- YES, I'M THINKING EVERYONE THAT IS, I MEAN EVERYONE THAT HAS BEEN IN THIS SPACE WORKING ON IT, IT'S A TOUGH THING WE'RE FACING NOT ONLY AS A GOVERNMENT BUT AS A STATE AND AS A COUNTRY. THERE IN RANCHO 12 WEST OF SAN MARCOS.

THE CITY OF SAN MARCOS WILL BE CONSIDERING A 380 I BELIEVE THIS EVENING. AT THE CITY COUNSEL THIS.

IS A VERY EXCITING PROJECT, MANY OF YOU HAVE SEEN WHAT'S HAPPENING IN THE AREA, TOWN AND THIS IS GOING TO PROVIDE AN AMAZING OPPORTUNITY FOR JOBS, COMMERCIAL DEVELOPMENT, AND THIS COMMUNITY I BELIEVE.

THIS WILL BE A GREAT PARTNER WITH HAYS COUNTY AND SAN MARCOS SO WE'RE A LOOKING VERY FORWARD TO THIS.

A FEW THINGS, THAT WILL BE ONE OF THE LARGEST IF NOT THE LARGEST FILM PRODUCTION STUDIO IN THE UNITED STATES.

THE VALUE ADDED ESTIMATED TO BE $4 MILLION IN LAND DEVELOPMENT, ALMOST 107 IN VERTICAL CONSTRUCTION AND ALMOST $45 MILLION IN PERSONAL PROPERTY.

INCENTIVES WILL BEGIN IN 2025 AND RUN THROUGH 2029.

AGAIN I WANT TO THANK THE PARTNERS, THE PARTNERSHIP FOR EVERYTHING THEY'VE DONE ON THIS PROJECT TO BRING THIS HERE TO US TODAY. AND WELCOME.

>> JUDGE BECERRA: ABSOLUTELY RIGHT.

THAT IS SUCH A WELL SAID STATEMENT.

THE LARGEST IN THE COUNTRY. THAT IS WORTHY OF REPEAT.

COMMISSIONER, AND THE COMMISSIONER ALSO SAID A 380 AGREEMENT. WHAT THAT IS IS THE 380 IS THE CITY'S VERSE, 381, IS THE COUNTY'S VERSION OF THESE AGREEMENTS WITH THE DEVELOPMENT.

AS YOU HEARD, MANY, MANY MILLIONS OF DOLLARS ARE BEING INVESTED IN OUR COMMUNITY.

WHAT DOES THAT MEAN TO YOU? HOW DO THAT IS IMPACT US? WELL, WE AS A COURT JUST PASSED -- I SAY JUST BUT WE'RE ALREADY STARTING THE NEXT BUDGET CYCLE A 33-YEAR-OLD LOW TAX RATE. WHY THESE TYPES OF PROJECTS ARE IMPORTANT IS BECAUSE THEY HELP NEW DEVELOPMENT HELPS TO PAY FOR THE THINGS THAT WE HAVE GROWN ACCUSS MANY TOED TO PROVIDING, RECEIVING, EXPECTING.

AND SO THIS IS A HUGE, HUGE CONTRIBUTION TO OUR TAX BASE AND TO OUR COMMUNITY. SO I COULDN'T BE PORSCHESISTIC ABOUT THIS -- ENTHUSIASTIC AND IT'S RIGHT BY MY HOUSE WHICH IS REALLY COOL.

THANK YOU VERY MUCH. IT'S MAGNIFICENT.

>> JUDGE BECERRA: THAT IS THING THAT, FEW THINGS THAT I HEAR IN EXECUTIVE SESSION PUNCH ME IN THE ESOPHAGUS AND TAKE THE BROUGHT OUT OF ME AND HEARING THAT WE'RE IN THIS CONVERSATION REALLY DID THAT TO ME.

IT'S ABSOLUTELY HORRIBLE IN MY HEAD TO THINK THIS IS WHERE WE ARE. IT'S COMPLETELY AGAINST ALL THE THINGS I BELIEVE IN IT AND I'M SO GRATEFUL THAT I'M HEARING ALL THE INNER WORKINGS OF HOW WE'RE HERE AND THERE ARE SOME SPACES OF COURSE, THERE ARE WHERE WE CAN IMPROVE. AS A COUNTY, BUT NO FINGER POINTING SPECIFICALLY, BUT I KNOW THAT WE HAVE MANY GREAT THINGS IN THE MOTION IN WORKS.

PUBLIC DEFENDERS OFFICE AMONG OTHER THINGS AND OF COURSE AS THE FASTEST GROWING COUNTY IN THE NATION POPULATION OVER 100,000, WE'RE NOT DOING IT FAST ENOUGH NO MATTER HOW FAST WE DO IT BUT I WANT TO THANK YOU, COMMISSIONERS, FOR PUSHING FORWARD ON ALL THE FRONTS. I'M HEARING THIS THROUGH THE LENS I'M SPEAKING THIS THROUGH THE LENS OF EXECUTIVE SESSION CONVERSATIONS AND ALL OF THE CONVERSATIONS I'M PRIVY TO. I KNOW THAT THE COMMISSIONERS COURT IS DOING THEIR LEVEL BEST TO NOT HAVE A US HERE AND HAVING THOSE TOUGH TALKS AND HAVING THOSE GUT WRENCHING CONVERSATIONS WHERE THERE'S NO HAPPY END AND THERE'S NO WINNER ANY OF THESE THINGS.

SO I FEEL THAT THIS IS WORTHY OF MENTION AS YOU HAVE. I'M DOING MY PART TO SAY THAT NONE OF US ON THIS COURT ARE HAPPY WITH THIS MOTION. NONE OF US ON THIS COURT WANT TO SEE THIS. WANT TO DO THIS INCLUDING THE SHERIFF AND THE CHIEF DEPUTY THAT PRESENTED IT.

THEY WERE RELUCTANT TO EVEN BRING T. IT'S A TERRIBLE PLACE WHERE WE ARE AS A COUNTY AND WE'RE NOT RAY LONE. HAYS COUNTY IS ABSOLUTELY NOT THE ONLY COUNTY PRIMING FOR THIS POTENTIAL.

ALTHOUGH WE'RE NOT THERE RIGHT NOW.

THIS IS IN PREPARATION FOR, TO SET THE STAGE IN CASE AND IN THE EVENT OF BUT CLEARLY HAYS COUNTY IS NOT THE ONLY ONE AS WE'RE TOLD IN EXECUTIVE SESSION THAT'S IN

THE SPACE. >> THAT'S A GOOD POINT TO SAY. WE KNOW THERE ARE POPULATION INCREASES SO WE HAVE IN BE IN A POSITION WHERE WE CAN HANDLE THE DUTIES WE'RE TASKED WITH HANDLING.

I THINK LIKE YOU SAID WE NEED TO COME TOGETHER IN THIS TIME AND WORK ON SOLUTIONS, AS SMALL AS THEY MAY SEEM IN SOMES AREAS, EVERYTHING IS WORTH ALL OF OUR EFFORTS AND THE PARTICIPATION OF EVERYONE INVOLVED IN THE CRIMINAL JUSTICE SYSTEM.

WE HAVE TO CONTINUE TO IMPROVE OF EFFICIENCY TO HOPEFULLY MITIGATE THE NEEDS OF OUTSOURCING.

[01:30:02]

I TOLD YOU K. B. D. I. WAS AT 537.

WE'RE RECENT LORATE 547 WITH THE K. B. D. I.

THERE WAS DISCUSSION ABOUT REACHING THE POSSIBILITY OF THE 575 FOR FIREWORKS. I DON'T THINK THAT WILL BE AN ISSUE AT ALL. IN AN E-MAIL I SENT OUT TO YOU PREVIOUSLY I GAVE YOU GRAPHICS ABOUT TEN HOUR FUELS IF IF YOU REMEMBER THAT.

TEN HOUR FUELS ARE THE SIZE OF ABOUT A QUARTER INCH UP TO ONE INCH. SO THEY, DURING THE WINTER TIME THAT'S WHAT WE LOOK AT FOR BURN BANS AS FAR AS HOW WET THEY ARE OR HOW DRY THEY MAY BE THAT FUEL SIZE.

JUST WANTED TO GIVE YOU SOME REFERENCE.

CURRENTLY TEN HOUR FUELS BASED ON THE DRYING THAT HAS OCCURRED WE ARE NOW DOWN INTO THE 4 TO 10%.

WHICH MEANS THEY ARE DRY DRY DRY WHICH NOW THE GRASSES WILL START. IT'LL CARRY THE FIRE INTO THE HEAVIER FUELS THAT WILL CARRY THE FIRE INTO LARGER FUELS. WITH THAT I'M RECOMMENDING THE BURN BAN BE IMPLEMENTED TODAY.

>> JUDGE BECERRA: I MOVE WE IMPLEMENT A BURN BAN.

>> SECOND. >> JUDGE BECERRA: DO WE NEED TO GIVE ANY DETAILS? PLEASE CALL THE ROLL.

>> I'LL MAKE A MOTOR VEHICLES TO ADJOURN.

I WANT TO CONGRATULATE THE TEXAS STATE BOB CATS ON A REALLY GOOD BASEBALL SEASON. THEY HAD A HARD LOSS BUT A

GREAT SEASON. >> JUDGE BECERRA: THANK YOU.

>> BEFORE YOU ADJOURN I WANTED ON THE BURCH BAN I WANTED TO COMMENT WE'LL PROVIDE OR THE FIRE MARSHAL WILL PROVIDE AN ORDER REFLECTING THAT.

>> JUDGE BECERRA: YOU BET.
