[PUBLIC COMMENTS]

THOSE IN THE AUDIENCE WHO HAVE SUBMITTED A PUBLIC PARTICIPATION WITNESS FORM WILL NOW HAVE THREE MINUTES TO SPEAK ON NONAGENDA RELATED TOPICS. UNFORTUNATELY NO ACTION MAY BE TAKEN BY THE COURT DURING THIS TIME WE ARE EXPECTED NOT TO RESPOND.

ANY QUESTIONS WILL BE TAKEN AS RHETORICAL. PLEASE KEEP YOUR COMMENTS CIVIL AND RESPECTSFUL OR YOU'LL FORFEITS THE REMAINDER OF YOUR TIME.

IN THE SPIRIT OF RESPECT PLEADS SILENCE YOUR CELL PHONE. AND BEFORE I FORGET DR. CARDENAS I UNDERSTAND THAT YOU HAVE AN E-MAIL COMMENT FULL PLEASE OPEN US UP WITH THAT.

>> OK THIS COMMENT IS FROM JAMIE. HELLO JUDGE,SERS AND OTHER HAYS COUNTY COLLEAGUES. I HAVE A FEW QUESTIONS ABOUT THE COVID-19 VACCINE DISTRIBUTION AND NUMBER OF DOSES SCHEDULED. ONE, HOW DOES HAYS COUNTY PLAN TO GO SCHEDULING ADDITIONAL VACCINES SINCE SIGNUP GENIUS HAS TECHNICAL LIMITED OF 1500 SLOTS ON THEIR FORM.

PARTNER WITH HAZE RESIDENTS CAN MAKE AN ENTRY INTO A WAIT LIST. REQUEST HHPS TO ADD A FOLD TO THE FORM FOR PERSON TO SELECT COUNTY THIS. SHOULD BE EASY TO DO HAYS COUNTY OFFICIALS CAN EXTRACT COUNTY SPECIFIC DATA REPORTS AND THEN CONTACT THE ELDERLY POPULATION FOR NOT ON SOCIAL MEDIA OR THE INTERNET TO GET THEIR VACCINE AND NOT HAVE TO CHASE ONE DOWN WHICH ENDS UP IN FRUSTRATION FOR THEM. USING A WAIT LIST WILL ALSO ALLOW ALL HAYS COUNTY RESIDENTS TO GET ON THE LIST THAT WOULD ACT AS A SINGLE SOURCE OF TRUTH AND PROVIDE MORE TRUST AND INTEGRITY IN THE PROCESS HAYS COUNTY OFFICIALS CAN PRIORITIZE AND SCHEDULE OFF THE SINGLE TRUTH LIST FREE IN PLACE NOW. I UNDERSTAND A WAIT LIST CAN BE TAUNTING WITH A TEAM IT. CAN BE DONE IF THE DATA IS SLICED AND DICED IN A MANAGER MANNER. I'M MORE THAN HAPPY TO SELECT IT ON THE TEAM.

NUMBER TWO HOW IS HAYS COUNTY VALIDATING APPOINTMENTS FOR THOSE WITH VACCINES FOR GROUP ONE A OR B? HOW IS HAZE GROUNDY TO ENSURE THEY MEET THE STATE SFLOIRMENTS

[00:05:07]

NUMBER THROW. HAYS COUNTY RECEIVED 1200 VACCINES 210 FOR LIVE OAK WHY.

HAVE THE OTHER 540 DOSES NOT BEEN SCHEDULED? WHERE AND WHEN WE CAN EXPECT THE 540 DOSES TO BE RELEASED FOR SCHEDULING? THANK YOU.

>> THANK YOU MA'AM. NEXT UP WE HAVE MR. DAN LYON. >> THANK YOU JUDGE BECERRA AND COMMISSIONER GOOD MORNING. ONCE AGAIN I'M MAKE A PUBLIC INVITATION WITH THE HAYS COUNTY CENTRAL APPRAISAL DISTRICT TO EXPLAIN HOW THEIR NOT VIOLATING SECTION 41.4 B OF THE TAX CODE.

MAY INTENSION IS THEY ARE AND THEY ARE REHENDERING ANY REDRESS BY REQUIRING THE PROPERTY OWNER TO SUBMIT TO AN EXPENSIVE AND TIME CONSUMING BINDING ARBITRATION WHEREBY THE BURDEN OF PROOF IS TRANSFERRED TO THE PROPERTY OWNER. PROPERTY OWNER MUST ALSO FORFEIT THEIR RIGHT TO SUE. IT IS FURTHER MY LEAF THE HAYS COUNTY CENTRAL APPRAISAL DISTRICT IS CLUEDING WITH THE REVIEW BOARD TO DENY THE PROCESS.

THE HAYS COUNTY COMMISSIONER COURT MIGHT NOT BE ABLE TO DO ANYTHING WITH THE APPRAISAL REVIEW BOARD BUT YOU CAN DO SOMETHING ABOUT THE APPRAISAL DISTRICT ARE YOU WILLING TO ROLL THE DICE THAT I DON'T HAVE ENOUGH MONEY IT SUE? I WOULDN'T TAKE THAT BET I'VE TRIED TO BE MORE THAN REASONABLE. LET ME GIVE YOU THE EQUITY REPORT EXPLAINED MODEL FOR DETECTION TAX CODE SECTION 41.43-B.

A PROTEST ON THE GROUNDS OF UNEQUAL APPRAISAL PROPERTY CAN BE DETERMINED ON THE PROTESTING UNLESS THE APPRAISAL DISTRICT ESTABLISHES THAT THREE. THE APPRAISAL IS EQUAL TO OR

LESS THAN THE MEDIUM PROPERTY RAISE SELECTED. >> THE SAME MARKET AREA NEIGHBORHOOD AS THE SUBJECT PROPERTY PREPARED BY SIMILAR QUALITY CLASS SQUARE FOOTAGE KEEP AGE IN MIND. THE CA ADMITS MOST DO NOT KNOW WHEN THE COMPARABLES WERE BUILT.

THEREFORE IT'S IMPOSSIBLE TO COMPARE HOMES BY AGE IN. MY MIND THIS IS FOR Y'ALL AND Y'ALL SHOULD DO SOMETHING ABOUT IT BEFORE I HAVE SOMETHING TO DO BECAUSE IT WILL COST EVERYONE

MONEY THEN. THANK YOU VERY MUCH THE. >> THIS MR. LYON.

WE HAD SIX ORGANIZATION THAT'S REPRESENTED PREDOMINANTLY SAN MARCOS EXPAND AND OPEN UP THE COMMUNITY CENTER OUR BUILDING CAPACITY TO REACH EVEN MORE BY PROVIDING A RESOURCE CENTER THAT SERVINGS AS A TRAINING CENTER THAT CANNOT ONLY BE UTILIZED BY OUR NONPROFIT FAITH PROVIDERS.

WE CALL THEM OUR ACTIVATEORS BECAUSE THEY HELP ACTIVATE STEAM BASED CAMPS IN SCHOOLS THROUGH UT OUR REGION. ALSO WE INVITE ENTREPRENEURS AND THOSE WHO WANT TO SUPPORT THIS INITIATIVE TO UTILIZE OUR SPACE AS WELL. WE'RE LOCATED AT 147 SOUTH GUADELUPE STREET IN THE FORESTER BUILDING AND LOOKING TO OUTREACH TO OUR COMMUNITY.

SO WE'RE BUILDING STEM AND AGRICULTURAL PATHWAYS THAT ARE INFUSED WITH ENTREPRENEURSHIP AND THE ARTS BECAUSE WE RECOGNIZE THE CREATIVITY AND INNOVATION OF OUR REGION.

SO I'M NOT STANDING ALONE TODAY. THIS IS THE SECOND WEEK OF OUR CLASSES.

SOME OF OUR BOARDS ARE TEACHING TODAY, BUT I ALSO HAVE A COUPLE OF BOARD MEMBERS AND STAFF MEMBERS WITH ME TODAY SO I WANT TO RECOGNIZE AT THIS TIME DR. MARTINA RYAN WHO IS CHIEF

[3. Update from the County Judge and staff regarding the Local Disaster Declaration and COVID-19. Possible discussion and action may follow. BECERRA]

>> NUMBER THROW UPDATE FROM THE COUNTY JUDGE AND STAFF REGARDING THE LOCAL DISASTER DECLARATION AND COVID-19. POSSIBLE DISCUSSION AND ACTION MAY FOLLOW.

>> OKAY. AS YOU ALL KNOW WE HAVE BEENP RECEIVING FINALLY SOME COVID VACCINATIONS AND OUR OPTIMISM THAT'S GROWN WHEN THEY TELL US SOMETHING IS COMING WE BELIEVE THEM. I'VE ALWAYS BEEN IN THIS SPACE A BITS OF A DOUBTSING THOMAS I DON'T BELIEVE IT UNTIL I CAN SEE IT TOUCH IT SO WE'RE INTERNALLY THANKFUL MORE WILL CONTINUE AND YESTERDAY WAS OUR FIRST DAY OF VACCINATION. I'M JUST SO GREATSFUL A LOT OF THE PLANNING HORSEPOWER IS IN THIS ROOM RIGHT NOW. THE ONE THAT'S MISSING IS TAMMY BECAUSE OF COURSE WE CONTINUE TO DO VACCINATIONS THIS MORNING AND SO SHE'S OUT THERE BECAUSE SHE

[00:35:06]

HAS TO BE. SHE WOULD LOVE TO UPDATE US ALL BUT WE HAVE VERY QUALIFIED FOLKS

HERE TO GIVE US MORE DETAILS. MR. VILLALOBOS. >> THANK YOU, JUDGE.

AL AESM EMERGENCY COORDINATOR FOR. I THINK THE I WOULD LIKE TO SAY BEFORE WE GO INTO BAKES STATS IS WE WOULDN'T BE ABLE TO DO THIS IN WITHOUT THE HAYS COUNTY REGIONAL AREA. THEY HAVE BEEN HELPED US TO BE FOR THIS VACCINE DISTRIBUTION ALONG WITH THE OFFICE OF SE SERVICES AND ALL OUR PART NERSS TO PUT THE INFRASTRUCTURE IN TO COAL VAT THE IT'S A TREMENDOUS EFFORTS. WE DRIBTSD APPROXIMATELY 960 VACCINES YESTERDAY WE AVERAGED BETWEEN 120 AND 150 VACCINES AN HOUR IN OUR DISTRIBUTION WHICH WAS A TREMENDOUS PEACE. WE ALSO HAVE ALREADY CONFIRMED OUR NEXT VACCINATION SITE WHICH WILL BE FEBRUARY 1ST AND 2 RIGHT-HAND IN CILT. A LOT OF THE INFORMATION COMING BACK INTEREST PROFESSIONALS THAT WERE THERE THAT HAVE WORKED MULTIPLE SITES ACROSS AUSTIN AND SURROUNDING COUNTIES HAVE OUR ROLLOUT DISTRIBUTION PROCESS AND JUST THE OVERALL ENVIRONMENT WITH REGARDS TO DISTRIBUTION HAS BEEN ONE OF THE BEST THAT I'VE EVER BEEN A PART OF SO I THINK IT WEIGHS WELL NOT ONLY OUR CITIZENS BUT THE GROUP THAT DID PLANNING AND WORK THE DETAILS THAT WOULD INCLUDE OUR FIRE SERVICE THAT HELPED OUT WITH THE DISTRIBUTION PROCESS ALONG WITH THE PROSMZ COMING FORWARD. SO OUR TESTING IS STILL ROBUST. WE'VE STILL GOT TESTING GOING ON ALL OVER THE COUNTY AND IT WE CONTINUE TO SAT RITE THE COMMUNITY NOT ONLY FROM OUR COUNTY BUT THE REGION COMING IN FROM TESTING OUR PROCESS IS FLUID AND EFFICIENT.

IT GETS THEM IN AND OUT AND WE APPRECIATE THAT. WE'LL CONTINUE TO DO THAT WITH LIMITED NUMBERS I KNOW THERE'S FRUSTRATION OF LIMITED NUMBERS OF VACCINES WITH.

THIS PROCESS AND THE EFFICIENCY OF IT ALLOWS US TO SET UP AS WE CONTINUE TO RECEIVE DOSAGES FROM THE STATE AND AS WE CONTINUE TO SAT RITE THE COMMUNITY WHOLLY. I BELIEVE A LOT OF WHAT WE'RE EXPERIENCING NOW WILL COME. LIMITED NUMBERS FOR COUNTY OF OVER 300,000 PEOPLE IS SOMETHING THAT WE ARE BEING VERY CREATIVE IN NAVIGATING THAT PROCESS WE'LL CONTINUE TO DO THAT.

>> I'D TO ADD WE HEAR LOTS OF IDEAS AND SUGGESTIONS OUR EARS ARE ALWAYS TO THE GROUND.

WE'RE GENERALLY SEVEN DAYS A WEEK IN THE TRENCHES AND WE'RE DOING THINGS WE'RE DOING THINGS WAY BECAUSE OF PROFESSIONAL FEEDBACK. I DON'T WANT ANYTHING TO THINK OF I'M THINKING ABOUT THINGS IN THE SILO OR ALEX OR MIKE OR NATHAN OR TAME.

NO-NO. WE COME TOGETHER AND IN THE MIDDLE OF EVERYTHING WE DO WE COME TOGETHER WITHOUT HESITATION SEVEN DAYS A WEEK WE ARE BRAINSTORMING FOR THE HIGHEST AND BEST WAY WE CAN SERVE OUR COMMUNITY AS A WHOLE. WE CONTINUE TO STRIVE FOR THAT AND I KNOW WE HEAR SUGGESTIONS AND I WILL NOT IT IS NOT MY INTENT TO EVER BASH OTHER ORGANIZATION BUZZ WE'RE COMMITTED TO WHAT WE'RE DOING WE'RE ALWAYS OPEN TO NEW IDEAS AND WE HAVE A WONDERFUL RECEIVING FREE VACCINATION FOR OUR COMMUNITY.

LIKE MR. VILLALOBOS SAID IT THAT'S BEEN EXCEPTIONALLY WELL SORPDS WELL RECEIVED, COMPLIMENTED AND THAT GOES TO SPEAK HUGELY ON ALL THE PLANNING THAT TOOK PLACE EVEN WITH THE THE EMERGENCY BEFORE IT WAS ROLLED OUT PT WAY DID EVERYTHING WE COULD PLAN.

[00:40:05]

WE DID NOTHING DRILL AND DRILL. WE CONTINUED TO DRILL AND DRILL AND PLAN.

AND SO WE HAVE TAKEN THE ROUTES AND THE DECISIONS WE'VE TAKEN AND IT'S NOT TAKEN LIGHTLY AND WE CONTINUE TO STAY HOPEFUL AND NOPT MISTAKE AND WORK TIRELESSLY TO PROVIDE OUR COMMUNITY THE BEST QUESTION WITH WHAT IS AFFORDED TO US DOES ANYONE HAVE ANY QUESTIONS FOR AL NEXT THAT REGARD? OR ANY VACCINATIONS EFFORTS THAT MIKE JONES IS ALSO HERE TO

ANSWER. >> JUST REALLY QUICK, ALEX. THE NEXT DISTRIBUTION VACCINES ON FEBRUARY 1ST AND SECOND IN THE PACK AND KYLE IT WILL BE THE SAME AMOUNT THE 1900 VACCINES AND REGISTRATION WILL OPEN FRIDAY AT NOON. AND I WOULD LIKE TO SPEAK ON THAT COMMISSIONER FOR JUST A SECOND. WE WERE GIVEN MORE TIME BY THE STATE SO WE WERE GIVEN MORE BY THE COMMUNITY. IT WASN'T HERE IT IS IT FELL IN YOUR LAP NO GO DISPENSE NOW THAT WE HAVE BEEN GIVEN MORE TIME THERE IS THE HIGHER LEVEL OF SUPPORT THAT WAS COMING THEY WERE ABLE TO TO OFFER MORE WITH THE PROCESS.

WE RECEIVED TIME AND WE GAVE IT TO THE COMMUNITY SO EVERYONE HAS A WHOLE WORK WEEK TO PLAN NEW REGISTRATION. THE PHONE NUMBER AND WE HAVE CREATED A ROBUST, I WOULD SAY VERY ROBUST CALL GROUP THANKS TO THE GRA PRO-GRAM AND VOLUNTEERS TO CARE FOR ALL THOSE WHO DON'T HAVE INTERNET ACCESS, DON'T HAVE TECHNOLOGY, OR SOCIAL MEDIA AND ALL THOSE PIECES IN ADDITION TO GOING THE ROUTE WITH ALL THE TIME WE WERE GIVEN WE'RE ALSO BENEFITTING AND DEPENDING ON THE MEDIA. THE PRINT TO GET TO THOSE THAT READ IT THAT WAY AND THE NEWS THE 10:00 NEWS. WE TALK ABOUT WHAT WE'RE DOING SO THIS GIVES EVERYONE AMPLE TIME TO BE PREPARED FOR A NEW OPENING. BECAUSE IT'S SO LOW AND THE DEMAND IS SO HIGH IN 15 MINUTES IT'S GONE. IT BREAKS MY HEART IT.

REALLY DOES. WE CAN'T DO ANYTHING ELSE. SO THIS IS HOW WE HAVE IT.

>> THANK YOU. I WANT TO THANK MIKE AND TAMMY I MADE SOME CALLS FRIDAY PEOPLE WERE UPSET THEY WEREN'T ON SOCIAL MEDIA AND THEY DIDN'T HAVE INTERNET ACCESS.

I THINK THIS SYSTEM IS BET ARE Y'ALL TURNED THAT AROUND AND WE APPRECIATE IT.

>> AND I'D ALSO LIKE TO THANK CONSTABLE PETERSON AND FIRE MARSHALL BECAUSE THEY CONTINUED TO HELP US AT THE HIGH SCHOOL. WE DON'T TEN WALKUPS IT'S NOT EFFECTIVE AND ALSO HELPS TO CREATE A CROWD WHICH IS A SPREAD ARE EVENT FULL. SO I WANT TO THANK THE RED AND

BLUE LIGHTS. >> IT'S DEFINITELY A PROCESS. ONE THING I FAILED TO MENTION IS THAT A LOT OF WHAT WE RECEIVE IS BASED ON HOW WE ACCOUNT FOR THE DOSES DISTRIBUTING THEY ARE OUT THERE WORKING FAR AFTER EVERYBODY IS DONE. SO WE HAVE TO LET THEM KNOW HOW WE'VE DISTRIBUTED THE VACCINES SO THERE'S ANOTHER PIECE IN FRONT OF US WHAT WE SEE AS DISS TRIB USE. THAT ACCOUNTING PRO CRITICAL FOR US TO CONTINUE TO RECEIVE THE APPROPRIATE DOSES FOR OUR COUNTY AND TO JUSTIFY THE INCREASED DOSAGE.

SO OUR PLAN HAS BEEN ABLE TO DO THAT AND I'M GLAD TO SEE WE LR HAVE THE CONFIRMATION FOR DOSES

COMING IN. >> COMMISSIONERS ADDITIONAL QUESTIONS ON VACCINATIONS?

>> YEAH, I'D ALSO LIKE TO THANK OUR PARTNERS VOLUNTEERS TOOK A LOT OF PEOPLE TO GET THAT GOING SO I APPRECIATE SAN MARCOS. I KNOW THEY TWLR IN MANY DIFFERENT GROUPS.

I'M GLAD WE'RE HAVING LEAD-TIME FOR THE SIGNUP AND THOSE EXTREME DISAPPOINTMENT AND I CAN'T -- CAN'T SAY HOW RIDICULOUS IT WAS TO GIVE PEOPLE THAT SHORT NOTICE TO SHOW SOMEONE WHO HAS BEEN SO SUPPORT I HAVE. I THOUGHT IT WAS A DISASTER. IT WAS THE WAY TO PROVIDE PUBLIC HEALTH AND WE NEED EVERY WAY POSSIBLE NOT JUST FACEBOOK POST A VIDEO IT NEEDS TO THE ENTIRE

[00:45:01]

PUBLIC. I APPRECIATE THAT I UNDERSTAND THERE'S A CHALLENGE WITH THE WAITING LIST. I UNDERSTAND THERE'S REQUIREMENT WITH THE MANAGEMENT BUT I'D LIKE TO INVESTIGATE THE POSSIBILITY OF DOING THAT. THE CITY OF AUSTIN IS ABLE TO DO THAT AND I THINK THERE NEEDS TO BE A WAY THAT WE CAN HAVE MORE PEOPLE SIGN UP AND WE COMMUNICATE WITH THEM MAYBE WE CAN GET HELP FROM OTHER JURISDICTIONS TO SEE IF WE CAN DO THAT ESPECIALLY IF WE'RE GOING TO CONTINUE TO GET RELATIVELY SMALL AMOUNTS OF VACCINES LESS THAN 2,000 AT A TIME. WHEN WE OPEN THAT UP IT WOULD BE NICE TO CREATE A WAITING LIST AND COMMUNICATE WITH THOSE INDIVIDUALS AS THEY SIGN UP TO

GIVE THEM SOME TIME. >> A COMMENT ON COMMISSIONER SMITH COMMENT REAL QUICK.

Y'ALL EARLIER IN THE COURT WE HAD THE LETTER FROM SHE'S KIND OF A SPECIALIST IN THAT AREA.

HOPEFULLY WE CAN GET THAT. I THINK AT LEAST TALK TO HER. >> COMMISSIONER SMITH.

>> YEAH I JUST WHILE I'M VERY APPRECIATIVE ON BEHALF OF MY CONSTITUENTS WE'RE ABLE TO GET THE VACCINATION THAT'S WE DID, I CAN'T I CAN TELL YOU THAT FOR WEEKS I'VE HAD CONSTITUENTS CONTACTING MY OFFICE ABOUT VACCINES. AS I GOT THOSE THE I FORWARDED THEM TO THE HEALTH DEPARTMENT IN THE HOPES OF REACHING OUT TO THEM.

P IF THAT'S POSSIBLE. THE FACT IS EVEN ON FRIDAY I LEARNED ABOUT THE VACCINATION FROM A MEDIA POST BY THE STATE REPRESENTATIVE. THAT IS NOT THE WAY WE SHOULD BE IF WE'RE GOING TO REPRESENT OUR CONSTITUENTS AND WE'RE GOING TO DO THIS THAT'S NOT WAY WE SHOULD DO IT WHILE I APPRECIATE Y'ALL ARE MEETING ON A DAILY BASIS TRYING TO BE AS RESPONSIVE AS POSSIBLE AND PUSHING THOSE NAMES AS WE GET THEM TO THE HEALTH DEPARTMENT I SINCERELY APPRECIATE OUTREACH THAT Y'ALL HAVE DONE SENT OVER. BUT BEING TABLE PROVIDE THAT INFORMATION TO THEM AT THIS TIME HOPEFULLY IS A BETTER WAY TO GO ABOUT IT BUT I DO HAVE THE NUMBER OFED EARLY CONSIT WECHBTS THAT DON'T WORK ON A COMUMPLT EVEN TODAY I KNOW THERE WAS ONE CONSTITUENT IT TOOK FOUR E MAILS BACK AND FORTH BETWEEN ALL OF US Y'ALL INCLUDED WITH ME AND KIM TO GET THE INFORMATION ON WHEN THE NEXT ROUND WOULD BE. I THINK THAT THAT IS A DETRIMENT. IT'S GOING TO AN OBSTACLE ESPECIALLY WITH OUR ELDERLY,

WITH OUR ELDERLY POPULATION HERE I'M GLAD WE'RE OVERCOMING THAT. >> THANK YOU YES.

SO WE HAD THE AGGRESSIVEP ANTICIPATION OF VACCINES AND WHEN WE ARE HYPER RATIONED AS THE DIRECTOR OF OPERATIONS AND EMERGENCY MANAGEMENT WE HAVE ALL THESE DECADES LONG PROFESSIONALS ALL SITTING IN THE SAME SOUP OF HAVING TO DISPENSE VACCINES WHEN WE HAVE NONE WE'VE ALL RECEIVED THE CALLS FRUSTRATIONS. ONES OF THE THINGS WE CAN DO AS QUICKLY AS WE GET INFORMATION WE CAN SHARE IT THAT IS WHY THIS NEW HEADS CHUP IS WHY THAT WAS A WEEK YEAR DUE THEY TOLD US THEY WOULD SEND IT TO US SO PEOPLE ARE REALLY CLAMING FOR SOMETHING TO COME OUT SO WE HAD NO NOTICE, SO WE UNFORTUNATELY NOT GOING TO HOLD THEM IN SUSPENSE UNTIL WE HAD MORE NOTICE BUT THE FIRST MOMENT WE BENEFITED FROM THAT IS WHY I STARTED WITH THE WONDERFUL BLESSING WE HAD WITH SHARING TIME WITH THE COMMUNITY WE HAVE THE PHONE NUMBER OPENED UP FOR PEOPLE WITHOUT THE INTERNET.

WE PUT OUT A PRESS RELEASE LAST NIGHT. WE CONFIRMED THE PERFORMING ARTS CENTER. WE'RE NOT SITTING ON ANYTHING IT'S TOUGH TO SEE FROM A DIFFERENT PERSPECTIVE. AS SOON AS WE WERE GIVEN THE INFORMATION, WE JUMPED ON IT.

WE SPENT HOURS. KIM WAS AN ABSOLUTE PART OF THAT DRAFTING THAT PRESS RELEASE, AND

[00:50:01]

JUST LAST NIGHT WE PUT IT OUT. I KNOW THE DAILY RECORD AND I CAN KEEP GOING UNIVERSITY STAR ARE ALL GRABBING LAST NIGHTS'S INFORMATION AS IT WAS CRALTSED AND ARE CIRCULATING IT.

SO WE FIND HIGH HOPES THAT IF, BECAUSE WE KNOW THIS. IF THERE IS SOMEONE THAT DOES NOT HAVE INTERNET IT BECAUSE ALL THE TRADITIONAL MESSAGES WILL BE DISSEMINATING BECAUSE THEY ALREADY HAVE SINCE LAST NIGHT THE INFORMATION THAT THE REGISTRATION PORTAL OPENS FRIDAY AT NOON. OUR BIGGEST HOPE IS TO CARE FOR THE COMMUNITY AS A WHOLE.

ONE OF THE ARGUMENTS I RECEIVE IS WHY NOT THIS GROUP. THEY ARE CRITICAL.

THEY ARE ESSENTIAL. SOME WOULD SAY WHY ARE THEY MORE ESSENTIAL THAN THIS GROUP.

SO MY BIGGEST I PRAY AS A COMMUNITY WE FIND WAYS IT CONTINUE TO IMPROVE AND COME TOGETHER. WE HAVE NOTHIN BUT OUR FULL HEARTS AND LOTS OF EXPERIENCE TO MOVE FORWARD TO CARE FOR EVERYONE. AND BECAUSE WE ARE RATIONED VACCINES AS WE ARE AND WE'RE CHARGED WITH PUBLICTH WE'RE PLACED IN A TERRIBLE SPOT BUT I DON'T WANT TO CIRCLE THE WAGONS AND CLAIM INWARDLY. ANYONE THAT DOESN'T LIKE THE QUANTITIES COMING IN I IMPLORE YOU TO PLEASE REACH OUTSIDE COUNTY GOVERNMENT.

REACH OUT IT OUR CAPITOL. REACH OUT TO THE FOLKS THAT HAVE THE OPPORTUNITY TO HAVE AN INFLUENCE BECAUSE WE ARE SITTING NEAR THIS BUS THAT OUR STATE IS DRIVING AND I HAVE THE BIGGEST HOPE THAT YOU WILL ALL SEE THAT IN A WAY THAT IS MOST USEFUL AND CONSTRUCTIVE AND WE WILL CONTINUE TO DO EVERYTHING WE CAN TO GIVE EVERYONE THE HEADS-UP THAT WE WERE GRATEFUL ENOUGH TO GIVE YESTERDAY AND WE'LL CONTINUE TO MARCH IN THAT DIRECTION.

AS THINGS CONTINUE TO EVOLVE WE'LL CONTINUE TO MODIFY FOR EXAMPLE ADDS MORE VACCINES BECOME AVAILABLE. WE HAVE ROLLOUT PLANS TO RUN THEM FROM JUST THE SMALL CLINIC FROM THE PERFORMING ARTS CENTER TO PERFORMING ARTS CENTER AND COUNTYWIDE NET.

WE HAVE DIFFERENT PLANS IN PLACE DEPENDSING ON WHAT GETS COME IN GETS DETERMINED OF WHAT COMES ON. THESE FOLKS HAVE ALL BEEN WORKING VERY HARD AND MAKING SURE ATTESTING AND DRILLING AND DRIPPING SPRINGS HE WAS OUT THERE.

WE WERE SURROUNDED. EVERYBODY HAS STEPPED UP IN A VERY WONDERFUL UNIFIED WAY AND I'M GENERALLY GRATEFUL TO BE AMONG THIS TEAMWORK FOR ALL OF US TO SERVE OUR COMMUNITY AND THAT'S WHAT I HOPE THE TAKEAWAY IS FROM IT. I HEARD THE COMMENTS AND I REAL DO I APPRECIATE THEM. I REALLY DO AND I WILL TELL YOU THAT THE SITUATION WAS NOT IDEAL AND NEITHER WAS THE HANDLING AND IT'S BEEN A AGGRESSIVELY MOVING IN THE MORE COMPLETE MANNER JUST KNOW THAT OUR HEARTS, EVERYBODY THAT IS PLEASE FIRE OUR CONSTABLE, OUR FIRE MARSHALL.

YOU CAN'T THROW A STICK AND FIND ONE ORGANIZATION THAT'S NOT HELPING I WOULD ASK AND REMIND FOLKS TO BE PATIENT PEACEFUL AND KNOW THAT WE ARE ONLY HANDLING WHAT IS SENT TO US IN THE BEST MOST UNIFIED MANNER POSSIBLE. DO WE HAVE ANYTHING ELSE ON THAT FRONT? I'M TAKING EXTRA TIME TO EXPLAIN BECAUSE I WANT YOU GUYS TO KNOW THAT WE HEAR YOU WE SEE YOU WE FEEL YOUR PAIN WE'RE STANDING THERE, WE GET THE CALLS. WE'RE TOTALLY ALONGSIDE YOU.

THAT'S WHY I WENT ON TO THE LENGTHY. >> I APPRECIATE HERB'S WORK.

I KNOW EVERYONE IS WORKING HARD. IT'S GOING TO BE VERY FRUSTRATING FOR THE PUBLICS WE KNOW WE'RE NOT GOING TO GET ENOUGH VACCINES TO VACCINATE PUBLIC.

THEY ARE ALWAYS GOING TO FRUSTRATED. WE JUST NEED TO DO OUR BEST SO WE CAN COMMUNICATE AND GIVE THEM PLENTY OF TIME TO LET THEM KNOW WHAT'S GOING ON AND NOT SURPRISE THEM OR SOMETHING LIKE THAT WHERE THEY FEEL THEY ARE LEFT OUT.

SO I'M CONFIDENT THAT WE HAVE THE PROBLEM FIXED. LOOKS LIKE WE'VE GOT NOTICE FOR THIS NEXT ONE. PEOPLE ARE ALREADY HEARING ABOUT IT FROM DIFFERENT MEDIA OUT

OUTLET'S. THAT IS THE WAY WE DO THINGS. >> YOU BET.

AS THE STATE CONTINUES TO PLAY THE ROAD TO VACCINATIONS WITH HAYS COUNTY WE'LL CONTINUE TO

HAVE A SMOOTHER TRANSMISSION. >> COMMISSIONER SMITH? >> YEAH, THE ONLY THING I WOULD SAY IS I GUESS IT WAS TWO WEEKS AGO WE TALKED ABOUT THE SAME TOPICS THAT WERE BROUGHT UP IN PUBLIC COMMENT FROM THE INDIVIDUAL ON THE WRITTEN PUBLIC COMMENT.

[00:55:06]

YOU KNOW AS WE LOOK AT THOSE VACCINES TO YOUR POINT OF WE'RE NOT GOING TO GET MORE IT WE DON'T DISTRIBUTES CORRECTLY AND IF WE DON'T AT LEAST CATALOGUE OR REPORT THOSE WELL WE GAUKDS THOSE A NUMBER OF WEEKSING WHAT WE WERE HEAR. YOU TOOK NOTES RELATIVE TO THAT WHAT HAPPENS IF WE HAVE 2,000 APPOINTMENTS AND 200 OF THOSE INDIVIDUALS DON'T SHOW UP OR MAYBE GIVEN OUR CURRENT INFECTION RATE MAYBE 20 OF THOSE INDIVIDUALS GET COVID BEFORE IN THAT TIME MANY ACTUAL VACCINATION SO THEREFORE THEY ARE NOT ELIGIBLE FOR THE HAVE BEEN SEEN IN THE 90 DAYS OR HAVINGY LIST TO REITERATE MY COLLEGE POINT.

HAVING A LIST IF WE HAVE THIS VACCINATION LOCATION IN KYLE WHEN WE OPEN UP THAT VACCINE THOSE HAVE TO BE USED. SO IF WE KNOW THOSE FOLKS DON'T SHOW UP I KNOW WE'RE ROW TAGHT FOLKS THROUGH THE LIST AS WE GO. EVENTUALLY WE'RE GOING TO HAVE DOSAGES THAT AREN'T USED.

WE'RE GOING TO HAVE DOSAGES JUST BY WAY OF HOW WE OPEN THOSE VILES -- THERE'S GOING TO A HANDFUL USED. HAVING A WAY OF USING THOSE AND SITTING THERE WITHIN IF WE HAVE THE VIALS THAT ARE OPEN AND THEY ARE GOING TO GO BAD WITHIN HOUR HAVING A LIST OF THOSE PEOPLE THAT WILL USE THOSE IF WE CAN GO THROUGH THAT LIST WITHOUT ANY WASTE WHATSOEVER.

MAYBE WE HAVE THOSE THINGS IN PLACE. THOSE ARE SUGGESTIONS WE TALKED ABOUT WEEKS AGO. WE DON'T KNOW HOW THE PROCESS IS WORKING SO BEING AWARE THAT WE AREN'T WASTING THESE AND WE ARE USING THEM TO THE BEST OF OUR ABILITY AND HOW WE GO ABOUT THAT. AGAIN, I'VE GOT A FEW DOZEN PEOPLE THAT HAD REACHED OUT TO MY OFFICE THAT WERE LOOKING FOR INFORMATION THAT I FORWARDED TO THE HEALTH DEPARTMENT.

BUT THE NEXT THING AHAPPENED THE SIGNUP WAS FULL WITHIN 15 MINUTES AND THOSE FOLKS WHO REACHED OUT TWO WEEKS AGO WITHOUT KNOWING ABOUT IT. IF WE HAD A PROCESS BY WHICH OK.

THEY WILL MISSED THAT. THEY HAVE ALREADY DONE THE DUE DILIGENCE OF TRYING TO COOPERATE OF THE DAY WE'RE GOING TO HAVE WAYS -- WASTED DOSAGES. THOSE PEOPLE WOULD BE STANDING IN LINE WAITING FOR IT IF THEY KNEW THEY WERE THERE. SO IF THERE'S WAYS WE CAN LOOK

AT HOW TO VACCINATE THAT IT WOULD BE HELPFUL. >> REALLY QUICK.

YOU'RE RIGHT. THAT'S A REALLY GOOD POINT AND I'LL ADDRESS THAT REALLY QUICK THE WE HAVE MANY DOZENS OF VOLUNTEERS THAT ARE THEPTION US WITH THE VACCINE DISTRIBUTION AND MANAGING OF TRAFFIC -- HELPING US. MANY OF THESE FOLKS ARE IN THE 1-A, 1-B CATEGORY. THEY HAVE NOT BEEN VACCINATED. I WANT TO REASSURE THE COMMUNITY NOT A DROP OF THE VACCINE WILL BE WASTED BECAUSE WE HAVE BONA FIDE 1-A AND 1-B VOLUNTEERS HAD A IF WE FIND OURSELVES IN A SPOT WHERE THEY DON'T HAVE SOMEONE TO PUT THE VACCINE IN THEIR ARM, THEY ARE ALL AROUND US. THAT'S A VERY VALID THOUGHT PROCESS, BUT IF OUR PROFESSIONALS HAVE THOUGHT OF IT AND ADDRESSED IT I'M CONFIDENT WITH WHAT THEY ARE DOING GENUINELY. MR. VILLALOBOS IS THERE SOMETHING ELSE WOULD YOU LIKE TO

ADD? >> SURE. IN ADDRESSINGS THINGS I KNOW WE HAVE A HUGE GAP OF 1-A STILL CURRENTLY TODAY. SOME OF THEM ARE PARTNERS TO ALL OF US AS FAR AS MEDICAL PROVIDERS. I THINK WE'RE SEEING QUITE A BIT OF THAT. I CAN SAY WE DIDN'T WASTE A DROP OF THAT.

WE HAVE PEOPLE THIS MADE APPOINTMENTS, THAT THERE WAS A MINIMAL AMOUNT OF NO SHOWS WHICH IS KIND OF FOR ALL OF US IT WAS INTERESTING IS, THAT WE DIDN'T HAVE ANY GAPS.

THE MAJORITY OF THE PEOPLE THAT MADE UP WERE THERE FOR THEIR VACCINE.

THAT IS THE NUMBERS WE RECEIVE WERE LARGELY UNHEARD OF. EVEN WITH PEOPLE REGISTERING MULTIPLE LOCATIONS TO GET THAT VACCINE I FIND THAT OUR ORGANIZATIONAL PIECES FRIENDLY TO SENIORS. THE TIMES WAS FRIENDLY TO ALL TYPES OF PEOPLE TO WORK LOGISTICS AND PARTNERS BECAUSE SCHOOL IS GOING ON SO THOSE ARE ALL DIFFERENT THINGS THAT GO

[01:00:02]

INTO PLAY. WE HAVE A HUGE LIST OF WHEN STILL NEED TO VACCINE AND WE'LL WORK WITH THOSE BASE ABOUTED ON THE PLAN TO ADDRESS THOSE AND WE'LL CONTINUE TO ADDRESS THE

CONCERN I APPRECIATE THAT. >> MIKE JONES OUR EMERGENCY SERVICES DIRECTOR IS HERE WOULD YOU BE INTERESTED IN HIGHLIGHTSING ANYTHING WE LEFT OUT OR BE SHORT OF YOUR PERSPECTIVE. THANK YOU, MR. VILLALOBOS. Y.

>> GOOD, MIKE JOAN. AS YOU KNOW WE WERE WAITING FOR THE VACCINE TO GET ACROSS THE STATE AND DISCUSSIONS LIKE THIS MORNING. BY PUTTING THAT NOTICE IN ADVANCE IT GIVES US MORE EQUITABLE OPPORTUNITIES FOR OUR CITIZENS TO ACTUALLY SIGN UP AND REGISTER. RECOGNIZING EARLY ON THAT WE DO HAVE SEVERAL FOLKS INSIDE THIS COUNTY THAT DO NOT HAVE INTERNET ACCESS, WE DID CARVE OUT SEVERAL DOSES OF THE SIDE BOARD OF REGISTRATIONS AND YOU'RE NOT GOING TO SEE THAT ONLINE, SO THESE NUMBERS AS PEOPLE ARE VIEWING THIS THONL DEIVI THAT'S WHERE THE DOSES WENT TO, THAT OUR FOLKS WERE TAKING CALLS FROM 1:30 UNTIL THAT DAY UNTIL 7:00 AT NIGHT. SUFFICIENT FOIS TO SAY WE'LL HAVE THROW TIMES PEOPLE TAKING CALLS, FOLKS CALLING IN. AND I WOULD ENCOURAGE ANYBODY WATCHING THIS AND SHARING THIS INFORMATION WITH THEIR NEIGHBORS.

THE PHONE REGISTRATION SIMPLY FOR FOLKS OF 65 AND OVER THAT DON'T HAVE INGHT NET ACCESS GET THEM IN THAT WAY AS YOU ALL REIT RATE THERE ARE DOSES COMING OUT. IT'S A DROP IN THE BUCKET.

FOR PEOPLE IN THIS COUNTY WANT THAT VACCINE AND THAT NUMBER CONTINUES TO GROW.

SO THAT SAID, WE COULD BE MOVING THESE OR NOT TESTING THESE VACCINATIONS ACROSS THE COUNTY IN ORDER TO GET CLOSER IT THOSE VOTES AND WE ALSO HAVE A PLAN FOR THOSE FOLKS WITH MOBILITY ISSUES SO WE REACHED OUT TO SOME OF OUR PARTNERS HERE WE HAVE ACCESS AND GO INTO THE NEIGHBORHOOD, SET UP SHOP AND CONDUCT A VACCINATIONS WELL. I CAN'T EMPHASIZE MORE RIGHT NOW IS THAT COMING UP WITH A HYBRID WAIT LIST AM AND I'VE SEEN THE CHALLENGES OF THE PUBLIC HEALTH WAIT LIST. ALL THE PEOPLE SIGN UP AS WAIT LIST THEN THEY GET THEIR VACCINE AND NOW THEY ARE TAKE UP A SPOT. SOME ARE WASTED PHONE CALLS. IT'S INTENSE WHEN YOU LOOK AT IT. SO THE WAIT LIST I'M LOOKING AT HERE IS FOR THE FOLKS HAD A ARE GOING TO ON THE SIDELINES. SO IF WE HAV VACCINES TO YOUR POINT COMMISSIONER WE WON'T BE ABLE TO HAVE THOSE. IF YOU SIGN UP ON THAT AND YOU DON'T GET VACCINATED TODAY BECAUSE YOU WERE IN THE HOPES OF HAVING ONE, THEN HYBRID I'M TALKING ABOUT Y'ALL GET ME ON THE FIRST SIGNUP FOR THE NEXT REGISTRATION AT THE SAME TIME WE'RE NOT GOING TO WASTE ANY VACCINES. A FANTASTIC PARTNERSHIP. WISHING OUR TEAM WHEN YOU OPEN A VIAL THEY WASHINGTON GETTING MORE THAN THE ACTUAL DOSES OF THAT VIAL HAVING, SO NOT GETTING THE LEADS HERE. SUFFICE IT TO SAY IF WE PUNT THUR VIAL WE NEED TO -- PUNT YOU'RE THAT VIAL WE NEED TO USE THE AMOUNT OF DOSES IN THERE. -- DISMISSING IT TODAY FOR OUR CITIZENS. I WANT OUR CITIZENS TO KNOW WE'RE NOT GOING TO BE CONFIDENT IN ANYTHING. WE'RE NOT GOING TO LET ANYTHING GO TO THE WASTE. EVERYTHING IS GOING TO GO IN THE ARM OF SOMEONE WHETHER IT'S HAYS COUNTY. WE'RE GOING TO TAKE CARE OF THAT MORE IMPORTANTLY, THE DEPARTMENT OF THAT WE HAVE HAD WE COULDN'T DO THAT WITHOUT A SURTEAM, COULDN'T DO THAT IN SAN MARCOS PARK, CONSTABLES SITTING BEHIND ME THEY ARE WAITING TO GET ON HERE, TOO.

I CAN'T EMTHIS THANK THEM ENOUGH. I CALLED HIM IF 24 HOURS HE SAID

MAN I GOT YOU MIKE. >> ALSO TEXAS STATE MEDICAL EXPLORERS ON AND ON AND ON.

>> AND THERE'S A FEW MORE HERE TOO. I WANT TO MAKE SURE THAT THEY GET NOTICED ON AS WELL. WE'RE NOT EVEN CALLED UP HERE. THEY HAVE LICENSES FOR EXAM.

[01:05:14]

SHE'S A RETIRED NURSE. SHE SAID MY SLNS STILL CURRENT. SHE HELPED ALL DAY YESTERDAY WITH JIM AND TAMMY PUTTING TOGETHER VIALS AND PUTTING THEM INTO SHOTS.

ADDITIONALLY SAN MARCH KOS HIGH -- SAN MARCOS HIGH COULD HAVE SAID NO BECAUSE THEY HAD STUDENTS IN CLASS. THEY CANCELED EVERYTHING AND EVEN GOT SO FAR TO OFFER SERVICES UP FOR THE NEXT ROUND BECAUSE THEY DON'T KNOW THAT Y'ALL SET UP -- EVERYBODY CANCELED THEIR BAND THINGS FOR NEXT WEEK IN ORDER TO FACILITATE THIS VACCINATION.

IT'S A TESTAMENT IN OUR CITIZENS IN THE COMMUNITY IT COME TOGETHER WHEN IT'S ALL HANDS ON DECK. THAT'S IMPORTANT TO RECOGNIZE. HAYS LEADS THE WAY FOR MANY OUT HERE. THAT IS JUST THE TESTAMENT TO WHAT OUR CITIZENS FEEL AND HOW EMERGENCY IN THIS COUNTY. IT'S APPRECIATED. WHAT YOU GUYS DO UP THERE I KNOW YOU FIELD A LOT OF PHONE CALLS. I'M GLAD IT WAS NOT YOU AND NOT ME.

IF I FIELD AS MANY AS YOU GUYS DID I CAN ONLY IMAGINE WHAT -- ELIMINATE THAT FOR YOU THE BEST WE CAN. WE'RE LIMITED TO 1950. WE'LL WIN IT 1950 WEEK AND AS WE CONTINUE 1950 WEEK WE'LL CONTINUE TO VACCINE FOR EVERYONE WHO IS GOING TO WANT IT IN ORDER TO FULFILL THE GOAL IN EVERYONE TEXAS OR THE UNITED STATES WANTS THIS VACCINE BY JUNE WILL HAVE

IT. >> THAT'S RIGHT. AND THE TENSIONS WILL DIMINISH AS TIME GOES ON AND MORE FOLKS GET VACCINATION. ANY QUESTIONS FOR MR. JONES?

>> I DON'T HAVE A QUESTION, BUT I JUST WANTED TO REITERATE. I THINK THAT GETTING THE INFORMATION OUT TO OUR RESIDENTS IS PRIORITY, NUMBER ONE. BUT I ALSO BELIEVE THAT WE NEED TO GET THESE UPDATES AND IT'S WONDERFUL TO HAVE THEM, BUT IF THERE'S ANY INFORMATION THAT YOU CAN PASS ALONG TO US AS BOARD NAEBZ WOULD HELP US -- MEMBERS THAT WOULD HELP US TO THE FOLKS CALLING US. SO MANY TIMES THE PHONE CALLS THAT I'VE RECEIVED MANY TIMES I HAVE TO TELL THEM I DON'T KNOW. BECAUSE I DON'T HAVE THE -- ALL THE INFORMATION.

SO DAILY OR WHATEVER REPORT TO USS I THINK IS GOING TO BE REALLY HELPFUL JUST TO KEEP AND

LET US KNOW WHAT'S GOING ON. SHARE THAT INFORMATION. >> ANY OTHER COMMENTS FOR

MR. JONES? >> YES COMMISSIONER INGALSBE SAID AND AGAIN, I KNOW EVERYBODY IS WORKING HARD BUT COMMUNICATION IS THE KEY AND WE NEED TO DO THE BEST JOB WE POSSIBLY. CAN I KNOW IT'S TOUGH WHEN YOU'RE UNDER FIRE.

LIKE I SAID TO MR. VILLALOBOS, THERE'S A LOT OF PEOPLE HELPING US BUT BETTER WE CAN DO ON COMMUNICATION AND THE BETTER OUR CITIZENS WILL FEEL AND UNDERSTAND THE LIMITED NUMBER OF

VACCINES THAT ARE COMMUNICATED. >> COMMISSIONER SMITH. >> OK.

>> THANK YOU. I'M GOING TO GO STRAIGHT TO MR. MENDENHALL'S RECOMMENDATION SO THAT WE CAN KEEP OUR TEAM BACK OUT AND THEN I'M GOING TO GO STRAIGHT TO 31 SO OUR CONSTABLE'S OFFICE CAN KEEP MOVING AS WELL. MR. MENDENHALL OUR FIRE MARSHAL

[01:40:03]

>> COMMISSIONER JONES? AYES. >> COMMISSIONER INGALSBE.

>> COMMISSIONER SHELL. >> YES. >> COMMISSIONER SMITH.

[40. Discussion and possible action to authorize the County Judge to execute a Vaccine Administration Agreement between Hays County and Curative Medical Associates, Inc, for the administration of COVID-19 vaccines. BECERRA/T.CRUMLEY]

>> 40, DISCUSSION OF POSSIBLE ACTION TO AUTHORIZE THE COUNTY JUDGE TO EXECUTE A VACCINE ADMINISTRATION AGREEMENT BETWEEN HAYS COUNTY AND CURATIVE MEDICAL ASSOCIATES INC. FOR THE

ADMINISTRATION OF COVID-19 VACCINES. >> MOVED.

>> SECOND. >> WE HAVE A MOTION AND A SECOND.

AS WE TALKED EARLIER DURING THE COVID UPDATES THIS WAS SETTING THE GROUNDWORK FOR FUTURE HIGHER DOSE DISTRIBUTIONS FOR THE COUNTY. IN THE EVENT THAT WE HAVE HIGH QUANTITIES THIS IS JUST ONE OF THOSE AVENUES WE WOULD BE ABLE TO DISPENSE VACCINATIONS

THROUGH. >> AND JUDGE, I WAS NOTICING THAT THE PAYMENTS OF FOR THIS ITEM THEY BILL THE PATIENT INSURANCE SO THE COUNTY HAS RESPONSIBILITY FINANCIALLY IS

THAT CORRECT? AM I READING THAT CORRECTLY. >> MR. KENNEDY DO YOU HAVE DETAILS YOU'RE ABLE TO SHARE ON WHAT HAS GONE ON SO FAR OR AM I STILL TOO INTO KNEW? THOSE THAT DON'T HAVE INSURANCE L WILL WALK THROUGH AND BE TESTED AND NO PROBLEM.

SO I'M JUST VERY GRATEFUL FOR THE FOOTPRINT EXPANSE COUNTY WIDE.

IT'S IMPORTANT FOR PEOPLE TO KNOW AND GET BACK TO SCHOOL AND WORK IF THEY HAVE HAD ACCESS TO THAT AND IT'S GOOD FOR THESE SITUATIONS BECAUSE IT SAYS UNDER NUMBER TWO AND FOUR IT SAYS NEITHER THE COUNTY OR THE VACCINE RECIPIENT WILL RECEIVE A BILL FROM THE BALANCE OF INDIVIDUALS. SO THAT'S WONDERFUL THE INDIVIDUAL WON'T BE BUT IT ALSO

SAYS THAT THE COUNT WON'T BE RESPONSIBLE. >> THERE WAS A PROVISION IN THIS AGREEMENT THAT ALLOWED THE CURATIVE TO TRY TO RECOVER SOME ADMINISTRATIVE COSTS FROM THE COUNTY THAT WAS NEGOTIATED AWAY, AND THERE'S A SIMILAR AGREEMENT, BY THE WAY, THAT I BELIEVE WADE COUNTY IS EITHER APPROVING OR HAS APPROVED RECENTLY THAT I BELIEVE IS VERY SIMPLE THROOR THIS ONE. I GAVE IT A QUICK REVIEW THIS MORNING JUST TO COMPARE NOTES.

BUT THE -- THE INTENTION OF THIS AGREEMENT OBVIOUSLY, WE DON'T HAVE THE VACCINES CURRENTLY TO PUT THEM INTO PLAY YET, BUT WE WANT THEM TO BE READY AND WE WANT TO HAVE A CONTRACT THAT'S FLEXIBLE ENOUGH TO HAVE THEM MOVING WHEN WE NEED THEM TO. AND SO IT WILL REALLY BE A SUPPLEMENT TO WHAT WE WOULD ALREADY DO FROM A COUNTY STAFF OR THE AN INTERNAL SEEING THE TRUCKS OUT FOR THE TESTING IT WOULD BE A SIMILAR SITE I BELIEVE YOU WOULD SEE THE COUNTY AND THE VACCINES WHERE THEY ARE OUT MOVING TRYING TO GET TO HARD TO GET TO AREAS.

>> ALL THE INFORMATION THAT THIS IS THIS IS FREE TO THE PUBLIC. FOR THEM SAYING THEY WILL BUILT PATIENTS INSURANCE. YEAH. I JUST WANT TO ENSURE THAT WE'RE ALLOWING EVERYONE, WHO WANTS TO BE VACCINATED TO HAVE THAT OPPORTUNITY.

>> YES. AND I THINK THAT THIS AGAIN WOULD BE A SUPPLEMENT TO WHAT WE'RE ALREADY DOING, SO I THINK THERE WILL BE OPPORTUNITIES EITHER THE I DON'T BELIEVE THEY WILL TURN AWAY FOLKS WHO DON'T HAVE INSURANCE. I HAVEN'T HAD THAT CONVERSATION WITH THEM BUT MISS CRUMLEY HAS BEEN IN CONVERSATIONS AND I'LL CONFIRM WE AGAIN THE ANSWER ON

THAT. >> YES, SIR. I CAN TELL YOU AT LEAST CURRENTLY WITH THE TESTING OR NOT TURNING ANYONE AWAY. BUT MY OTHER QUESTION WOULD BE IF THESE ARE DESIGNATED SPECIFICALLY FOR HAYS COUNTY AND WE'RE THE ONES PROVIDING THOSE DOSAGES IS THERE ANY PROVISION IN THERE WE'RE TAKEN CARE OF HAYS COUNTY RESIDENTS? I SAY THAT BECAUSE FOR EXAM THE TESTING WE HAVE NOW WE PUT THOSE FACILITIES OUT INITIALLY WE PUT

[01:45:05]

ONE AT OUTLET MALL. THAT IS GRAVE. I CAN TELL YOU 90% OF THE PEOPLE WHO WENT THERE WERE NOT FROM HAYS COUNTY IF WE HAVE A LIMITED SUPPLY I WANT TO MAKE SURE WE ARE TRYING TO ADDRESS THE NEEDS OF OUR CITIZENS BEFORE I SEE WHERE THEY WILL WORK WITH THE

COUNTY. >> CORRECT. SOME MUCH THAT LANGUAGE WE MODIFIED FOR INSTANCE IF YOU LOOK AT ITEM NUMBER ONE SECTION 4-A1.

IT READS ADMINISTER VACCINES TO CITIZENS MANY HAYS COUNTY. THAT'S A NEGOTIATED CLAUSE.

WE DID MODIFY TO THAT CLAUSE OR READ THAT WAY IT. DOES GIVE US THE FLEXIBILITY THAT TELL THEM WE WOULD LIKE CITIZENS FROM BORDERING AREAS TO BE VACCINATED AS WELL IF WE HAD THE ABILITY TO DO THAT. WE GET TO I THINK HAVE A CONVERSATION ABOUT HOW THE

PROGRAM WAS AND SET OUT THE PARAMETERS. >> MR. VILLALOBOS, YOU WANT TO

ADD SOMETHING? >> JUST A QUICK NOTE. THIS IS A POSSIBILITY SHIFT.

WE HAD THE VACCINES AND THEY HAVE NOT BEEN APPROVED. UNDER THE STATE RULES AND POLICIES WE CAN'T THRIMENT TO ANY ONE AREA PEOPLE GET VACCINES IN ANY ONE OF THOSE AREAS.

ANYBODY WHO CARRIES THE VACCINES ACROSS THE STATE AND TO THE AREA I WOULD ALSO JUST TO BE CLEAR IT'S NO OUT OF POCKET OFFENSE CHARGING A THE BUT THEY COME AND THEY LEAVE WITHOUT A POCKET EXPENSE. THEY STILL HAVEN'T BEEN COVERED, BUT REGARDLESS OF THE SITUATION.

REGARDLESS OF DEPENDING ON WHETHER THEY COME A HUB OR NOT WE CONTINUE TO INCREASE THE NUMBERS AND ALLOWS A TRANSFER TO THEM. THE CRITICAL PIECE WOULD BE TO NORMAL VACCINATIONS TO GET OUT THERE AND TAKE CARE. THAT IS ALSO ANOTHER REASON WHY

WE'RE PLANNING AND CONTINUING TO USE THEM. >> THANK YOU MR. VILLALOBOS.

>> EMERGENCY MANAGEMENT AND THE HEALTH DEPARTMENT FOR THINKING AHEAD ON THIS.

THIS GETS US READY TO GO AND WE FIND THAT WE'RE NOT GETTING ENOUGH THAT POPULATION SO I

FRESH BEING ACTIVE. >>EDERFUL THANK YOU. >> DR. IF THERE'S NO OTHER

COMMENTS PLEASE CALL THE ROLL. >> COMMISSIONER INGALSBE. >> YES.

>> SECOND. >> WE HAVE A MOTION AND A SECOND.

COMMISSIONER SHELL. >> JUDGE I BELIEVE WE'LL FIND IN BAUNG ALEXANDER THOMPSON PLACE OUR APPOINTMENTS ON CHART SO THAT IS IN BACKUP LEFT SOME ROOM FOR -- I WOULD OFFER ONE OF THOSE. IF YOU'D LIKE TO HEAR IF LORI OLSEN IS A MEMBER OF THE COMMITTEE COMMISSION SHE'S VERY EXPERIENCED FROM MANY OF THESE FROM HER PROFESSION.

SO IF AT ALL POSSIBLE I WOULD CONSIDER ADDING HER. SHE'S ONE OF THE JUDGES TO

APPOINTMENTS TO THE COMMISSION. >> WHAT WAS HER NAME AGAIN? >> LORI OLSEN.

>> ALSO COMMISSIONER INGALSBE TWO WERE VERY WELL RECEIVED AND I WOULD EXTEND THE CUSHTY IS COMMISSIONER SHELL GAVE TO ME AND COMMISSIONER INGALSBE TO SUPPORT ONE OF YOUR APPOINTMENTS

TO BE IN THAT LARGE CONVERSATION. >> SO THAT WOULD HAVE BEEN --

THAT WOULD BE CAROLYN GONZALEZ. >> SOUND LIKE A PLAN WITH YOU GUYS? 1-1. LORI OLSEN AND GONZALEZ TO WOULD BE IT AT LARGE IN IS YES.

>> IT'S GOOD FOR ME. IF WE CAN GET THIS APPROVED, THEN STAFF WILL START GETTING

[01:50:02]

THEM ORGANIZED. WITHIN THE NEXT MONTH WE SHOULD HAVE THAT PROGRAM MANAGER, OR A FEW RESPONSES AND THE COURT WILL BE CONSIDERING THAT. IF WE CAN GET THIS LIST TO OUR STAFF THEY CAN START GETTING GOING AND I'VE HEARD VERY GOOD THINGS ABOUT ALL THE NAEBZ ARE GOING TO BE ON HERE. I KNOW EVERYBODY IS EXCITED TO GET BACK TO COURT.

APPRECIATE THE COURT COOPERATION. >> SO WE HAVE THE SINGULAR APPOINTMENTS TO RECONSTITUTE THE AND TWO LARGE POSITIONS WHICH& WILL BE LORI OLSEN AND MISS GONZALEZ. WE HAVE A MOTION AND A SECOND. WILL YOU PLEASE CALL THE ROLL.

FEBRUARY 1ST 20, 21. >> SO MOVED SECOND. >> WE HAVE A MOTION AND A

SECOND. >> MR. KENNEDY WOULD YOU LIKE TO EXPAND ON THIS? WOULD YOU BE THE BEST FIT FOR THAT? A LITTLE BACKGROUND AS TO WHY.

>> WHAT IS THE AGAIN JOAN? >> 47. >> YEAH.

I DID REQUIRE ABOUT THIS A LITTLE BIT. I THINK MAYBE SHERRY MAY BE THE BETTER PERSON TO COVER IT, BUT BEING THE LIABILITY INSURANCE PROVIDED BY TLIE IS SPECIFIC FOR JUDGES AND IT WOULD COVER THE ADMINISTRATIVE DUTY THAT THEY HAVE SOME IMMUNITY THEY ENJOY IN THEIR JUDICIAL AT WORK. SO THEY SHOULDN'T AT LEAST FOR THE LAW NEED COVERAGE FOR THAT KIND OF ACTIVITY. BUT THIS COVERS OTHER ACTIVITY INCLUDING THEIR ACTIVITIES ON

COMMISSIONS AND OTHER DUTIES IS THAT COVERED ENOUGH? >> YES THANK YOU MARK.

GOOD MORNING COURT. >> THIS IS A SUPPLEMENTAL INSURANCE.

THE ZWRUJZ TO ENJOY IMIMMUNITY FROM DECISIONS THAT DOESN'T BRING A CLAIM AGAINST THEM BEING SUED SO THIS IS A SUPPLEMENTAL MILLION DOLLAR VALUE FOR EACH THE COUNTY COURT LODGES.

>> MY FIRST QUESTION TO YOU WE HAVE SEVERAL LAYERS OF JUDGES I WANTED TO ASK IF I START GETTING THAT IF IT REACHES OUT TO ME HOW DOES THAT EQUATE TO SPECIFIC COUNTY COURT OF LAW VERSUS ALL

OF OUR JUDGES IN THE COUNTY. >> SO CERTAINLY WE COULD PURCHASE THIS TYPE OF POLICIES TO OTHER JUDGES OTHER COVERAGES ALREADY IN PLACE WE'RE ASSESSING THAT WE HAVE NOT BROUGHT YOU FORWARD FOR THE JPS SOMETHING THAT YOU WILL ASSESS WHAT THEIR LIABILITY LEVEL IS HOPEFULLY

RENEWAL YEARS THIS YEAR SO. >> AND THE ORGANIZATION TO SELF IT LOOKS LIKE YOU HAVE TO BE AN

ATTORNEY TO QUALIFY FOR THIS COVERAGE. >> THERE IS A CLASSFY INDICATION

OF INSURANCE FOR ATTORNEYS. THAT WE ARE. >> RIGHT TO BE A SELECT MEMBER GROUP YOU HAVE TO BE AN ATTORNEY. I DON'T BELIEVE THE COVERAGE LIKE IT WOULD BE PROBABLY BE APPROPRIATE FOR OUR VPS OR ANY OTHER JUDGES BECAUSE THEY

[01:55:02]

WOULDN'T QUALIFY AS A SELECT MEMBER GROUP THAT WILL BE PART OF OUR DUE DILIGENCE AND.

>> ANY QUESTIONS OR COMMENTS IN IS. >> I GUESS NOT.
