COMMISSIONERS COURT OF HAYS COUNTY, TEXAS


This Notice is posted pursuant to the Texas Open Meetings Act. (VERNONS TEXAS CODES ANN. GOV. CODE CH.551). The Hays County Commissioners Court will hold a meeting at 10:30 A.M. on the 12th day of September, in the Hays County Courthouse, Room 301, San Marcos, Texas. An Open Meeting will be held concerning the following subjects:

9. Approve out of state travel for Detective Nelson Wray to attend the Basic Investigation of Computer and Electronic Crimes Program (BICEP) Course in Hoover, Alabama. INGALSBE/CUTLER

10. Authorize the execution of Supplemental Agreement No. 1 to the Professional Service Agreement with RS&H, Inc. for the FM 150 CTL project in Hays County, increasing the Compensation Cap from $336,000.00 to $380,000.00. INGALSBE

11. Ratify a request for assistance from Caldwell County to allow the Hays County Transportation Department to provide assistance related to the Hurricane Harvey disaster. INGALSBE/CONLEY/BORCHERDING

12. Approval to award and execute all contract documents to Langford Community Management Services related to RFP 2017-P08 CDBG-DR Management Services. INGALSBE/GARZA/LAPOINTE/VILLARREAL-ALONZO

13. Amend the Constable Precinct 3 operating budget for additional fuel related expenses as required for the remainder of this fiscal year. CONLEY/HELM

14. Authorize the Commissioner’s Court to execute a renewal contract with Thomson Reuters Westlaw related to legal research for the District Attorney’s Office. INGALSBE/MAU

Discussion and possible action to consider the acceptance of road construction and drainage improvements, release of the bond #SU1143656 in the amount of $413,225.50, and acceptance of the maintenance bond for streets #4413352 in the amount of $16,016.15, and for drainage #70144631 in the amount of $33,717.26, each for a 2-year period for Reunion Ranch subdivision, Phase 2, Section 5. 16. Discussion and possible action to consider the acceptance of a re-vegetation bond #70144632 in the amount of $9,799.20 for a 1-year period for all ROW areas within Reunion Ranch subdivision, Phase 2, Section 5. WHISENANT/BORCHERDING

22. Discussion and possible action to authorize payment of disaster related overtime compensation and other expenditures related to opening the Emergency Operations Center (EOC) for disaster preparedness and response for Hurricane Harvey and amend the budget accordingly. INGALSBE/SMITH

23. Discussion and possible action to approve selection of Halff Associates, Inc. for RFQ 2017-P13 Hazard Mitigation Grant Writing, Engineering and Management Services; authorize staff and counsel to negotiate a contract; and authorize execution of a contract for those services. 26. Executive Session pursuant to Sections 551.071 and 551.074 of the Texas Government Code: consultation with counsel and deliberation regarding the performance and duties of the Veterans Service Officer, Emergency Management Coordinator, IT Director, Human Resources Director, Transportation Director, General Counsel, Development and Community Services Director, Grants Administrator. STANDING AGENDA ITEMS

27. Discussion of issues related to the Hays County Jail, and the planning of projects pertaining to the public safety facilities needs within the County.  Possible action may follow.  INGALSBE/CUTLER

29. Discussion of issues related to the road bond projects, including updates from Mike Weaver, Prime Strategies, Laura Harris, HNTB and Allen Crozier, HDR.  Possible action may follow.  INGALSBE

24. Hold a public hearing on the FY 2018 proposed tax increase - 1:00 p.m. INGALSBE/VILLARREAL-ALONZO

EXECUTIVE SESSIONS
The Commissioners Court will announce it will go into Executive Session, if necessary, pursuant to Chapter 551 of the Texas Government Code, to receive advice from Legal Counsel to discuss matters of land acquisition, litigation, and personnel matters as specifically listed on this agenda. The Commissioners Court may also announce it will go into Executive Session, if necessary, to receive advice from Legal Counsel regarding any other item on this agenda.

25. Executive Session pursuant to Sections 551.071 and 551.072 of the Texas Government Code: consultation with counsel and deliberation regarding the purchase, exchange or value of Right of Way along proposed FM110 in Pct. 1. Possible action to follow in open court. INGALSBE
