SHE EXPLAINED TO ME THAT I MAY STILL APPLY AND QUALIFY FOR HOMESTEAD EXEMPTION. NOW I GOT AN E-MAIL A COUPLE OF DAYS AGO FROM THE CENTRAL APPRAISAL OFFICE SAYING THAT MY HOMESTEAD EXEMPTION FORM, THE FORM WAS APPROVED. I HAD TO CALL TO FIND OUT IF I WAS EXEMPTED OR NOT. I AMEX ELIMINATED.

I'M PLEASED WITH THAT. BUT THIS LANGUAGE IS OUT OF COMPLIANCE WITH THE LAW. THANK YOU VERY MUCH.

FOR IMMEDIATE RELEASE, JULY 8, 2020, ON JULY 8, 2020 HAYS COUNTY SHERIFF GARY CUTLER AND WEST SMELL MET WITH LOCAL LAW ENFORCEMENT HEADS OF THE POLICE DEPARTMENTS AND AGREED TO IMPLEMENT A NEW SITE AND DIVERT PROGRAM.

THE PROGRAM WILL GIVE LAW ENFORCEMENT OFFICERS AN ADDITIONAL OPTION WHEN DEALING WITH CRIMINAL CASES.

RESOLUTION OF HAYS COUNTY COMMISSIONERS IN COURT OF HAYS COUNTY TEXAS IN SUPPORT OF THE PRESERVATION OF THE AFRICAN AMERICAN HOME ECONOMICS BUILDING.

THE COMMISSIONERS COURT MEETING IN REGULAR SESSION ON THE 13 THISTHTH DAY OF JULY 2021 CONSIDERED THE FOLLOWING RESOLUTION: WHEREAS THE DUNBAR HOME ECONOMICS SCHOOL BUILDING IS THE ONLY KNOWN SURVIVING AFRICAN AMERICAN SCHOOL BUILDING IN HAYS COUNTY AND WHEREAS THE HOME ECONOMICS BUILDING IS NOW OWNED BY THE CITY OF SAN MARCOS AND IS DESIGNATED A LOCAL HISTORIC LANDMARK BY THE CITY AND WHEREAS THE HOME ECONOMICS BUILDING WAS BUILT ON THE CAMPUS OF THE PALM SCHOOL ON THE 900 BLOCK OF WEST HOPKINS AND MOVED BETWEEN 1935-1938 TO HOUSE ALL HOME ECONOMIC CLASSES AT THE THEN KNOWN COLORED SCHOOL AND WHEREAS IN 1961, THE COLORED SCHOOL WAS REMAIN DUNBAR SCHOOL DURING THE ERA OF SEGREGATION. IT'S THE ONLY SURVIVING PROPERTY FOLLOWING THE TRAGIC FIRE OF 1986 THAT DESTROYED THE LARGER SCHOOL BUILDING ONLY 3 YEARS AFTER THE SCHOOL'S LISTING ON THE NATIONAL REGISTER OF HISTORIC PLACES. I GREW UP TWO BLOCKS AWAY FROM THE DUNBAR DISTRICT.

I PLAYED IN THE PARK WITH MANY FRIENDS ON THE BASKETBALL COURT AND ATTENDED MANY EVENT IN THE DUNBAR RECREATION CENTER AS WELL AS VOTED ANY TIME WE DUNBAR CENTER.NITY AT THE- I WOULD ENCOURAGE YOU TO PASS THIS RESOLUTION. DUNBAR'S CULTURAL RESOURCES ARE QUICKLY FADING AWAY DUE TO EXTERNAL AND INTERNAL PRESSURES FACING THE CITY OF SAN MARCOS.

MOST NOTABLY THE HIGH-RISE DEVELOPMENTS THAT ARE ENCROACHING FROM DOWNTOWN AS WELL AS AGAINRY KICKS AND -- AGAIN TRIV CAKES. WE HAVE AN OPPORTUNITY HERE TO SAVE ONE OF THE LAST MOST IMPORTANT RESOURCES TO THE EDUCATION OF CHILDREN HERE IN HAYS COUNTY AND TO USE THIS BUILDING AS A TEACHING TOOL.

IT'S CURRENTLY A LOCAL LANDMARK OWNED BY THE CITY OF SAN MARCOS. , I THINK THEY'RE MAKING MOVES AT THIS POINT TO SEE THE BUILDING RESTORED, BUT WHAT IT TAKES IS A VILLAGE TO ACCOMPLISH A LOT IN THIS AREA, ESPECIALLY THIS TIME OF, IN OUR LIVES.

THE ENTIRE DUNBAR SCHOOL WAS LISTED IN THE NATIONAL REGISTER OF HISTORIC PLACES IN 1983.

THAT ALONE EMPHASIZES HOW IMPORTANT IT IS TO RESTORE, PROTECT AND PRESERVE THE ONLY REMAINING BUILDING FROM THAT CAMPUS. NOT ONLY IS THIS THE ONLY REMAINING BUILDING FROM THE DUNBAR SCHOOL IT'S THE ONLY SURVIVING AFRICAN AMERICAN SCHOOL BUILDINGS IN HAYS COUNT I. IF THIS BUILD SOMETHING NOT SAVED ALL FIRST REPRESENTATION OF THE ERA OF SEGREGATED EDUCATION IN HAYS COUNTY WILL BE GONE.

THE DUNBAR SCHOOL IS CRITICAL TO THE AFRICAN AMERICAN COMMUNITY IN SAN MARCOS AND MAINTAINING THIS BUILDING SHOWS RESPECT FOR THE CULTURE AND CONTRIBUTIONS OF THAT COMMUNITY.

AS THE RESOLUTION STATES PRESERVATION MATTERS TO ALL COMMUNITIES. YOUR VOTE TO PROTECT THIS LANDMARK BUILDING EXPHIS THAT HAY COUNTY IS COMMITTED TO DIGNIFYING THE LEGACY OF ALL ITS CITIZENS.

THE COMMISSIONERS IN COURT MEETING IN REGULAR DECISION ON THE 13TH DAY OF JULY 2021 CONSIDERED THE FOLLOWING RESOLUTION: WHEREAS A DEMOLITION REQUEST HAS BEEN SUBMITTED TO THE CITY OF SAN MARCOS FOR THE WADE HOUSE LOCATED AT 218 MARTIN LUTHER KING DRIVE AND WHEREAS THIS PROPERTY WAS PURCHASED BY A LEADER OF THE AFRICAN AMERICAN COMMUNITY AND REMAINED IN THE SECAS FAMILY FOR 40 YEARS AND THE HOME WAS OCCUPIED BY THE DAUGHTER OF ULYSSES AND IS LOCATED ACROSS THE STREET FROM WHICH HE COULD VIEW HIS GRANDCHILDREN IN THE FRONT YARD, AND WHEREAS THE EARLY 20C CENTURY HOUSE IS AN EXAMPLE OF VERNACULAR ARCHITECTURE AND CLASSIFIED AS A HIGH-PRIORITY PROPERTY IN THE TEXAS HISTORIC RESOURCES SURVEY OF 2019, AND WHEREAS THIS HISTORIC HOUSE IS ONE OF THE LAST SURVIVING ORIGINAL BUILDINGS LOCATED IN THE DUNBAR HISTORIC DISTRICT, THE ONLY SURVIVING AFRICAN AMERICAN FREEDOM COLONY IN HAYS COUNTY AND WHEREAS SINCE THE DUNBAR HISTORIC DISTRICT WAS DESIGNATED IN 2003, OVER 25 PERCENT OF THE BUILDINGS WITHIN THE DISTRICT HAVE BEEN DEMOLISHED WHILE THE OTHER 6 HISTORIC DISTRICTS IN SAN MARCOS HAVE WITNESSED NO DEMOLITIONS.

WHEREAS RESOLUTIONS TO SUPPORT THE PRESERVATION OF THE WADE HOUSE WERE UNANIMOUSLY PASSED BY THE AFRICAN AMERICAN HERITAGE COMMITTEE ON JUNE 22, 2021 AND THE HAYS COUNTY HISTORICAL COMMISSION ON JUNE 24TH, 2021, AND WHEREAS PRESERVATION MATTERS TO ALL COMMUNITIES AND SHOULD REFLECT THE DIVERSITY OF THE ENTIRE HISTORY OF HAYS COUNTY THEIR BE IT RESOLVED BY THE HAYS COUNTY JUDGE AND COMMISSIONERS IN THAT THE COMMISSIONERS COURT SUPPORTS THE RESTORATION AND PRESERVATION OF THE WADE HOUSE AND OPPOSES THE DEMOLITION OF THIS HIGHLY SIGNIFICANT AFRICAN AMERICAN RESOURCE IN THE DUNBAR HISTORIC DISTRICT.

PERKINS SO ELOQUENTLY STATED, IT DOES TAKE A UNIFIED COMMUNITY TO GET THINS DONE, AND WE BELIEVE THAT THE OTHER THAN OF THIS PROPERTY HAD NO IDEA OF ITS SIGNIFICANCE TO THE COMMUNITY AND WE BELIEVE THAT DIALOGUE CAN OCCUR AND THAT THERE MIGHT BE ALTERNATIVES TO DEMOLITION.

>> THERE ARE 3. GINGER SALONE WRITES FROM THE TIME WHEN WORLD OF EMANS -- WORD OF EMANCIPATION FINALLY REACHED TEXAS IN 189 5/1865 TO 1920, FORMER SLAVES SOUNDED HUNDREDS OF FREEDOM COLONIES ACROSS TEXAS. AT ONE POINT THERE WERE MORE THAN 557 OF THESE AGRARIAN LAND OWNING SETTLEMENTS.

THE DUNBAR HISTORIC DISTRICT IS THE ONLY FREEDOM COLONY REMAINING IN HAYS COUNTY WITH SURVIVING BUILDINGS.

ALTHOUGH THE DUNBAR NEIGHBORHOOD WAS DESIGNATED AS A HISTORIC DISTRICT IN 2003, DEMOLITION OF THE BUILDINGS WITHIN THE NEIGHBORHOOD HAS CONTINUED AND NOW OVER 25% OF THE BUILDINGS ARE GONE.

THE NEIGHBORHOOD SERVES AS A REMINDER OF THE TENACITY AND PERSEVERANCE OF FORMER SLAVES EXHIBITED IN BUILDING THEIR NEW LIVES AS FREED PEOPLE.

THE FAMILY IS A STRIKING EXAMPLE OF THIS.

ULYSSES IS A WELL KNOWN FIGURE IN LOCAL HISTORY.

HE WAS BORN IN 1864 TO ELIZABETH AND JOSEPH SEVAS FORMER SLAVES, IN 1850 JOSEPH WAS PURCHASED IN A SLAVE MARKET IN NEW ORLEANS BY WILLIAM THOMSON.

ON BEHALF OF THE BURLSONS THE FOUNDER OF HAYS COUNTY.

AFTER BEING RELEASED FROM BONDAGE JOSEPH BELT A HOME AND TRAINED ULYSSES AS A BLACK SMITH.

THE REDISTRICTING ADVISORY COMMISSION, R.A.C.SHALL BE COMPOSED OF 7 MEMBERS WITH EACH OF THE FIVE COMMISSIONERS COURT MEMBERS MAKING ONE RECOMMENDATION CONFIRMED BY VOTE OF THE COMMISSIONERS' COURT ALONG WITH THEIR APPROVAL OF HAYS COUNTY CHAIRS FOR THE REPUBLICAN AND DEMOCRATIC PARTIES. THE R.A.C.WITH ORGANIZATIONAL SUPPORT AND STRUCTURAL GUIDANCE FROM HAYS COUNTY STAFF WILL ESTABLISH ITS OWN OPERATING PROCEDURES IN COMPLIANCE FOR THE CHARTER, AND OPERATE WITH A TWO-PARTY CHAIRS AS CO-CHAIR PERSONS.

ALL MEETINGS WILL BE RECORDED WITH NOTICE OF MEETINGS BEING PROVIDED TO EACH R.A.C.MEMBER AT LEAST 72 HOURS IN ADVANCE. THE R.A.C.SHALL INTERACT WITH THE HAYS COUNTY PROGRAMS MANAGER FOR G.CY. AND MAPPING BY WAY OF ITS CO-CHAIRS. THE CO-CHAIRS SHALL PERIODLY MEET TOGETHER TO DISCUSS MAP PROPOSALS.

THE RESULTS OF WHICH CAN BE BROUGHT BACK TO THE R.A.C.FOR DISCUSSION DURING WORK SESSION.

REALLY THE PURPOSE OF THE PLAN IS TO GUIDE THE DEVELOPMENT OF AND IMPLEMENTATION OF PROJECTS.

IT COULD BE USED BY THE COUNTY AND AGENCIES AND ORGANIZATIONS THAT COORDINATES WITH THE PRESERVE RIGHT OF WAY FOR FUTURE IMPROVEMENTS AND IT ALLOWS, IT'S A TOOL THAT YOU CAN USE TO COLLABORATE WITH OTHER PARTNERS SUCH AS TEXT DOT, CITIES WITHIN THE COUNTY AND EVEN IN SOME CASES SURROUNDING COUNTIES SURROUNDING HAYS. JUST QUICKLY, THE ONLY PURPOSE OF THE SLIDE IS TO TELL YOU THAT WE'VE BEEN AT IT A LITTLE BIT OVER A YEAR. TO START WITH SUMMER OF 2020 WHEN WE STARTED DATA COLLECTION BUT WE'RE AT IT A FEW MONTH EARLIER GETTING OUR HANDS ON DATA AND INFORMATION. WE HAD TWO VIRTUAL OPEN HOUSES AND I'LL TALK ABOUT THOSE IN A SECOND AND HERE WE'RE TODAY PROPOSING THE FINAL PLAN FOR ADOPTION.

THERE IS AS PART OF OUR DATA COLLECTION, WE LOOKED AT A WHOLE BUNCH OF THINGS. I WON'T GO THROUGH THEM.

I WANT TO NOTE AS PART OF OUR DATA COLLECTION AND ANALYSIS, WE LOOKED AT THE TRANSPORTATION PLANS FOR THE CITIES WITHIN HAYS COUNTY AND WE EVEN CHECK THED IN ON THE TRANSPORTATION PLANS WITH THE JURISDICTIONS SURROUNDING THE COUNTY. WE DID SOMETHING FOR THIS PLAN THAT WE DIDN'T DO FOR THE LAST PLAN WHICH WAS WE HAD MEETINGS WITH THE SCHOOL DISTRICTS AND THE EMERGENCY SERVICE DISTRICTS TO GET THEM TO WEIGH IN.

SO THERE WAS A LOT OF THE SAME COORDINATION DONE FOR THE CURRENT PLAN, BUT WE KICKED IT UP A NOTCH AND A HALF, MAYBE BY MAKING SURE WE REACHED OUT TO THE SCHOOL DISTRICTS AND THE E.S.D.'S. WE DID A LITTLE BIT MORE OF A CHECK IN WITH THE COMMUNITIES WITHIN AND OUTSIDE OF THE COUNTY. THE TRANSPORTATION PLAN AGAIN, THESE ARE JUST LISTS OF ALL THE AGENCIES AND ORGANIZATIONS WE COORDINATED WITH, AND I WON'T READ THROUGH THE EXAMPLES OF SOME OF THE RECOMMENDATIONS WE GOT BUT I WANT TO HIGHLIGHT THE LAST ONE ON THE LIST WHICH I FIND MOST INTERESTING IS THE CURRENT PLAN WHEN THERE WAS SORT OF AN INDICATION THAT A NEW ROADWAY CONNECTION MIGHT NEED, THE CURRENT PLAN CALLS IT A NEW FACILITY. WHAT WE FOUND OUT IN TALKING TO PEOPLE THAT SEEMED A LITTLE TOO DEFENDNET WHEREAS THE TECHNICIANS NOTED IT AS A NEW FACILITY TO INDICATE THAT MAYBE A STUDY NEEDED TO BE DONE AND MORE RESEARCH NEEDED TO BE DONE IN FILL IN THE GAP, WHAT WE FOUND WAS CALLING IF A RECOMMENDED CONNECTION WAS A LOT MORE PALATABLE. IT INDICATED THAT COUNTY MIGHT BE LOOKING AT A NEW SEGMENT OF ROAD BUT IT WAS A CONNECTION THAT WOULD NEED TO BE STUDIED A LITTLE BIT MORE BEFORE FINAL DETERMINES WAS MADE.

IT SEEMS LIKE A LITTLE THING BUT THE RECOMMENDED CONNECTION TERM SEEMS TO SIT WELL WITH FOLKS.

SO ONE OF THE THINGS WE'RE RECOMMENDING IS THAT THE COUNTY LOOK AT THE PLAN AT LEAST ONCE A YEAR AND MAKE ANY ADJUSTMENTS TO THE MAP OR TO THE MATRIX.

THE TRANSPORTATION PLAN, THE REPORT INCLUDES EVERYTHING YOU WOULD EXPECT -- EVERYTHING WE LOOKED AT, A DESCRIPTION OF EVERYTHING WE LOOKED AT.

HOWEVER, THERE ARE SOME CONDO REGIMES PARTICULARLY SOME THAT ARE ORIENTED AROUND COMMERCIAL DEVELOPMENTS, SMALLER COMMERCIAL DEVELOPMENT THAT WE REALLY DON'T CARE TO REGULATE LIKE WE WOULD A SUBDIVISION.

SO THIS DEVELOPMENT AGREEMENT IS MEANT TO CARVE THOSE OUT AND SAY, YOU ARE NOT THE CONDO REGIME WE'RE LOOKING FOR. AND WE WILL EXEMPT YOU FROM OUR RULES AS LONG CERTAIN REQUIREMENTS ARE MET.
