IN THE LAST THREE SESSIONS OF COMMISSIONERS COURT, I EXPOSED AT THE HAYS COUNTY CENTRAL APPRAISAL DISTRICT AND THE APPRAISAL REVIEW BOARD HAD INCLUDED TO VIOLATE TEXAS PROPERTY TAX CODE SECTION 41.43 B. THERE BY DENYING A FAIR APPRAISAL OF MY PROPERTY. I'VE GIVEN THEM EVERY CHANCE TO RESPOND TO THESE CHARGES, AND THEY HAVE DECLINED. IT IS MY BELIEF THAT THESE TWO ENTITIES ARE PURSUING AN AGENDA AND WILL NOT LET A TRIVIAL THING LIKE TEXAS PROPERTY TAX CODE STAND MANY THEIR WAY.

WE KNOW THAT THE TRADITIONALLY AN INORDINATE NUMBER OF REAL ESTATE AGENTS HAVE SERVED ON THE APPRASSAL REVIEW BOARD. AND THAT -- APPRAISAL REVIEW BOARD AND THEY HAVE A VESTED INTEREST IN KEEPING PROPERTY APPRAISALS HIGH. IT IS IMPOSSIBLE TO GET A FAIR HEARING THAT THOSE WHO HAVE ALLOWED AFTER RACE TO OVERWHELM HONOR.

WE ALL KNOW THE WINNERS THIS CORRUPTIS IS TREMENT BUILDERS, THE BANKERS -- CORRUPT SYSTEM -- AND THE LACKEYS WHO ENABLE THEM. THE LOSERS ARE THE HOMEOWNERS AND THE AVERAGE CITIZENS OF HAYS COUNTY WHO DO THE REAL WORK. IN A FREE COUNTRY GOVERNMENT SERVES THE PEOPLE.

IN A TYRANNY THE PEOPLE SERVE THE GOVERNMENT. LADIES AND GENTLEMEN, IN MODERN DAY AMERICA WE SERVE THIS GOVERNMENT. WHEN GOVERNMENT BECOMES AN INSTRUMENT TO ENRICH THE FEW AT EXPENSE OF THE PEOPLE, IT IS TIME TO A CHANGE.

THE TEJANO COMMITTEE IS CHARGED WITH RESEARCHING AND DOCUMENTING THE STORIES OF HISTORICAL SIGNIFICANCE OF THE HISPANIC AND INDIGENOUS PEOPLE OF OUR COUNTY PRESERVING OUR COMMUNITY HISTORY IS VERY IMPORTANT, ESPECIALLY WHEN THERE IS BLATANT MOVEMENT TO ERASE OUR HISTORY. SO WHEN AN INCH OF RAIN FALLS, IF OUR NUMBER IS 675 OR HIGHER.

IT TAKES AN INCH OF RAIN TO LOWER THAT 557 NUMBER. THAT RAIN SOMETIMES TAKES TIME SEVERAL DAYS TO SOAK INTO THE SOIL FOR THAT NUMBER TO CHANGE AND EVERY DAY THE TEXAS FOREST SERVICE UPDATES THAT NUMBER. ON MOHNS I REVIEW THAT NUMBER AND MAKE A RECOMMENDATION TO THE COURT TO CONTINUE THE BURN BAN OR LIFT IT. I DO SO AFTER I PUT OUT MY RECOMMENDATIONS TO THE AREA FIRE CHIEFS AND GET THEIR FEEDBACK. WE HAVE A LARGE COUNTY, SO THE CONDITIONS ON ONE SIDE OF THE COUNTY CAN BE DIFFERENT THAN CONDITIONS ON THE OTHER SIDE OF THE COUNTY. WHEN THE COURT TAKES ACTION IT AFFECTS THE WHOLE COUNTY.

WE CAN'T SAY THERE'S A BURN BAN FOR ONE PART OF THE COUNTY OR ANOTHER.

THAT'S TOO HARD TO DO SO. WHAT WE LOOK AT THOSE NUMBERS COUNTYWIDE IS LOOK AT CHNCH THE FOREST SERVICE PUTS OUT. THEY PUT OUT A LOW NUMBER AND A HIGH NUMBER AND THE HIGH NUMBER IF THAT ALREADY WIMBERLEY OR DRIPPING SPRINGS BECAUSE THE EAST SIDE OF THE COUNTY TYPICALLY GETS MORE RAIN. WHEN THAT NUMBER HITS 575 I LOOK AT THAT AS WELL AS THE HAINES INDEX WHICH TALKS ABOUT FIRE POTENTIAL AND WE PUT ALL THAT TOGETHER AND WE ISSUE A RECOMMENDATION TO THE COMMISSIONERS COURT TO ENACT A BURN BAN.

WHEN THAT NUMBER GETS LOW, WE MAKE A RECOMMENDATION TO THE COMMISSIONERS COURT TO LIFT THE BURN BAN. SO WE HAVE HAD A COUPLE OF INCHES OF RAIN THROUGHOUT THE COUNTY, AN INCH OR TWO. OUR NUMBER NOW ON THE HIGH POINT IS 522, WHICH IS UNDER THE 575 NUMBER AND FOR THE MOST PART THE COUNTY IS UNDER THAT AVERAGE AS WELL.

AND SO MY VEJS TO LIFT THE BURN BAN AND ALLOW PEOPLE TO BURN. THAT NUMBER WILL STEADILY CLOIM UNTIL WE GET SOME MORE RAIN SO WE DO HAVE SOME RAIN FORECASTED FOR THE REST AND DURING THE WEEK LATER IN THE WEEK AS A COLD FRONT COMES IN, SO HOPEFULLY THAT KEEPS THE NUMBER CLIMBING SO TYPICALLY AND ABOUT THREE FOUR POINTS A DAY.
