HOW MANY OF US CAN AFFORD TO GO ON VACATION FOR $750 A NIGHT.

YOU HAVE A METAL DETECTOR AND TWO WELL ARMED POLICE OFFICIALS OPERATING IT. SHOULD SOME UNFORTUNATE SOUL MAKE IT PAST THIS OBSTACLE, THERE IS AN ARMED OFFICER AROUND EVERY CORNER. YET THE DA FEELS IT IS NECESSARY TO ADD 255.92 TO THE DEBT BECAUSE HE AFRAID.

>> PROCLAMATION RECOGNIZING LIGHTS OUT HAYS COUNTY MONTHS, WHEREAS LIGHTS OUT TEXAS IS A STATEWIDE INITIATIVE TO RAISE AWARENESS THE RISK LIGHT POLLUTION POSES TO BIRDS TO ASK BUSINESSES, RESIDENTS AND GOVERNMENTS TO TURN OFF NON-ESSENTIAL LIGHTS AT NIGHT FROM MARCH THROUGH JUNE 15TH AND FALL MIGRATION FROM AUGUST 15TH THROUGH NOVEMBER 30TH. WHEREAS, HAYS COUNTY IS JOINING AN INTERNATIONAL LIGHTS OUT EFFORT AND COLLABORATIVE EFFORT ACROSS HAYS COUNTY BY PROPOSING AND IMPLEMENTING A SIMPLE SOLUTION TO DRAMATICALLY REDUCE HAZARDS TO MIGRATING BIRDS, ALLOWING THEM TO SAFELY PROCEED WITH THEIR JOURNEYS DURING CRITICAL MIGRATION PERIODS. MORE THAN ONE BILLION BIRDS DIE ANNUALLY IN THE UNITED STATES, IN COLLISIONS WITH BUILDINGS EACH YEAR, NEARLY 2 BILLION BIRDS TRAVEL THROUGH THE STATE OF TEXAS, MOSTLY AT NIGHT. WHEREAS, LIGHT POLLUTION FROM OUR NON-SHIELDED RURAL AND URBAN LIGHTS, BOTH RESIDENTIAL AND COMMERCIAL, COMBINED WITH THE ENORMOUS BIRD MIGRATION, CREATES A PARTICULARLY HAZARDOUS ENVIRONMENT.

BIRDS ARE IMPORTANT TO THE TEXAS ECONOMY, BIRDING TRAIL ATTRACTS TOURISTS AND LOCAL BIRDERS.

WHEREAS, TURNING OUT NON-ESSENTIAL LIGHTS ALSO PROVIDES ADDITIONAL BENEFITS, SUCH AS REDUCING ELECTRICITY CONSUMPTION, SAVING MONEY AND REDUCING POLLUTION ASSOCIATED WITH POWER PRODUCTION. AND WHEREAS, HAYS COUNTY CITIZENS CARE ABOUT PROTECTING WILDLIFE AND THE ENVIRONMENT, THE LIGHTS OUT PROGRAM SUPPORTS OTHER LOCAL ACTIVITIES, SUCH AS HAYS COUNTY MASTER NATURALIST, THE INTERNATIONAL DARK SKY COMMUNITY DESIGNATIONS, ADULT AND JUNIOR BIRDING CLUBS, HAYS COUNTY FRIENDS NIGHT SKY AND THE DARK SKY COMMITTEE.

THEY WILL HELP HAYS COUNTY QUALIFY FOR GRANTS TO SUPPORT NATURE TOURISM, BENEFITTING OUR LOCAL ECONOMY.

WHEREAS, BIRDS HELP CONTROL THE POPULATION OF PEST, PROVIDE ECOSYSTEM SERVICES, ACT AS BENCHMARKS FOR ENVIRONMENTAL HEALTH, INCREASE LIVEABILITY AND CONNECT PEOPLE OF ALL AGES AND ABILITIES TO THE NATURAL WORLD.

THEREFORE BE IT RESOLVED THAT THE HAYS COUNTY COMMISSIONERS COURT PROCLAIMS, NUMBER ONE, MARCH THROUGH JUNE 15TH, 2022,

TWO, HAYS COUNTY SHALL WORK WITH A COLLABORATIVE TEAM ORGANIZED BY FRIENDS OF THE NIGHT SKY TO PROVIDE INFORMATION TO THE PUBLIC ABOUT THE LIGHTS OUT HAYS COUNTY CAMPAIGN, THE IMPACTS OF LIGHTS ON BIRD MIGRATION AND THE BENEFITS OF REDUCING LIGHT POLLUTION AND ENERGY CONSUMPTION.

ADOPTED THIS, THE 29TH DAY OF MARCH, 2022.

THE PARK BOND THAT WAS NEW THIS YEAR, THAT AS OF SEPTEMBER 30TH, JUST STARTED TO GO UNDERWAY.

WE BROUGHT IN ABOUT 50 MILLION IN BOND PROCEEDS FOR THAT.

AND THEN ALSO THE AMERICAN RESCUE PLAN ACT GRANT ADVANCE OF 22 MILLION. ALL OF THE OTHER FUNDS THAT AREN'T REQUIRED TO BE PRESENTED ON THIS FRONT PAGE ARE REPRESENTED IN THE THIRD MOST COLUMN.

TOTAL REVENUE OF 111 MILLION. THAT IS 85 PERCENT IN PROPERTY TAX FUNDED IN THE GENERAL FUND. TOTAL EXPENDITURES WAS 98.3.

AGAIN, A LOT OF THAT IS RELATED TO OUR PUBLIC SAFETY AND JUDICIAL LAW ENFORCEMENT, MAKE UP A GOOD CHUNK OF THAT.

AS WITH MOST LOCAL GOVERNMENTS. THAT SAID, IF YOU LOOK DOWN AT THE BOTTOM, THIRD LINE UP, THE GENERAL FUND DID BRING IN $11 MILLION IN FUND BALANCE. SO WE STARTED THE YEAR WITH 55.4 AND WE ENDED UP WITH 66.5. A GOOD YEAR FOR THE GENERAL FUND. REALLY ALL THE FUNDS ACROSS THE BOARD HAD A REALLY GOOD YEAR. THE ROAD AND BRIDGE HAD A SMALL DEFICIT OF 732,000. THE ROAD BOND OF 2019 FUND HAD A DEFICIT, BUT THAT IS BECAUSE WE HAVE PROJECTS THAT WE'RE SPENDING THE MONEY ON TO GET THOSE ROAD PROJECTS COMPLETED.

ON THE NEXT PAGE, PARK REVENUE BOND, ARPA FUND ALL HAD POSITIVE INCREASES AS WELL. NEXT PAGE, INTERNAL SERVICE FUND, MEDICAL AND DENTAL FUND. YOU ARE SELF-INSURED.

SO I JUST WANTED TO HIGHLIGHT THE RESTRICTED FOR FUTURE CLAIMS OF 18.1 MILLION DOWN THERE AT THE BOTTOM.

WE DID ENGAGE WITH RAY AND ASSOCIATES FOR A SALARY STUDY OF JUST ELECTED OFFICIALS. SO THE COUNTY HIRED MYSELF, IN 2005, AS A COMPENSATION ANALYST.

I BROUGHT TO THE COUNTY 13 YEARS OF STATE COMPENSATION EXPERIENCE. AND THE COUNTY HAD THE FORSIGHT TO REALIZE THAT THEY NEEDED SOMEONE WITH THAT EXPERTISE AND EXPERIENCE. SINCE THEN, OUR JOB ANALYSIS, JOB DESCRIPTIONS, COMPENSATION STUDIES, MARKET STUDIES HAVE ALL BEEN DONE INTERNALLY. I THINK THIS IS A FABULOUS OPPORTUNITY -- I THINK THIS IS A GREAT OPPORTUNITY FOR THE COUNTY AND PROBABLY A REALLY IMPORTANT NECESSARY TIME AS WE ARE ALL EXPERIENCING EVERYONE, EVERY ENTITY THAT HIRES EMPLOYEES IS EXPERIENCING THE FACT OF LOW UNEMPLOYMENT.

A LOT OF TIMES COUNTIES WOULD USE ONE PERSON AND THEY WILL DO THREE DIFFERENT JOB FUNCTIONS, WHERE WE'VE GROWN AND NEED TO SEPARATE THEM.

SO THE BENCHMARKING PROCESS IS THAT YOU IDENTIFY ABOUT A THIRD OF YOUR POSITIONS AS BENCHMARK POSITIONS.

AND YOU IDENTIFY THEM FROM EACH OF -- WHATEVER YOUR PAY SYSTEM IS, YOU HAVE GRADES OR GROUPS OR JOB FAMILIES, YOU MAKE SURE YOU HAVE REPRESENTATION FROM EACH OF THAT ORGANIZATIONAL STRUCTURE. ME MY USUAL REPORT. JAIL CAPACITY IS 410 INMATES CURRENTLY. JAIL STANDARDS RECOMMENDS HOLDING TEN PERCENT OPEN. DAILY AVERAGE WAS 659 AND PEAK WAS 664 ON MARCH 25TH. ESTIMATED COST FOR OUTSOURCING INMATES THIS WEEK, $107,471. THE AVERAGE NUMBER OF OUTSOURCED MALES IS 209 AND FEMALES 22.

INMATES WERE HOUSED AT THE FOLLOWING COUNTIES, MAVERICK AND RED RIVER. PAPER READY, INMATES.
