>> OUR HOSPITAL STAY HAS STAYED CONSISTENT WITH SOMEWHERE BETWEEN 12 AND LESS THAN 20 YEARS OLD. THERE ARE QUITE A FEW WHO HAVE BEEN HERE AND HAVE BEEN THERE FOR OVER A MONTH BUT QUITE A FEW HOSPITALIZATIONS THERE THAT ARE THEY ARE OUT IN TWO DAYS AND IT'S SOMEBODY ELSE MOVING INTO OUR SPOTS. SEVERE ENOUGH REQUIRE HOSPITALIZATION BUT A LOT OF OUR HOSPITALIZATIONS SEEM TO BE BEING ABLE TO GET THE TREATMENT

THEY NEED AND BEING ABLE TO BE SENT BACK HOME. >> SOME OF THE NUMBERS WE'RE SEEING HERE IN TEXAS THAT ARE SO CONCERNING ARE THOSE COMPLETE LACK OF HOSPITAL BEDS ESPECIALLY IN WEST TEXAS WHERE THEY JUST DON'T HAVE THE NUMBERS AND PULLING IN PEOPLE FROM ALL OVER.

EASTERN USM NEW MEXICO ALL OVER -- EASTERN NEW MEXICO ALL OVER THE PAN HANDLE INTO EL PASO.

I THINK THAT'S A FUNCTION OF THE FACT THAT THERE ARE NOT AS MANY HOSPITALS THERE.

THEY DON'T HAVE AS MUCH BED SPACE AND LARGER GEOGRAPHICAL AREA.

OUR HOSPITALS HAVE DONE A REALLY GOOD JOB IN BED SPACE. AT LEAST IN SPEAKING THE POSITION I'VE SPOKEN TO OVER THE LAST FEW WEEKS THEY ARE SEEING THE CASES BUT NOT NEAR THE NUMBERS THAT WE'RE ANTICIPATED WITH THE NUMBER OF INFECTIONS THAT WE HAVE HAD AND THAT'S A

POSITIVE WE CAN FOCUS ON OR AT LEAST HAVE ADDITIONAL INFO ON. >> I WILL CONTRIBUTE ADDITIONAL INFO ON THAT. WE HAVE BEEN BLESSED TO HAVE A VERY PROACTIVE HOSPITAL SYSTEMS WORKING IN OUR COUNTY AND SINCE EARLY ON WE ACTUALLY WENT TO AUSTIN AND TOURED HOW THEY ARE MANAGING ALL THE THINGS THEY ARE DOING AND WHAT HAS HISTORICALLY BEEN DONE IS AN EQUALIZING OF SORTS AS PEOPLE GET BROUGHT IN FOR COVID SAY IN KYLE. AND THE CONSTRUCTION OF THE SAFETY BUILDING STARTED SO WE HAVE BEEN WORKING WITH AMENDMENTS SINCE THEN TO OUR ORIGINAL AGREEMENT. THIS SHOULD BE THE FINAL ONE. IT HAS BEEN APPROVED BY THE CITY OF KYLE, THE CITY OF BUDA AND TEXAS STATE UNIVERSITY. LIKE I SAID, IT DOES NOW INCLUDE TEXAS STATE AS A PARTNER SO IT'S NEW TO THIS, AND IT ALSO ALLOWS FOR SOME OTHER BOARDS FOR OVERSIGHT IN ADDITION TO AN EXECUTIVE BOARD, IT ALSO HAS WHAT WE'RE CALLING LAW ENFORCEMENT BOARD AND THAT IS REQUIRED BY SOME OF OUR LAW ENFORCEMENTS TEMS TO HAVE A SEPARATION OF CERTAIN CONTROLS WITH UNDER LAW ENFORCEMENT ESPECIALLY WHEN IT COMES TO INFORMATION, CRIME INFORMATION. SO THAT HAS BEEN ADDED. THERE IS A CCC DIRECTOR, CEC IS WHAT WE'RE USING FOR COMBINED EMERGENCY COMMUNICATION THAT THERE IS A DIRECT OR ADDEDED TO THE AGREEMENT OF FISCAL YEAR 21 FOR US. WE WOULD BE REIMBURSED FOR THAT EXPENSES OTHER EXPENSES THROUGH THIS AGREEMENT PROBABLY COME BACK TO COURT.

WE'RE GOING TO GET THIS EARLY NEXT YEAR TO CREATE THAT POSITION BECAUSE THE FUNDS HAVE BEEN BUDGETED FOR. THERE IS A TWO EXHIBITS TO THIS THAT ARE RELATIVELY THAT ARE IMPORTANT BEING EXHIBIT A AND EXHIBIT B OF THIS AGREEMENT. SCIB A IS A BUDGET FOR WHAT WE'RE CALLING PRELIMINARY OPERATING PHASE. SO WHAT WE'VE DONE IS GIVEN ALL THE OPPORTUNITIES AN OPPORTUNITY TO WORK TOGETHER AND REFINE, SO THAT WHAT WE'RE ASSUMING WILL BE STAFFING LEVELS AND OPERATIONS, MAY CHANGE. LCRA WHICH WE JUST MENTIONED BEFORE IS THINGS TO DO WITH THEIR CONSOLES AND SOME OTHER SYSTEMS. I EXPECT THAT WE WILL PROBABLY START MOVING THIS THERE -- IN THERE MID-DECEMBER.

I THINK THE CITY OF KYLE AROUND THE SAME TIME. WE WILL THEN BEGIN WE WILL ALSO BE HANDLING EMERGENCY COMMUNICATIONS FOR THE CITY OF BUDA AS WE DO NOW HOUSING THE NEW FACILITY. IF WE'RE GOING TO WORK ON TEXAS STATE PROBABLY A DIFFERENT ROLLOUT TO NOT MAKE THINGS TOO COMPLICATED AND GET EVERYTHING RIGHT, THEN WE'LL BRING THEM ON IN. WE'RE VERY EXCITED TO GET THIS DONE.

IN THIS AGREEMENT WAS ORIGINALLY MODELED AFTER C-TECH. JUDGE YOU HAVE BEEN IN THERE AND SEEN THAT PRASMTION THE OPPORTUNITY TO GET MULTIPLE AGENCIES WITHIN ONE ROOM TO HANDLE A COMBINED TYPE OF EMERGENCY COMMUNICATIONS ACROSS THE COUNTY.

THE STAFFING WILL BE PROVIDED BY DIFFERENT AGENCIES SO THEY WILL CALL IT COMWICHBLETED IT'S REALLY A HYBRID OFED AND CO-LOCATED. THE CITY OF KYLE WILL HAVE THEIR OWN DISPATCHERS UTILIZING OTHER FACILITIES. 911 CALLS ARE ANSWERED FOR DISPATCHERS OTHER AGENCIES WILL TAKE THOSE CALLS FROM THERE. ONE OTHER GREAT THING ABOUT THIS IS THE SYSTEM HAD A WE WILL BE USING. JEFF MCGILL IS HERE AND WORKED YEARS ON DEVELOPING THIS SYSTEM AND NEW WORLD SYSTEM HAD A ALL OF THESE AGENCYIES IN THE COUNTY WILL BE USING SO OUR AGENCIES WILL BE ABLE TO EASILY COMMUNICATE IN WITH EACH OTHER, SEE WHERE THEIR ASSETS ARE AND BE ABLE TO RESPOND AT A FASTER RATE.

WE'RE PUTTING A IT DEPARTMENT OUR DEPARTMENT IS MANAGING THESE NOT ONLY DID WE DO THAT AND -- CAD SYSTEM AND ALL THE TECHNOLOGY ASSOCIATED WITH THIS AND IT'S ONE OF THE MOST IMPORTANT THINGS IN MY LAPTOP AND THE SOFTWARE ON MY LAPTOP CAN GO DOWN AND NOTHING IS GOING TO CHANGE IN THIS COUNTY.

BUT IF 911 CALLS ARE ANSWERED IMPROPERLY OR NOT RECEIVED PROPERLY IT'S A MAJOR ISSUE.

IT'S ONE OF OUR CORE FOCUSES AS A COUNTY GOVERNMENT TO PROVIDE EMERGENCY SERVICES AND IT'S SUCH AN IMPORTANT THING. THE ONLY WAY IT WOULD HAVE WORKED IS TO HAVE EVERYBODY THAT WAS SOLD ON THIS THAT DECIDED TO WORK TOGETHER MR. MCGILL HAVE HOSTED TRAINING SESSIONS.

SET UP A MOCK SERVICE CENTER AND THE GOVERNMENT CENTER AND ON A DAILY BASIS THERE DISPATCHERS AND EMERGENCY SERVICE PROVIDERS WORKING IN OUR GOVERNMENT CENTER TO LEARN THE SYSTEM, TWEAK THE SYSTEM JUST FOR HAYS COUNTY AND ALL OUR AGENCIES. THAT HAS NOT HAPPENED OVERNIGHT.
